Some 162,000 Choa Chu Kang residents can look forward to new mixed-use developments and more recreational spaces as part of the town’s upgrade under the Remaking Our Heartland (ROH) programme. The mixed-use developments, to be located next to the Choa Chu Kang and Yew Tee MRT stations, will offer added commercial, dining and transport options. New active spaces across the town will also provide more recreation options for residents, enabling them to lead healthy and active lifestyles. These, and other rejuvenation plans were announced by Minister for Trade and Industry and Adviser to Chua Chu Kang GRC GROs Mr Gan Kim Yong, at the launch of the ROH exhibition for Choa Chu Kang today.

2 Choa Chu Kang comprises several neighbourhoods, including Yew Tee, Keat Hong, and Teck Whye where the town’s first HDB flats were completed in 1977. Over the decades, Choa Chu Kang has undergone various improvements which have transformed it into a vibrant town, with a wide variety of commercial, community and recreational amenities that are well-loved by residents. Most of the older blocks of flats have been upgraded, even as new and more modern developments were added into the town. The latest renewal plans for Choa Chu Kang will make it an even better place to live, work, and play.

Shaping Rejuvenation Plans Together with Residents

3 In drawing up the rejuvenation plans for Choa Chu Kang, HDB conducted a survey and two rounds of Focus Group Discussions with about 480 residents and stakeholders between 2020 and 2022, to better understand the improvements they hope to see in their town. Many said they would like a wider range of facilities and spaces that can be enjoyed by the entire community. These include facilities that would support active lifestyles, more green and natural spaces where residents can relax with friends and family, and town improvements to make commuting more convenient.

4 HDB has taken in their feedback, and the rejuvenation plans for Choa Chu Kang will focus on:

Making the town even more accessible and convenient for residents with new mixed-use developments at key community nodes
Supporting the well-being of residents with new and refreshed green and active spaces
Enabling greener ways to get around the town by improving connectivity

Greater Daily Convenience with New Mixed-Use Developments at Key Community Nodes

5 Choa Chu Kang residents will enjoy greater access to various facilities and amenities with new mixed-use developments at the Town Centre, as well as near Yew Tee MRT station. These upcoming developments will not only complement existing amenities and facilities in the vicinity, but some of which will also undergo upgrading. Together, these initiatives aim to transform these areas into more convenient and vibrant one-stop destinations to better serve residents’ daily needs.

6 The bustling Choa Chu Kang Town Centre is set to become even more lively with new mixed-use developments and a new Integrated Transport Hub (ITH) located next to the existing Choa Chu Kang MRT station (North-South Line). Together, these developments will enhance the existing transport, commercial, and community offerings in the town centre, with the following amenities:

more retail and dining options with a new hawker centre, additional food and beverage outlets, as well as a new pedestrian mall;
a new town plaza, with fans and seating areas, to provide a comfortable and conducive space for events such as performances, festive bazaars and fitness activities; and

the new Jurong Region Line (JRL) Choa Chu Kang MRT station which will be completed in 2027, as part of phase 1 of the JRL. The JRL will also connect Choa Chu Kang to key places in the West, such as Jurong Lake District, Jurong Industrial Estate, Jurong Innovation District, and Nanyang Technological University (NTU), when fully completed in 2029.

New Heart of Yew Tee Integrated Development

7 Located one MRT stop away from the Choa Chu Kang town centre and just a short walk from Yew Tee MRT station is the upcoming Heart of Yew Tee integrated development, which is currently under construction. Anticipated to be completed in the first quarter of 2027, it will offer housing options for seniors, as well as social, commercial and healthcare facilities. These include Choa Chu Kang’s inaugural hawker centre, a community club, a polyclinic, a kidney dialysis centre, retail shops, and a community plaza for various community activities.

Green and Active Spaces to Enhance Residents’ Well-being

8 In response to residents’ suggestion for more greenery, agencies will introduce a diverse range of green spaces town-wide, for residents to relax and recharge close to home.

Town Centre in a Park

9 The National Parks Board (NParks) will upgrade Choa Chu Kang Park, the largest park in the town, to provide improved community and landscaped spaces. This will reinforce its position as an important recreational space for the community and provides visual respite amidst the urban landscape. There will also be a new nature playgarden which will provide visitors with a multi-sensory experience and promote experiential learning for children.

10 To create a “Town Centre in a Park”, agencies plan to extend greenery beyond the Choa Chu Kang Park into the town centre located right next to the park. The town centre’s new mixed-use developments will offer opportunities to introduce greenery both indoors and outdoors, such as including landscaping within the pedestrian malls and town plaza, as well as rooftop greenery, where feasible.

Greening Urban Landscapes

11 Across Choa Chu Kang, residents can look forward to the rejuvenation of various urban landscapes:

Sungei Peng Siang will be enhanced with more greenery to provide a scenic and restorative route for those jogging or walking along the canal. Pang Sua Canal, another popular recreational route peppered with fitness facilities and fishing decks, will also see more greenery. This is in addition to enhancements to the access points along the canal and new nodal spaces along the park connector, which will be added by NParks to boost vibrancy.

