The Housing & Development Board (HDB), as the Government’s land sales agent, has launched a mixed commercial / residential site at Tampines Avenue 11 and an Executive Condominium site at Plantation Close for sale by public tender today, under the Confirmed List of 2nd half 2022 (2H2022) Government Land Sales (GLS) Programme.

2 These two sites can potentially yield about 1,685 residential units. Details on the land parcels can be found in Annex 1 and the location plans in Annex 2.

Modified Concept and Price Revenue Tender System

3 To encourage the adoption of innovative construction technologies and productive construction methods, a modified concept and price revenue tender system will be piloted for the Executive Condominium site at Plantation Close.

4 Under this approach, tenderers will have the option to submit an alternative bid on top of a base Prefabricated Prefinished Volumetric Construction (PPVC) bid. The alternative bid may be of a non-PPVC technology or a hybrid of technologies which could yield the specified productivity improvement. PPVC bids will automatically qualify for the tender evaluation, while any alternative bid will be required to submit a write-up to demonstrate the feasibility of proposal. No detailed concept design proposal will be required. The Concept Evaluation Committee, chaired by BCA, will assess whether the alternative bids can reasonably fulfil the productivity improvement requirements and deliver advantages comparable to that of PPVC technology before they can be considered as qualifying bids to proceed with the tender evaluation with the PPVC bids.

5 The tender for the sale sites at Tampines Ave 11 and Plantation Close will close at 12:00 noon on Tuesday, 27 June 2023. The tender closing for these two sites will be batched together with another residential with commercial at first storey site at Marina Gardens Lane, which was launched by URA on 5 December 2022.
