PLEASE READ THE FOLLOWING TERMS AND CONDITIONS FOR CPF HOUSING TOP-UP GRANT FOR FAMILY SCHEME FOR EXISTING FLAT BEFORE SIGNING THE APPLICATION FORM

APPLICATION FOR CPF HOUSING TOP-UP GRANT FOR FAMILY FOR EXISTING FLAT

ELIGIBILITY CONDITIONS

1        Citizens who have received the CPF Housing Grant for Singles, CPF Housing Grant for Singles (Living with Parents)(referred to as the “higher-tier Singles Grant”)(the CPF Housing Grant for Singles and the higher-tier Singles Grant collectively referred to as the “Singles Grant”) and CPF Housing Grant for Singles with Proximity Housing Grant may request to top-up the grant quantum to the prevailing family grant quantum when:-

a.he/she subsequently marry to a Singapore Citizen (SC) or Singapore Permanent Resident (SPR) on or after 1 Aug 2004; or

b. when his/her non-citizen spouse or child(ren) obtains Singapore citizenship or Permanent Resident status if their marriage is registered on or after 8 Mar 2005; or

c. he/she and the non-citizen spouse (married on or after 8 Mar 2005) have a SC/SPR child born to them.

2.     The applicant for the CPF Housing Top-Up Grant for family and all family members listed in the application must satisfy all the prevailing eligibility conditions for buying a flat direct from the HDB.  In addition, they must also meet the following conditions:

a. The applicant must be a Singapore Citizen and if they marry a SC or SPR spouse, the spouse must be a first-timer (i.e. have not enjoyed any housing subsidy before) or another Singles Grant recipient.

b. The applicant and/or spouse:-

[i] do not own any other flat, house, building or land or have an estate or interest therein; or

[ii] have not, within 30 months before the date of making this application, or between the date of application to the completion of the transaction, acquired/sold any flat (including any HUDC flat and/or Executive Condominium), house, building or land of which they were the owner, or divested themselves of any interest therein.

c. All family members listed in the flat whether as owners or occupiers must also satisfy condition 2(b). The HDB may, however, at its sole discretion and depending on the facts, circumstances and merits of each case, exempt a person from this condition upon his application for exemption.  An application for exemption is subject to payment of a non-refundable processing fee as determined by HDB.

d.The average gross household income of all persons listed in the flat whether as owners or occupiers for the latest 3 months period must not exceed $14,000 per month at the time of application.  The applicant and listed family members are to submit letters from their employers certifying their income.

e. The applicant forms a family nucleus together with his co-applicant and/or essential family members listed in the flat.

f. The applicant must not be less than 21 years old at the time of application.

QUALIFYING PERIOD FOR APPLYING FOR THE CPF HOUSING TOP-UP GRANT FOR FAMILY

3. Eligible Singles Grant recipients must submit their request for the CPF Housing Top-Up Grant for family within:-

a. 6 months from the date of registration of their marriage to a SC or SPR spouse; or

b. 6 months of the spouse/child obtaining Singapore citizenship / Permanent Resident status; or

c. 6 months from the birth of SC/SPR child, whichever is earlier.

4 The point of assessment for eligibility for the CPF Housing Top-Up Grant for family and grant quantum is when the family nucleus first meets the citizenship criterion.Any application submitted after the qualifying period will not be entertained.

QUANTUM OF THE CPF HOUSING TOP-UP GRANT FOR FAMILY AND ENHANCED PROXIMITY HOUSING GRANT

5. Eligible Singles Grant recipients may apply for top-up to the CPF Housing Grant for Family and/or apply for the Enhanced Proximity Housing Grant (if eligible). The eligibility criteria to qualify for the Enhanced Proximity Housing Grant are as follows:

a. You must meet all the eligibility conditions for a CPF Housing Top-Up Grant for family;

b.Your flat is within 4 km of the flat or private residential property that parents or child is residing in (based on address reflected in their NRIC)*.

*If the parents or child is residing in a private residential property, the private residential property must be owned by the parents or child.

