1. Application Procedure & Form

1.1 Enquiries on the availability of booking of the lot(s) at the concourse spaces, fees and layout at the following commercial complexes can be made via the e-Booking of Facilities and Space e-Service.

1.1.1 Dawson Place

1.1.2 Kitchener Complex

1.2 All applications must be made on the prescribed e-booking form and submitted via the website to the Managing Agents of the commercial complexes listed in paragraph 1.1.

1.3 Each Applicant (if an individual, based on NRIC and if a Company, based on UEN) is only allowed to submit 1 application form. If multiple applications are received from any Applicant, HDB / Managing Agent reserve the right to cancel the booking immediately, with no refunds.

1.4 Each Applicant is only allowed to book 1 x weekday (Monday to Thursday) and 1 x weekend (Friday to Sunday) slot per month.

1.5 The Applicant must obtain the necessary approvals from all relevant authorities and shall submit documentary proof thereof to the Managing Agent at least fourteen (14) days (unless otherwise agreed by the Managing Agent) before the commencement date of the booking. If such approvals are not obtained and submitted to the Managing Agent within the said time period, the booking shall be deemed to be cancelled and no refunds will be entertained.

1.6 A detailed event outline with information on the proposed activities, exhibits, display materials, layout plans, elevation and perspective drawings is required within fourteen (14) days of application or at least fourteen (14) days before commencement date of the booking (whichever is earlier). The Applicant is required to submit the supporting documents for verification in person. If the documents are not received by the due date, HDB reserves the right to cancel the booking with no refunds immediate effect.

1.7 All bookings are not transferable and no sublicensing is allowed.

1.8 Any cancellation of the booking must be made in writing. On proper notice being received, a refund of all fees, free of interest, which have been paid in advance may be made, subject to HDB's sole discretion including the following deductions:-

100% of the total fees shall be forfeited if cancellation is made fourteen (14) days or less before the commencement date of the booking.

1.9 HDB may in its absolute discretion refuse any application without assigning any reason and shall also have the right to terminate any approved booking by giving one (1) day notice. In either event, fees chargeable may be pro-rated at HDB’s sole discretion and refunded (if applicable). HDB shall not be liable for any damages, losses, costs, expenses or otherwise whatsoever. Alternatively, HDB may allow the Applicant to choose another booking period.

2. Rates & Payments

2.1 Full payment will be collected upon submission of the e-booking form via the website.

2.2 All payments must be made by VISA / Mastercard / NETS / Cashier’s order, payable to “Housing & Development Board”.

2.3 Rates are subject to change without prior notice.

3. Use of Premises

3.1 The allocated lot(s) at the concourse spaces shall be used only for the purpose stated in the e-booking form. It shall not be used for any purpose or in any manner which in the opinion of the HDB / Managing Agent (in this regard, the opinion of HDB / Managing Agent shall be final, conclusive and binding on the Applicant) may become a nuisance or may give cause for complaint from other occupants of the commercial complexes or members of the public.

3.2 The Applicant must be present and shall be required to show the original payment receipt and application form to HDB’s Officer / Managing Agent / Security Officers before he is allowed to set up his stall at the lot(s) allocated to him. The Applicant or his employee shall have the aforesaid documents with him at the stall(s) at all times and shall show them to the HDB’s Officer / Managing Agent / Security Officers when requested to do so.

3.3 The Applicant and registered owners of the Applicant (if a Company) must also be present at all times during the operating hours of the Premises. Registered owners can also dispatch their employees or immediate family members to help operate the lot(s) provided that they have the necessary or official documents from relevant agencies (Ministry of Manpower, Central Provident Fund Board, Immigration & Checkpoint Authority, etc) to prove their identities/relations with the Company or Registered owners. (Note: Immediate family refers to a person’s parents, spouse, children and siblings. In-laws are not considered to be under the definition of ‘immediate family’).

