New estate will provide more housing options for Singaporeans to
enjoy urban waterfront living in the East

Minister for National Development Mr Desmond Lee unveiled the masterplan for the new Bayshore housing estate at the HDB Awards Ceremony on 16 October 2023. When fully developed, this housing estate will offer about 10,000 new homes, of which about 7,000 units (70%) will be set aside for public housing.

2. Bounded by Upper East Coast Road, Bayshore Road and the East Coast Parkway, the 60-hectare site is located on reclaimed land that has been earmarked for residential use since the Master Plan 1998.

3. Planned as an extension of Bedok town, the new Bayshore estate leverages its location near the East Coast Park to provide a unique waterfront living experience where residents can look forward to:

a) Distinctive waterfront homes;
b) Well-connected neighbourhoods and vibrant streets with a wide array of amenities;
c) New parks and green spaces offering more recreational spaces;
d) A living environment that encourages active lifestyles and healthy living; and
e) A smart and sustainable estate.

Launch of New Flats in 2024

4. The first two Build-To-Order (BTO) projects in the new Bayshore estate are slated for launch in 2024. Given its attractive location and close proximity to transport nodes and amenities, these projects could potentially be considered for launch under the new Plus model.

5. Comprising about 1,400 units of 2-room Flexi to 4-room flats, the two projects will be designed with full-height windows that allow residents to enjoy waterfront views for units facing East Coast Park, or city views for units facing Bedok town.

6. Within the flats, structural beams and columns will be kept to the edges of each unit. This allows residents the flexibility of customising the unit’s layout according to their preferences and needs.

7. Most homes in the estate will be within a 5-minute walk from upcoming MRT stations. Residents from Bedok town will also be able to easily access the new public transport nodes in Bayshore estate, as existing drains leading into Bayshore from Upper East Coast Road will be converted into pedestrian paths.

Green commuting will be made seamless and safe in Bayshore with two MRT stations, pedestrianised paths leading into Bayshore, a Transit Priority Corridor, and dedicated cycling and walking paths.

8. A network of cycling and walking paths will also be built throughout Bayshore estate. Lined with greenery, the paths will provide a pleasant cycling and walking experience for those exploring Bayshore and the wider Bedok town. These paths will also connect to the cycling network beyond Bedok, enabling cyclists to access the Round Island Route¹ and the upcoming central green corridor² from East Coast Park to Changi Beach.

9. With the seamless public transport connectivity as well as walking and cycling options, Bayshore will be designated as a car-lite estate to encourage green commuting.

10. A new street called Bayshore Drive will be constructed at the centre of Bayshore estate, with housing developments flanking it on both sides. Planned to function as the main thoroughfare of the estate, Bayshore Drive will be lined with a variety of amenities such as shops, eateries, supermarkets, and medical and health facilities. Sports and recreational facilities, as well as resting spots, will also be provided along the thoroughfare. Together, this will transform the street into an activated community spine where residents can live, play, and bond.

11. Along Bayshore Drive, a 400-metre section will be designated as a bus-only Transit Priority Corridor (TPC)³ with footpaths, dedicated cycling paths, and wider sheltered pavements along both sides to facilitate a safer and more seamless commuting experience.

12. A new integrated development that connects to the future Bedok South MRT station and a new bus interchange will also be built in future. Comprising a variety of uses, including residential, retail, and dining, the integrated development will provide added convenience for future residents.

New parks and green spaces offering more recreational spaces

13. Future residents in Bayshore can also look forward to new parks and green spaces interspersed throughout the estate. A new 3-hectare central park, sited within surrounding housing developments, will provide residents with a “living in a park” environment. Designed in collaboration with the National Parks Board, the park will stretch southward from Bayshore’s northern edge, and feature open lawns where families can enjoy picnics or take leisurely walks.

14. To further accentuate the “living in a park” experience, there will be a new linear park along the edge of Bayshore estate. Heritage elements such as the seawalls that mark the old coastline will be retained and integrated within the park. Playgrounds will also be designed based on a rustic theme, in a nod to Bayshore’s coastal location and heritage.

A living environment that encourages active lifestyles and healthy living

15. To further encourage residents to adopt an active lifestyle, Bayshore estate will come with multiple walking trails that make the estate highly walkable and great for exploration. Play spaces for all ages will also be provided within the housing precincts. These interactive and educational facilities will form a “loop” across the estate, with precinct markers that guide people on to the next facility within the loop.

A smart and sustainable estate

16. In line with Singapore’s vision to be a green and sustainable city, the development of Bayshore estate will be guided by sustainable design strategies and come with smart infrastructure.

17. Studies on wind flow, temperature, solar irradiance, and sun-shadow analysis will be carried out at Bayshore to facilitate the urban planning and design process to create a green and comfortable living environment. For instance, HDB will use modelling software such as the Integrated Environmental Modeller to analyse wind flow to optimise natural ventilation throughout the estate. Shade analysis will guide the optimal placement of outdoor amenities such as playgrounds and fitness corners to enhance the comfort for users.

18. HDB will also implement smart and sustainable initiatives, such as the solar-ready roofs and pneumatic waste conveyance system in the first two housing projects.

Benefits to Existing and Future Residents

19. The new public housing developments at Bayshore will benefit existing and future residents. First-timer families can live closer to their parents living in Bedok for mutual care and support, while seniors living in the vicinity will have an opportunity to right-size to new 2-room Flexi flats in a familiar town. All residents can enjoy the new amenities when the Bayshore estate is fully completed.

20. The public is invited to visit the Bayshore exhibition at HDB Hub (ground floor) and give feedback on the plans. The exhibition will be available from Thursday, 19 October 2023, till late 2024.