6. The CPF Housing Top-Up Grant for family will be the difference between the one or two singles grants disbursed to the Singles Grant recipient(s) previously, and the prevailing Family Grant quantum based on the flat type as at the date of application. For SC/SPR household, $10,000 of the CPF top-up grant would be withheld and may be restored subsequently when they qualify for the Citizen Top-Up. An SC/SPR household is defined as one where there is only one Singapore Citizen (“SC”) owner/applicant and the other family member(s) listed in the flat/application is a Singapore Permanent Resident (“SPR”).  If one party has enjoyed the Proximity Housing Grant (PHG) previously while the other party has not, half the PHG for family can be given. 

DISTRIBUTION OF CPF HOUSING TOP-UP GRANT FOR FAMILY AND ENHANCED PROXIMITY HOUSING GRANT (IF APPLICABLE)

7. The CPF Housing Top-Up Grant for family and enhanced PHG (if applicable) will be distributed to husband and wife in such a way that each eligible applicant gets an equal share of the full Family Grant and enhanced PHG.  For cases where one party has obtained the higher-tier Singles Grant, the CPF Housing Top-Up Grant for family will be disbursed only to the spouse.  Only Singapore Citizen owners are eligible for the Top-Up Grant and enhanced PHG.  If either one of the spouses is a Singapore Permanent Resident, or is only listed as an authorised occupier, the CPF Housing Top-Up Grant for family and enhanced PHG (if applicable) will be given in full to the Singapore Citizen spouse who is the owner of the flat.  The grant will be credited into the eligible owner’s CPF account.

8. HDB shall have the sole discretion to determine the amount of the CPF Housing Top-Up Grant for family and enhanced PHG (if applicable) to be given to the applicant, in accordance with its prevailing rules, regulations and policies.

USES OF THE CPF HOUSING TOP-UP GRANT FOR FAMILY AND ENHANCED PROXIMITY HOUSING GRANT (IF APPLICABLE)

9. Subject to the HDB’s prevailing rules, regulations and policies, the uses of the Grant are as follows:-

<If existing mortgage loan is a loan from HDB>

(a) The CPF Housing Top-Up Grant for family and Enhanced Proximity Housing Grant (If applicable) shall be used for repayment of mortgage arrears first and any balance housing grant thereafter as a lump sum repayment of housing loan for an existing resale flat, either bought with the Singles Grant or bought without any housing grant.

(b) If the CPF Housing Top-Up Grant for family and Enhanced Proximity Housing Grant (if applicable) exceeds the outstanding mortgage loan, the excess will be left in the eligible owner’s CPF account, which can be used for the purchase of another HDB flat in the future. The amount cannot be used for other purposes.

            <If existing mortgage loan is a loan from the Bank>

Subject to the HDB’s prevailing rules, regulations and policies, the CPF Housing Top-Up Grant for family and Enhanced Proximity Housing Grant (if applicable) shall be used for repayments of mortgage arrears first and any balance thereafter as a lump sum repayment in respect of the HDB loan (if any).  Any excess will be left in the eligible owner’s CPF account, which can only be used for the purchase of another HDB flat in the future.  The amount cannot be used for other purposes. 

APPLICATION FOR ENHANCED CPF HOUSING GRANT FOR EXISTING FLAT

ELIGIBILITY CONDITIONS

10. An applicant who satisfies the conditions of the CPF Housing Top-Up Grant for family may apply for the Enhanced CPF Housing grant if the following conditions are satisfied:

(a) At least one of the applicants is in continuous employment of one (1) year immediately prior to the time of application for the top-up.

(b) The average gross monthly household income of all persons listed in the flat, whether as owners or occupiers, for the 1-year period must not exceed $9,000/- at the time of application for the top-up.

QUANTUM OF THE ENHANCED CPF HOUSING GRANT

11.  The HDB shall have the sole discretion to determine the amount of Enhanced CPF Housing Grant to be given in accordance with the HDB’s prevailing rules, regulations and policies.

