Application Procedure

To rent a flat under the Public Rental Scheme, you can submit your application through one of these channels:

  1. In person, to the 
HDB Rental Housing counter

Please bring the documents listed below when you come to submit your application.
 
  1. e-Service
If you send in an online application, you will also need to submit these documents to the HDB Rental Housing counter for verification. 

Documents required

Identification documents

Other than the application, you have to bring along the original and a photocopy of the following:

  1. Identity cards or citizenship certificates of all persons listed in the application form, including yourself
  2. Birth certificates of children/ siblings for proof of relationship
  3. Passports for non-citizens or passports and entry/ re-entry permits for Singapore Permanent Residents
  4. Student status verification: Student pass or letter from school/ college/ institute of higher learning for all persons listed in the application form who are 18 and above and are still studying
  5. Marital status verification: Marriage certificate/ Deed of Separation/ divorce certificate (for Muslims)/ Interim Judgment/ Certificate of Making Interim Judgment Final and Order of Court (if applicable)
  6. Death certificate of parents/ spouse (if applicable)
  7. Letter from prison authority/ medical certificate
  8. Resale completion statement from the bank if your last flat sold was bought with bank loan
  9. Latest CPF contributions statements:
  • My Statement – Account balances (inclusive of the bank statement on the value of your investment, if you have used the CPF Ordinary Account for investment)
  • My Statement – Contribution history
  • My Statement – Transaction history
  • My Statement – Retirement (Minimum Sum Scheme), if you are 55 years old and above

Employment documents

The following supporting documents are required for verification of monthly income or unemployment status.

Employed persons

Proof of income is based on either of the following:

  • Payslips for last 3 months (original)
  • Employer's letter stating last 3 months’ income, including company stamp/ letterhead with the name, signature, and designation of certifying officer

Assessment is based on either of the following:

  • Monthly gross salary (excluding income earned from overtime work)
  • Basic salary plus fixed allowances which are included in the terms and conditions of employment, such as:
    • Transport
    • Food
    • Laundry
    • Uniform

Note: Income tax returns are not accepted for employed persons.

Self-employed persons

  • Valid Accounting and Corporate Regulatory Authority Computer Information (Business Profile) or valid licence of business/ trade
  • Statutory declaration on income
  • Latest notice of assessment from the Inland Revenue Authority of Singapore
  • Certified annual statement of accounts from an audit firm

Commission-based persons

  • Latest 12 months’ commission statements/ payslips (original)
  • Statutory declaration of income
  • Employer's letter stating past 12 months’ commission, including company stamp/ letterhead with the name, signature, and designation of certifying officer

Part-time employees

We require part-time employees’ statutory declaration of income.

Monthly-rated part-time employees with a fixed monthly salary have to submit an employer’s letter stating their permanent staff status and salary received, including company stamp/ letterhead with the name, signature, and designation of certifying officer.

Hourly-rated part-time employees with a variable salary must submit the latest 12 months’ payslips or letter from employer stating the past 12 months’ salary, including company stamp/ letterhead with the name, signature, and designation of certifying officer.

Odd-job workers

  • Statutory declaration of income
  • Latest notice of assessment from the Inland Revenue Authority of Singapore
  • Letter from employer stating past 12 months’ commission, including company stamp/ letterhead with the name, signature, and designation of certifying officer

Pensioners

Pensioners need to submit their payslip/ letter from their previous employer stating the monthly pension received.

Unemployed

Unemployed individuals need to submit a statutory declaration of unemployment. The statutory declaration can be made at the Rental Housing counter or at any HDB Branch.

Estimated waiting time

The allocation of our rental flats is dependent on the vacant flats available. We will assess the urgency of each application to help needy applicants get a rental flat earlier. For enquiries on estimated waiting time, please call us at 1800-225-5432.
