You can rent a flat under the Public Rental Scheme as a family or a single.

Eligibility Criteria

Family Scheme

  • You must be a Singapore Citizen (SC)
  • You must be at least 21 years old
  • You must include at least another SC or a Singapore Permanent Resident (SPR) in your basic family nucleus
  • Your family nucleus must comprise any of the following: 

    • You and your spouse
    • If single, you and your parents
    • If widowed/ divorced*, you and your children under your legal custody (care and control)
    • Fiancé and fiancée
    • If orphaned, you and your siblings

    *If the care and control of your children under the age of 21 is shared with your ex-spouse, you must obtain his/ her written agreement before you can list your children in a flat application. If you face difficulties in obtaining the agreement or have a question for us, please contact us via our www.hdb.gov.sg/efeedback.

Joint Singles Scheme

  • You and your listed occupier must be SCs
  • Both of you must be single
  • Any of the following is considered as singles:
    • Unmarried and at least 35 years old
    • Divorced or legally separated from spouse, with legal documents, and at least 35 years old
    • Widowed or orphaned, and at least 21 years old
     
    Joint Singles Scheme Operator-Run (JSS-OR) Pilot
    Eligibility conditions are the same as the JSS above. You can apply alone, and the JSS-OR Pilot operator will assign a flatmate to you. Find out more information on the JSS-OR Pilot.

Age

You must be at least 21 years old at the time of application.

Income guideline

Your total household gross income should not exceed $1,500 per month. If it exceeds $1,500, you can still submit an application for HDB to review. We will take into consideration whether you have other housing options.

Existing HDB tenants/ essential occupiers

You and your listed occupiers should not be existing tenants or essential occupiers of an HDB flat.

Property ownership

You and your listed occupiers should not:

  • Own/ have an estate or interest in such a property at the point of application:

    • HDB flat or Design, Build & Sell Scheme flat

    • Local or overseas private property (house, building, or land), residential or otherwise

    • Executive Condominium

If you have previously owned any property, we will take into account the proceeds from the sale of your last property in assessing your housing budget.

Family support

You and your listed occupiers will not be eligible to rent an HDB flat if any of your children is:

  • Able to house you in their home
  • Financially able to provide other housing options for you

We will assess whether you or any of your listed occupiers have family support or other housing options.

Debarment

An individual who has been barred under any rule, regulation, or policy by the government or HDB may not be eligible to be an applicant or a listed occupier for a rental flat.