12.  On top of the CPF Housing Top-Up Grant for family, the applicant who is eligible for the Enhanced CPF Housing Grant will receive an additional amount based on the average gross monthly household income^ of all persons# listed in the flat 1 year prior to the time of application for the top-up.  The quantum is as follows:

*The monthly household income is the average gross monthly household income in the 1-year period prior to the date of application for the CPF Housing top-up grant for family.

DISTRIBUTION OF THE ENHANCED CPF HOUSING GRANT

13. The Enhanced CPF Housing Grant will be distributed to husband and wife in such a way that each eligible applicant will get an equal share of the Enhanced CPF Housing Grant. Only Singapore Citizen owners are eligible for the grant. If either one of the spouses is a Singapore Permanent Resident, or is only listed as an authorised occupier, the Enhanced CPF Housing Grant will be given in full to the other Singapore Citizen spouse who is the owner of the flat. The grant will be credited into the eligible owner's CPF account.    

14.  HDB shall have the sole discretion to determine the amount of the Enhanced CPF Housing Grant to be given in accordance with its prevailing rules, regulations and policies.

USES OF THE ENHANCED CPF HOUSING GRANT

15. Subject to the HDB’s prevailing rules, regulations and policies, the uses of the Enhanced CPF Housing Grant are as follows:-

<If existing mortgage loan is a loan from HDB>

(a) The CPF Housing Top-Up Grant for family and Enhanced CPF Housing Grant (If applicable) shall be used for repayment of mortgage arrears first and any balance housing grant thereafter as a lump sum repayment of housing loan for an existing resale flat, either bought with the Singles Grant or bought without any housing grant.

(b) If the CPF Housing Top-Up Grant for family and Enhanced CPF Housing Grant (if applicable) exceeds the outstanding mortgage loan, the excess will be left in the eligible owner’s CPF account, which can be used for the purchase of another HDB flat in the future. The amount cannot be used for other purposes.

<If existing mortgage loan is a loan from the Bank>

(a)Subject to the HDB’s prevailing rules, regulations and policies, the CPF Housing Top-Up Grant for family and Enhanced CPF Housing Grant) shall be used for repayments of mortgage arrears first and any balance thereafter as a lump sum repayment in respect of the HDB loan (if any).  Any excess will be left in the eligible owner’s CPF account, which can only be used for the purchase of another HDB flat in the future.  The amount cannot be used for other purposes. 

LEASE ADMINISTRATION CONDITIONS APPLICABLE UPON TOP-UP OF A RESALE FLAT UNDER THE  CPF HOUSING TOP-UP GRANT FOR FAMILY SCHEME AND ENHANCED CPF HOUSING GRANT SCHEME

16. The flat given the CPF Housing Top-Up Grant for family will be treated as a flat bought direct from HDB and the Applicant and his spouse will be considered as having enjoyed a housing subsidy.  Therefore, all lease administration conditions and policies for flats bought direct from the HDB will apply.

17. The applicant who receives the CPF Housing Top-Up Grant for family and (if applicable) the Enhanced CPF Housing Grant (“Recipient”),  is required to observe and comply with, among other conditions, the following:

a. Any decision made by the HDB on the applicant’s/Recipient’s eligibility to apply for the CPF Housing Top-Up Grant for family and the Enhanced CPF Housing Grant (if applicable) shall be final and conclusive. 

b. He, his spouse and other essential family members have to physically and continuously occupy the flat for the 5-year minimum occupation period, commencing from the effective date of purchase.He may only sell the flat in

c. Subject to his eligibility, he, his spouse and other essential family members may apply to purchase another flat direct from HDB only if a period of 5 years has lapsed from the effective date of purchase of the flat to the date of submission of the application to purchase the other HDB flat.

d. He, his spouse and other essential family members may not submit another application to purchase a resale flat, rent a flat or take over the lease or tenancy, or be included as a family member of an existing flat during the 5-year minimum occupation period.

e. He, his spouse and other essential family members may not invest in private residential property during the 5-year minimum occupation period.

f. If the applicant/Recipient has at any time rented out the whole of the flat, this period of renting out will not be included in computing the 5-year minimum occupation period.The HDB shall have the sole discretion to determine the computation of the said period.

