You may read our frequently asked questions on sales launches. After the sales launch is announced, you can apply for a flat online at our HDB Flat Portal during the 1-week application period. A non-refundable administrative fee of $10 (inclusive of GST) is payable by credit card (Visa/ MasterCard) or by scanning the QR code using any of the supporting mobile payment apps, such as DBS PayLah!, POSB/ DBS Digibank, UOB TMRW and OCBC Pay Anyone.

At the end of the application period, HDB will place all eligible applications through a computerised ballot to determine the queue order to book the flats. For first-timer applicants, as their flat allocation quota is at least a specified percentage, they can receive queue numbers bigger than the flat supply set aside for them. HDB will inform all applicants of the outcome of their application. You may check the status of your application when the ballot result is announced.

Priority schemes

We have several priority schemes to help different groups of flat buyers with their housing needs.

For first-timer applicants and those with more urgent housing needs, there are priority schemes in place to improve your chances of securing a flat in the Build-To-Order (BTO) and Sale of Balance Flats (SBF) exercises. Read more about the various priority schemes.

To help young families secure their flats in a more timely manner, HDB will introduce a new priority category, First-Timer (Parents & Married Couples), or FT(PMC) in short, from the August 2023 BTO exercise. FT(PMC) applicants will receive an additional ballot chance and enjoy higher priority in BTO and Sale of Balance Flats exercises. Fresh Start Housing Scheme

The Fresh Start Housing Scheme provides second-timer families with young children living in public rental housing with an opportunity to own a home again.

The Fresh Start Housing Scheme integrates financial assistance with personal responsibility and social support, and aims to help second-timer families with young children, who live in public rental flats, to own a 2-room Flexi or 3-room flat on shorter lease.

Application status

Check the status and results of your flat application, as well as the number of applications received.

For BTO applications, the ballot results will be available about 3 weeks after applications close. For SBF applications, the ballot results will be available about 1.5 months after applications close.

You will be notified of the ballot results by email. You may also check the ballot results via My HDBPage.

If you have been invited to select a flat, you may check out the flats available for selection.

Flat applications are only valid if there are no changes to the persons listed in the application. Cancellation procedures and financial forfeitures may apply if there are changes to the flat application.

Nevertheless, if there are changes to your flat application due to a life event, e.g. marriage, demise, etc., please contact us via the e-Feedback form, so that we may understand your situation and assist you.

Cancellation of flat application

Financial forfeitures and consequences for future applications may apply if you cancel your flat application at various stages of the application.

If you wish to cancel your flat application, please make a request via MyRequest@HDB. The relevant forfeitures and consequences of the cancellation will apply, depending on the stage of your application:

First-timer families

  • If you had been invited to book a flat, but did not do so even though there were units available, you are deemed to have rejected a chance to book a flat
  • Any additional ballot chances accumulated from your previous unsuccessful BTO applications in the non-mature estates will be set to 0, and this would inevitably reduce your chance of success in future HDB flat application exercises. To minimise disappointment from repeated unsuccessful applications, we would strongly encourage you to book a flat at the first opportunity when invited by HDB to do so.
  • If you reject 2 chances to book a flat, you will have your first-timer priority suspended for a 1-year period
  • Your first-timer priority will continue to be suspended for another year if you continue not to book a flat when invited twice to book a flat during the 1-year period

First-timer singles and second-timers

  • If you had been invited to book a flat, but did not do so even though there were units available, you are deemed to have  rejected a chance to book a flat
  • If you reject 2 chances to book a flat, you will not be able to participate in any HDB sales launches for a 1-year period
After booking a flat but before signing the Agreement for Lease Option fee

You must wait out a 1-year period from the date of cancellation of the flat application before you may apply or be included as an essential occupier for:

  • A new flat
  • A resale flat with CPF housing grant
  • A Design, Build and Sell Scheme (DBSS) flat from the property developer
  • An Executive Condominium (EC) unit from property developer
  • A resale flat that has been announced for Selective En bloc Redevelopment Scheme (SERS)

For first-timer families: Any additional ballot chances accumulated from your previous unsuccessful BTO applications in the non-mature estates will be set to 0.

After signing the Agreement for Lease but before key collection 5% of the purchase price*
* Upon cancellation of a flat application, HDB or your solicitor may assist you by applying to IRAS for a refund of the stamp duty paid. The legal fees have been expended and are non-refundable.

To ensure more efficient flat allocation so that those who need it can secure their flats more quickly, HDB will tighten the rules for non-selection of flats from the August 2023 BTO exercise. Read more in the press release.
