The following rules and penalties apply to motorists. For serious infringements, HDB has the discretion to take legal action, instead of imposing a fine.
Parking Places Rules (R2, Cap.214)
Nature of Offence
Parking other than in a parking lot.
Using a parking place for unauthorised purpose.
Failure to pay parking charge at the payment station prior to leaving a parking place.
Parking in a parking place not designated for the use thereof.
Drawing/ driving/ pushing/ parking a motor vehicle in a disorderly manner without regard for the safety of other vehicles and persons.
Pushing/ removing motor vehicle without the permission of owner or driver.
Parking against traffic flow
Failure to obey signs exhibited in the parking place.
Parking beyond the boundaries of the parking lot thereby causing obstruction.
Entering a parking place other than through the access provided for that purpose.
Leaving a parking place other than through the exit provided for that purpose.
Repairing/ allowing repairs to a motor vehicle in a parking place.
Using a motor vehicle within a parking place for sale or promoting the sale of goods of any kind.
Cause/ allow vehicle to be washed in a parking place.
Failure to obey lawful directions given by Parking Wardens.
Parking in a season parking place without valid season parking.
Unauthorised parking in reserved parking lot or parking without displaying an authorised label.
Displaying any authorisation that has been altered or erased or contain any other irregularity therein indicating that it has been tampered with.
Failure to produce the authorisation on demand by the Superintendent for inspection and/ or retention.
Parking Places Rules (Coupon Parking) (R3. Cap 214)
No parking coupon/parking session.
Selecting wrong car park (of a lower parking charge) for parking session.
Selecting wrong vehicle class (of a lower parking charge) for parking session
Parking after the expiry of the parking session.*
Half-hour or less.
Exceeds half-hour to one hour.
Exceeds one hour.
Parking without displaying valid parking coupon(s) or displaying insufficient amount of parking coupons.
Parking and displaying invalid parking coupon(s).
Coupon(s) not clearly displayed from the front or offside of motor vehicle.
Displaying coupon(s) in which time of commencement of parking indicated is later than the actual time when the motor vehicle was first parked.
Displaying coupon(s) that has/have been altered, erased or contain any other irregularity therein indicating that the coupon(s) has/have been tampered with.
Parking after the expiry of the parking coupon(s) to meet the prescribed parking charges.*
Failing to produce coupon(s) on demand by the Superintendent for inspection and/ or retention.
Housing & Development (Common Property and Open Spaces) Rules (Cap. 129, R3)
Illegal parking in common property.
1 Court action for the 5th offence onwards.
2 Depending on the severity of the 1st coupon tampering offence.
3 A fine of $1,000 will be offered for the 2nd coupon tampering offence. Subsequent offences will result in a court action.
4 Court action from the 2nd offence onwards.
* The fine amount will be computed based on the time the vehicle is inspected with the start and expiry timings of the parking session/ coupon within each parking scheme
(7.00am to 10.30pm for hourly parking and 10.30pm to 7.00am for Night Parking Scheme).