ADDITIONAL LEASE ADMINISTRATION CONDITIONS APPLICABLE TO A RESALE FLAT UPON OBTAINING THE CPF HOUSING TOP-UP GRANT FOR FAMILY WITH ENHANCED PROXIMITY HOUSING GRANT

18. The Recipient, his spouse and other essential family members cannot move out to any property during the 5-year minimum occupation period.

19. The parents/child of the applicant listed in the Application for CPF Housing Top-Up Grant for Family with Enhanced Proximity Housing Grant are required to observe and comply with the following conditions:

a. They cannot move out of the flat (if they are living with the Recipient) or to any property beyond 4 km of the Recipient’s flat (if they are living near the Recipient) during the 5-year minimum occupation period, commencing from the effective date of purchase of the flat. In the event the parents/child move out of the Recipient’s flat to another property or to a property that is beyond 4 km of the Recipient’s flat within the 5-year minimum occupation period, the Recipient will need to repay the Enhanced Proximity Housing Grant with interest to the HDB.

b. They cannot submit another application to purchase a flat direct from the HDB, or a resale flat, or rent a flat, or take over the lease or tenancy, or be included as family members of another flat (if they are living with the Recipient) or to a flat beyond 4 km of the Recipient’s flat (if they are living near the Recipient) during the 5-year minimum occupation period of the flat.

c. If the applicant has at any time rented out the whole of the flat, this period of renting out will not be included in computing the 5-year minimum occupation period. The HDB shall have the sole discretion to determine the computation of this period.

CITIZEN TOP-UP FOR SC/SPR HOUSEHOLD

20. For SC/SPR household to enjoy the full quantum of the CPF Housing Grant for Family, the SC/SPR household may apply for the Citizen Top-Up of $10,000 (difference between the prevailing quantum for SC/SC household and SC/SPR household) when the applicant has met one of the following conditions:

a. the SPR spouse who has converted to a SC; or

b. the birth of a SC child; or

c. the SPR parent/child listed in the application has converted to SC.

21. The applicant may apply for the Citizen Top-Up to HDB Branch within 6 months from the conversion of SPR to SC or birth of an SC child, whichever is earlier.

22. The Citizen Top-Up will be credited into the CPF account of the SPR spouse who has converted to a SC. In the case of the SPR who has converted to SC is listed as occupier, the Grant will be credited into the SC applicant’s CPF account.  The Citizen Top-Up will only be credited into the CPF account of the applicant and spouse.

23. Upon the sale of the flat, the SC/SPR household will not be eligible to apply for the Citizen Top-Up.

24. HDB shall have the sole discretion to determine the amount of Citizen Top-Up to be given to the applicant in accordance with the prevailing rules, regulations and policies.

LEASE ADMINISTRATION CONDITIONS APPLICABLE UPON CITIZEN TOP-UP

25. The flat given the Citizen Top-Up will be treated as a flat bought direct from HDB and the Applicant and his spouse will be considered as having enjoyed a housing subsidy.  Therefore, all lease administration conditions and policies for flats bought direct from the HDB will apply.

26. The Applicant who receives the Citizen Top-Up (“Recipient”) is required to observe and comply with, among other conditions, the following:

(a) Any decision made by the HDB on the Applicant’s/Recipient’s eligibility to apply for the Citizen Top-Up shall be final and conclusive.

(b) He, his spouse and other essential family members have to physically and continuously occupy the flat for the 5-year minimum occupation period, commencing from the effective date of purchase.  This also applies to the parent/child of the Recipient who has helped him to qualify for the Citizen Top-Up. He may only sell the flat in the open market after the 5-year minimum occupation period, subject to the approval of HDB.

(c) Subject to his eligibility, he, his spouse and other essential family members may apply to purchase another flat direct from HDB only if a period of 5 years has lapsed from the effective date of purchase of the flat to the date of submission of the application to purchase the other HDB flat.