At Villa Verde Park, a new extension beneath Kranji Expressway (KJE) viaduct is being developed by NParks to optimise the space for greenery and recreation. Meanwhile, more Nature Ways within the town will also help to promote ecological connectivity.

New housing developments Rail Green I and II @ CCK (launched in HDB’s October 2023 Build-to-Order (BTO) sales exercise) will be integrated with their natural surroundings, due to their proximity to existing greenery and the Rail Corridor. For example, green elements such as the roof gardens at the multi-storey car parks will soften the built environment, while also enabling residents to enjoy greenery at their doorsteps.

With the Rail Corridor running along and through the two projects, the blocks along the Corridor will be orientated such that there are pockets of social communal spaces, as well as fitness corners and shelters that facilitate community interaction and bonding.

Recreational Spaces and Facilities to Encourage Active Living

New Activity Corridor

12 To encourage residents to adopt a more active lifestyle, various social and recreational spaces will be introduced along selected sections of the North-South Line MRT viaduct which runs through the town. These spaces are strategically located near residential areas to foster community bonding, encourage a healthy lifestyle as well as enrich residents’ recreational experiences.

The new Activity Corridor, extending southwards from the KJE, includes a combination of active and play areas, as well as tranquil spaces with enhanced landscaping for residents’ well-being. For example, the proposed node along Choa Chu Kang Central and Choa Chu Kang Avenue 3 will serve as a play and event space for healthy living and community bonding with play equipment and seating areas. Another proposed node is a new rest point with landscaped seating areas by NParks along the Choa Chu Kang Park Connector, where pedestrians can take a break during their walk. Wayfinding features such as directional signboards will help guide residents to explore these new and interesting spaces.

13 A Wellness Zone, comprising a myriad of recreational spaces in close proximity, will be located within the Brickland and Keat Hong estates, to enhance residents’ well-being.

14 On top of green restorative spaces, the Wellness Zone will be home to a range of sports facilities such as new BMX cycling paths, a new Brickland Sport-in-Precinct facility near Choa Chu Kang Avenue 7, and the existing running track and sports complex at ITE College West. More active nodes at upgraded neighbourhood centres and parks

15 Four neighbourhood parks¹ and three neighbourhood centres (NCs)² in Choa Chu Kang will also be rejuvenated to offer residents more opportunities for recreation and bonding. Apart from improvements like landscaping and seating areas, features such as exercise facilities and inclusive designs, will be included to make these areas even more attractive community spaces. For example, the existing central courtyard next to Block 144 at Teck Whye Shopping Centre will be transformed into a multi-generational community space with fitness facilities and play areas for residents of all ages.

16 The common areas within the NCs will also be upgraded to include senior-friendly improvements such as dementia-friendly designs to aid wayfinding. Meanwhile, Tembusu Park will be refreshed with new amenities such as a large adventure-themed playground that was co-created with residents, as well as a basketball court and jogging track.

Greener Ways to Get Around Town

17 To encourage green and healthier ways to enjoy the many sights and amenities that Choa Chu Kang offers, HDB and agencies will be improving pedestrian and cycling connectivity around the town. Residents can look forward to improved connectivity within the town with upcoming cycling paths, allowing ease of travel within and beyond Choa Chu Kang. These complement the existing Rail Corridor and Park Connector Network, providing more avenues for residents to walk and cycle. More bicycle racks will be installed to make cycling more convenient within the town.

18 An 80-metre-long stretch of road along Choa Chu Kang Terrace, in front of Sunshine Place, will be closed to traffic and pedestrianised, to provide safer and more comfortable pedestrian access to Sunshine Place. More greenery and community spaces could also be provided in this repurposed space.

19 To make commuting easier and safer for senior residents, Silver Zones will be designated at Choa Chu Kang Crescent and Choa Chu Kang Street 51. These Silver Zones will have road safety elements to encourage motorists to drive slower and look out for pedestrians, and features such as more crossing points to improve the walking experience for senior pedestrians.

Residents invited to give feedback on ROH proposals

20 Residents can look forward to the renewal plans in Choa Chu Kang being implemented within the next 5 to 10 years, upon finalisation of ROH proposals. The actual implementation timeframe for individual proposals will vary depending on the nature and complexity of the project.

21 The ROH proposals for Choa Chu Kang will be exhibited at Keat Hong Community Club from 15 to 29 October 2023, before roving to Yew Tee Plaza to make it convenient for more residents to view the plans:

22 Residents are invited to visit the exhibitions and give their feedback on the proposals. Alternatively, they may also view the exhibition on the HDB InfoWEB, and share their feedback online. With the feedback gathered, HDB will refine the proposals together with the various government agencies such that the eventual rejuvenation of the town will benefit as many residents as possible.
