1. General

By accessing this service, you shall be deemed to have accepted and be bound by these Terms and Conditions. If you do not agree to these Terms and Conditions of Use, please discontinue using this website.

2. Definitions

Restricted Zone (“RZ”) refers to the Central Business District which is bounded by Restricted Zone gantries.

Designated Areas (“DA”) refer to the periphery of the Restricted Zone.

“Tier 1” rate refers to the season parking rates set out in Schedule 1.

* Sheltered car parks refer to multi-storey car parks, landscape-deck car parks, semi-basement car parks, basement car parks & sheltered surface car parks.

** Tier 1 rates apply to cars and commercial vehicles (such as vans, lorries and other light goods vehicles) with unladen weight ≤ 1,800kg. For commercial vehicles exceeding 1,800kg, season parking rate of $185 will apply.

“Tier 2” rate refers to the season parking rates set out in Schedule 2.

** Tier 2 rates apply to to cars and commercial vehicles (such as vans, lorries and other light goods vehicles) with unladen weight ≤ 1,800kg. For commercial vehicles with unladen weight exceeding 1,800kg, season parking rate of $185 will apply.

3. Services

3.1 This service allows motorists to purchase a Season Parking Ticket (“SPT”).

3.2 This service is not available for:

  • Existing SPT holder or motorists whose SPT have expired within the past 3 months;

  • Non-Singapore Registered Vehicles;

  • Vehicles which have been tagged for outstanding arrears in service and conservancy due to the Town Council, mortgage arrears, outstanding parking offences or bills pertaining to repairs for ceiling leaks or any outstanding debts due and owing to the Housing and Development Board (“HDB”); and

  • Vehicles that cannot fit in a car parking lot.

3.3 Tier 1 season parking rates will apply to residents’ first vehicle of the household. Resident must be the flat owner/ authorised occupier/ approved tenant living in the HDB precinct served by the car park.

3.4 Tier 2 season parking rates will apply to the residents’ second and subsequent vehicles of the household and all cars of non-residents. These two tiers will also apply to flat owners/ tenants/stall holders of HDB shops and market stalls.

3.5 The type of rate to be imposed on the SPT shall be solely determined by HDB and its decision shall be final and not open to review or challenge on any ground whatsoever.

3.6 All payments of SPT shall be by electronic means, unless payments are made at HDB Branches.     

3.7 The booking date for low occupancy car parks will be on the 1st of the month for all priority groups set out in Schedule 3. The booking date for the renewal of the SPT for high occupancy car parks as deemed by HDB is based on the order of priority for allocation of parking lots set out in Schedule 3.

  • Tenants of HDB’s commercial and industrial properties.
  • Market and hawker stallholders or
  • Employees of HDB's commercial / industrial properties and Market & hawker stalls.

Starts from the 1st of the month

2nd Priority

Second and subsequent vehicle/ company-registered vehicle owned by one of the following:

  • HDB flat owner(s), registered tenant(s) of the whole residential flat and authorised occupier(s).
  • Tenants of HDB’s commercial and industrial properties.
  • Market and hawker stallholders or
  • Employees of HDB's commercial / industrial properties and Market & hawker stalls.

Starts from the 18th of the month

3rd Priority

  • Residents /business operators who do not own the vehicle.
  • Registered tenants of rooms of HDB’s residential flats.
  • Subtenants of HDB’s tenants of commercial & industrial properties
  • Non-residents of the HDB’s residential properties or non-business operators of HDB’s commercial or industrial or market hawker stall served by the designated HDB’s car park.

3.8 The priority groups shall be solely determined by HDB and its decision shall be final and not open to review or challenge on any ground whatsoever.

3.9 HDB’s SPT is intended for long-term parking at HDB’s car parks and is sold on a calendar month basis. Charges will be at a full month rate.

Example

If you renew your SPT on 1st June, you have to pay the full month rate for June and your SPT will be valid from 1st to 30th June.

In a late renewal situation, if you renew your SPT on 15th June, you will still have to pay the full month rate for June and your SPT will be valid from 15th to 30th June.

If you have not renewed your SPT, you will be charged for short-term parking and you cannot park in lots reserved for season parking holders.

3.10 Motorists may renew SPT for any length of period up to a maximum of 12 months, subject to the eligibility and availability of SPT. Season parking sales are on a first-come, first-served basis.

3.11 Motorist with an existing SPT from 13th March to 31st May did not renew his SPT upon expiry. If he needs the SPT again (within 3 months from expiry i.e. on/before 31stAug), he has to use the renewal option via HDB ’s InfoWEB’s Renewal of Season Parking e-Service.

3.12 HDB reserves the right to request for all supporting documents from the applicants to prove the vehicle ownership and their relationship with the vehicle owner and shall cancel the SPT without any refund and without furnishing any reason, if there is failure to comply with any of these terms and conditions or due to any other reasons deem fit by HDB.

3.13 HDB shall take the appropriate enforcement action against the motorist in the event that the vehicle causes obstruction or poses safety hazard to other vehicles or any person in the HDB car park.

3.14 Without prejudice to all its rights, HDB may at its full discretion, cancel the SPT without any refund and without furnishing any reason, if it is found that any information given by the motorist is false or incorrect or due to any other reasons deem fit by HDB.

3.15 HDB may from time to time, without giving prior notice, upgrade, modify, suspend or alter fully or partially this website and shall not incur any liability nor liable for any losses, if the applicant is prevented from accessing this service.

3.16 HDB reserves the right to amend any of these terms and conditions from time to time as it deems fit.

4. Responsibilities of the SPT Holder

4.1 He must ensure that all the information provided in his application is true and correct and shall be solely responsible for the contents provided in his application.

4.2 He must produce all the relevant supporting documents for verification within 7 days, when requested by HDB.

4.3 He is only allowed to park at the allocated car park(s) for the SPT purchased.

4.4 He is to ensure that his vehicle meets the height and weight limit specified on the signboard located at the entrance of the Sheltered Car Park.

4.5 Commercial vehicles must be able to fit into the car park lot and should not cause any obstruction or danger to other car park users.

4.6 For car parks implemented with Electronic Parking System, he must provide the 10-digit In-vehicle Unit (IU) number (found on the left hand side of the IU).