(d) He, his spouse and other essential family members may not submit another application to purchase a resale flat, rent a flat or take over the lease or tenancy, or be included as a family member of an existing flat during the 5-year minimum occupation period.

(e) He, his spouse and other essential family members may not invest in private residential property during the 5-year minimum occupation period.

(f) If the Applicant/Recipient has at any time rent out the whole of the flat, this period of renting out will not be included in computing the 5-year minimum occupation period.  The HDB shall have the sole discretion to determine the computation of the said periods.

RESALE LEVY

27. The owners of the flat given the CPF Housing Top-Up Grant for family will have to pay a resale levy if they subsequently acquire another subsidised flat directly from HDB or an Executive Condominium from the developer/within the minimum occupation period. The amount of the resale levy is based on the prevailing rules, regulations and policies as determined by HDB from time to time. 

28. If there is another CPF Housing Grant for Singles recipient (it being a joint singles application), the other recipient is still liable to pay for his own half share of the resale levy if he subsequently acquires another subsidised flat directly from HDB or an Executive Condominium from the developer/within the minimum occupation period. The amount of the resale levy is based on the prevailing rules, regulations and policies as determined by HDB from time to time. 

ANNULMENT OF MARRIAGE

29.  If the marriage of the Recipient and his spouse (who is either a co-applicant or essential family member) is annulled, the CPF Housing Top-Up Grant for family, the Enhanced CPF Housing Grant, Enhanced Proximity Housing Grant and Citizen Top-Up (if applicable) must be repaid to the HDB with interest. The interest rate on the CPF Housing Top-Up Grant for family, the Enhanced CPF Housing Grant, Enhanced Proximity Housing Grant and Citizen Top-Up (if applicable) will be determined by HDB. 

30.  The interest payable is computed based on what the recovered CPF Housing Top-Up Grant for family, the Enhanced CPF Housing Grant, Enhanced Proximity Housing Grant and Citizen Top-Up (if applicable) would have earned in the CPF ordinary account from the date the CPF Housing Top-Up Grant for family, the Enhanced CPF Housing Grant, Enhanced Proximity Housing Grant and Citizen Top-Up (if applicable) was disbursed to the end of the month in which payment is made.

31.  Any outstanding amount will be treated as a debt owed by the recipient and his spouse (even if the spouse is not a co-applicant) to the Government. The recipient and his spouse will be debarred from buying another HDB flat until they settle the amount outstanding with interest.

32. The parents/parents-in-law/child of the Recipient who have helped them to qualify for the Enhanced Proximity Housing Grant will not be debarred from buying, renting or being listed as family members in another flat outside the same town/estate.

GENERAL CONDITIONS

33. In the event that the applicant /Recipient and/or the parents/child

a. breach any of the terms and conditions for the CPF Housing Top-Up Grant for family, the Enhanced CPF Housing Grant, Enhanced Proximity Housing Grant and Citizen Top-Up (if applicable);

b. make any false declaration for the purpose of obtaining the CPF Housing Top-Up Grant for family, the Enhanced CPF Housing Grant, Enhanced Proximity Housing Grant and Citizen Top-Up (if applicable);

c. give any false information or suppress information in the Application Form for the CPF Housing Top-Up Grant for family, the Enhanced CPF Housing Grant, Enhanced Proximity Housing Grant and Citizen Top-Up (if applicable) or in any other written forms/ undertakings;

d. become ineligible to purchase or retain the flat;

e. become or render themselves not eligible for the CPF Housing Top-Up Grant for family, the Enhanced CPF Housing Grant, Enhanced Proximity Housing Grant and Citizen Top-Up (if applicable); or

f. are not eligible for the CPF Housing Top-Up Grant for family, the Enhanced CPF Housing Grant, Enhanced Proximity Housing Grant and Citizen Top-Up (if applicable)

34.  HDB shall have the right, without prejudice to any other rights, to cancel the application and/or compulsorily acquire the flat and/or recover the full CPF Housing Top-Up Grant for family or part thereof, the Enhanced CPF Housing Grant, Enhanced Proximity Housing Grant and Citizen Top-Up (if applicable) with interest at such rate as the HDB may determine from time to time.

