With effect from 1 March 2023, HDB will hand over the management of all State land within HDB estates to the Singapore Land Authority (SLA).

2 In 1987, HDB was appointed as the agent for the former Land Office (now subsumed into the SLA) for the management and maintenance of State land within HDB estates. HDB currently manages and maintains about 1,408 hectares of State land within HDB estates and manages about 600 Temporary Occupation Licences (TOLs).

3 From 1 March 2023, these land management functions will be consolidated under SLA for greater administrative and operational efficiency. SLA will take over the maintenance, feedback as well as the issuance of TOLs for the use of these State lands within HDB estates for religious and community events, as well as for communal facilities such as multi-purpose courts. All key terms and conditions of licences or tenancy agreements issued by HDB, and prevailing as of the transfer date, will remain unchanged.

4 The public can be assured that the transition of the management agency will be seamless. Licensees and tenants can continue to approach HDB for assistance on matters relating to their TOLs and day-to-day operations prior to 1 March 2023. From 1 March 2023, all new TOL applications for the use of vacant State land within HDB estates will be handled by SLA, and applications may be submitted via SLA’s TOL Portal. Applicants may also check whether a site is State land using the “Land Query” feature at https://www.onemap.gov.sg.

SLA to take over and consolidate State land management within HDB estates from 1 March 2023
