To further support lower-income singles in need of rental housing, the Joint Singles Scheme Operator-Run (JSS-OR) Pilot was launched on 17 Dec 2021. It allows singles to apply for rental housing without first having to find a flatmate. Instead, individual applicants will be assigned flatmates by the operator, taking into consideration factors such as sex, age, ethnicity and living habits.
The Joint Singles Scheme (JSS), under which two or more singles may jointly apply for a public rental flat, continues alongside the JSS-OR Pilot.
The JSS-OR Pilot comprises a mix of 1- and 2-room flats, with partitions installed to accommodate two or three persons per flat respectively. These units also come with general household furnishings and appliances such as wardrobes, water heaters, washing machines and fridges, so that tenants can move in easily. The operator will introduce tenants to each other, and step in to mediate any disagreements.
The eligibility criteria for the JSS-OR Pilot are the same as the existing JSS. Find out more information on the JSS.
Applications are currently closed. You can indicate your interest in this contact details form. We will alert you by SMS when applications reopen.
We will refer eligible applicants to the operator, who will contact applicants to arrange the allocation of flats and flatmates. The rent charged will be similar to the existing JSS, along with each tenant’s share of service and conservancy charges and utilities.
The JSS-OR pilots are listed below. They are no longer open for application.