35.  HDB has the right to recover the CPF Housing Top-Up Grant for family or part thereof, the Enhanced CPF Housing Grant, Enhanced Proximity Housing Grant and Citizen Top-Up Grant (if applicable) with interest if the said flat or any interest therein is sold, transferred, assigned or otherwise disposed of by the applicant or by any mortgagee or any other person on or before the expiration of the 5-year minimum occupation period.

36.  The interest payable is computed based on what the recovered CPF Housing Top-Up Grant for family, the Enhanced CPF Housing Grant, Enhanced Proximity Housing Grant and Citizen Top-Up (if applicable) would have earned in the CPF ordinary account from the date the CPF Housing Top-Up Grant for family, the Enhanced CPF Housing Grant and Citizen Top-Up (if applicable) was disbursed to the end of the month in which payment is made.

37.  HDB has the right and the sole discretion to determine whether to recover the grant in full or in part, the amount of grant to be recovered and the interest to be charged in accordance with the prevailing rules, regulations and policies.

38.  If any part of the CPF Housing Top-Up Grant for family, the Enhanced CPF Housing Grant, Enhanced Proximity Housing Grant and Citizen Top-Up (if applicable) with interest remains unpaid, this shall constitute a debt owed by him to the HDB/Government. The recipient will not be allowed to purchase any HDB flat or take over the lease of an existing flat until he settles his liabilities with interest.

39.  If the applicant/Recipient and/or the parents/child fail, refuse or are unable to comply with the above conditions, the HDB shall have the right to compulsorily acquire the flat and the applicant/Recipient and co-applicant shall pay the charges and administrative fee required (if any) to the HDB.  The applicant/Recipient and co-applicant will be given a compensation to be solely determined by the HDB, such compensation shall be subject to the deduction of all monies owed, including but not limited to, monies owed to the HDB and the CPF Board and the recovery of the CPF Housing Top-Up Grant for family, the Enhanced CPF Housing Grant, Enhanced Proximity Housing Grant and Citizen Top-Up (if applicable) with interest.

40.  Notwithstanding anything stated in these Terms and Conditions, HDB reserve the right to determine the amount of CPF Housing Top-Up Grant for Family, Enhanced Proximity Housing Grant and Enhanced CPF Housing Grant to be disbursed in accordance with its prevailing rules, regulations and policies. The HDB reserves the right to add, delete and/or vary any of the terms and conditions for the CPF Housing Top-Up Grant for family, the Enhanced CPF Housing Grant, Enhanced Proximity Housing Grant and Citizen Top-Up (if applicable) at any time it deems fit.

41.  Words importing the singular number or the masculine gender herein shall include the plural number or the feminine gender where applicable.

42.  HDB reserves the right to rely on any information and/or records of any other relevant authorities to obtain or verify or use any information relating to or in connection with the application and subsequent lease administration including enforcement of these Terms and Conditions. In this regard, the source of information will not be revealed to the applicants. HDB also reserves the right to write to and request information from all the applicants.

43.  HDB collects personal data from you to administer HDB's public housing programmes and services. HDB may share the necessary data with other Government agencies, unless such sharing is prohibited by legislation. This is to enable us to serve you in the most convenient, efficient and effective way. We will NOT share your personal data with non-Government entities, except where such entities have been authorised to carry out specific Government services. NOTE

The Terms and Conditions of CPF Housing Top-Up Grant for family, the Enhanced CPF Housing Grant, Enhanced Proximity Housing Grant and Citizen Top-Up set out herein are current at the time of printing, and may be subject to change from time to time.  Such varied or additional conditions shall take immediate effect and be binding on the flat owner/ his Attorney/ Administrator/ Executor/ Public Trustee/ Committee/ Deputy appoint by the Court.