The term “necessary or official documents from relevant agencies (Ministry of Manpower, Central Provident Fund Board, Immigration & Checkpoint Authority, etc) to prove their identities/relations with the Company or Registered owners” include but is not limited to the following;
a. Work Permit/S Pass/Employment Pass holders: The name of the Company will have to be stated on their documents/cards.
b. Dependant Pass holders: A consent letter from the Ministry of Manpower will be required with the name of the Company stated in the documents.
c. Singaporeans/Permanent Residents (PR): Any type of official documents from relevant agencies stating the employer of the person(s). eg CPF statements.
d. Immediate family members (Singaporeans/PR) of the registered owners (Singaporeans/PR): Identification card, birth certificates or marriage certificates.

Any non-compliance found will be referred to the relevant agencies for further enforcement actions. HDB reserves the right to cancel the booking with immediate effect, in accordance with paragraph 5.1 below.

3.4 The booking must comply with all laws and written directions of the relevant agencies and HDB / Managing Agent issued from time to time whether before or during the booking and must not have religious or political agenda or any form of solicitation.

3.5 HDB / Managing Agent is not responsible for ensuring similar trades at the concourse spaces or elsewhere do not occur simultaneously.

3.6 Compulsory opening hours are between 11am to 9pm daily (inclusive of weekends and public holidays with the exception of the 1st and 2nd day of the Chinese Lunar New Year). Fees will be pro-rated accordingly for the 2 stipulated days if the Applicant chooses not to operate. The Applicant can choose to extend their opening hours from 8am to 11am (optional). Other proposed extension of operating hours must be in writing and is subject to HDB’s approval.

3.7 A warning letter will be issued to the Applicant if the allocated lot(s) is found not operating during the compulsory operating hours. After the issuance of three (3) warning letters within a one (1) year timeframe from the date of the first warning letter, HDB reserves the right to debar the Applicant for the particular balloting period, for the subsequent one (1) year from the end of the period when the 3rd warning letter was issued. Any bookings made or confirmed before the suspension period shall be treated as cancelled and refunds may be made in HDB’s sole discretion.

3.8 The following/trades stated below are NOT ALLOWED :-

3.8.1 Illegal items,
3.8.2 Animals or livestock,
3.8.3 Food (except for dried stuff and must be sealed-up/pre-packed),
3.8.4 Marketing/Services (e.g insurance/investment/credit card),
3.8.5 Services (e.g medicure & pedicure, hair cut),
3.8.6 Live demonstration of any kind.

3.9 No helium balloons are allowed at the concourse spaces or elsewhere, and only balloons on stick may be allowed.

3.10 External amplification of any audio equipment such as microphone, stand-alone TV set or portable radio set are not allowed.

3.11 The sound system is only permissible at the Stage Area. Volume of the sound system must be limited to 75 decibel. Playing of soft/background music, audio announcements and stage activities at Stage Area are subjected to approval by Managing Agent.

3.12 No distribution of flyers/pamphlets are allowed at commercial complex or elsewhere.

3.13 Exhibition panels, tables, chairs, sound systems, lighting systems or any other articles required by the Applicant shall be provided by Applicant at his own cost.

3.14 The Applicant is to apply for his own telephone line and provide own security personnel to look after things left overnight at the area for activities on the next day or otherwise.

3.15 Retail sales may be allowed at the sole discretion of HDB / Managing Agents.

3.16 Without prejudice to and notwithstanding any other Terms and Conditions herein mentioned, HDB / Managing Agent shall have the right to terminate anytime the whole or any part of the booking which he deems unacceptable in his absolute discretion and no claims for damages, losses, costs, expenses or otherwise whatsoever shall lie against HDB / Managing Agent on account of such termination.

3.17 All equipment including free-standing signages and vertical installations shall not exceed 1.5m in height. Also, no vertical or horizontal installations like bamboo poles, spotlights etc are allowed.

3.18 All items (e.g. furniture, signages etc) used by the Applicant shall be placed within the allocated lot(s) and must not cause obstruction or be of a nuisance to the public.

3.19 The Applicant, registered owners and their employees and immediate family members shall not be allowed to tout or canvass outside the allocated lot(s).

3.20 The Applicant, registered owners and their employees and immediate family members shall wear identification cards showing the company's name/ logo at all times during the booking.

3.21 The Applicant must remove all his goods and other objects and items and all rubbish before his booking expired or is terminated for whatever reason. Additional charges at the concourse rate or otherwise will be imposed if the Applicant fails to do so.

4. Damage of Property, Fixtures & Fittings

4.1 The Applicant is required to reinstate the allocated lot(s) to its original state before his booking expired or is terminated for whatever reason and ensure that no damage is done to the flooring, fittings and fixtures or any other parts of the allocated lot(s) or elsewhere.

4.2 The Applicant shall ensure that the allocated lot(s) is kept clean at all times, from the commencement of setting-up and installation works to dismantling and removal works.

4.3 The Applicant shall be entirely responsible for the security and insurance of the allocated lot(s), his exhibits and properties and such like articles or otherwise and shall be liable for all claims for any damage, loss, injury or death suffered by reason of or arising from or in connection with his booking. HDB / Managing Agent shall not be liable for any damages, loss (including loss of profit and consequential loss), injury or death howsoever caused suffered by reason of or arising from or in connection with the booking.

4.4 The Applicant shall indemnify and keep HDB / Managing Agent fully indemnified from and against all claims, demands, actions, damages, losses, costs and expenses (including costs on a solicitor and client basis) of any nature whatsoever which HDB / Managing Agent may suffer or incur in connection with loss of life, personal injury and/or damage to property howsoever caused suffered by reason of or arising from or in connection with the booking by the Applicant including setting-up and installation works to dismantling and removal works.

4.5 Without excluding, limiting or in any way affecting the Applicant's obligation and liability to indemnify HDB / Managing Agent, the Applicant shall at his own cost take up and maintain all appropriate insurance.

4.6 Without prejudice to and notwithstanding any other Terms and Conditions herein mentioned, the Applicant shall make good all damage to the allocated lot(s) suffered by reason of or arising from or in connection with his booking including from the aforesaid setting-up and installation works to dismantling and removal works, including damages due to fire, vandalism, explosion, etc. Costs of reinstatement shall be fully borne by the Applicant.

4.7 Any booking shall not create or be deemed to create a tenancy in favour of the Applicant or give the Applicant as against HDB the exclusive right to the occupation of the allocated lot(s) or elsewhere.

5. Violation of Terms & Conditions

5.1 In the event of breach or non-performance by the Applicant of any of the Terms and Conditions herein mentioned, HDB shall have the right to terminate the booking and the Applicant shall vacate the allocated lot(s) immediately. In addition, HDB shall have the right to issue warning letters to the Applicant. After the issuance of three (3) warning letters within a one (1) year timeframe from the date of the first warning letter, HDB reserves the right to debar the Applicant for any particular balloting period, for the subsequent one (1) year from the end of the period when the 3rd warning letter was issued. Any booking made or confirmed before the suspension period shall be treated as cancelled and refunds may be made in HDB's sole discretion.

5.2 Without prejudice to and notwithstanding any other Terms and Conditions herein mentioned, in addition to the provisions of paragraph 5.1, HDB may in its absolute discretion at any time during the booking period and without assigning reasons, determine forthwith the booking by notice in writing to the Applicant. Upon receipt of such notice, the Applicant shall vacate the allocated lot(s) immediately. The Applicant agrees that in the event of such determination, the Applicant shall have no claim whatsoever against HDB for damages, losses, costs, expenses or otherwise whatsoever.

5.3 HDB reserves the right to modify or add to the Terms and Conditions herein mentioned before or during the booking by the Applicant without prior notice and such modifications and/or additions shall be binding on the Applicant.

6. Other Matters

6.1 HDB collects personal data from you to administer HDB's public housing programmes and services. We may share necessary data with other Government agencies, unless such sharing is prohibited by legislation. This is to enable us to serve you in the most convenient, efficient and effective way. We will NOT share your personal data with non-Government entities, except where such entities have been authorised to carry out specific Government services.
