Overview This form is for eligible singles grant recipient who wishes to apply for the Top-Up Grant including the Enhanced CPF Housing Grant for the current HDB flat.
Operating Hours The service is available 24 hours except during scheduled down time.
Eligibility
A lessee who has purchased his flat with CPF Housing Grant for Singles is eligible for the Top-Up Grant if:
 
(a) he subsequently marries a Singapore Citizen (SC) or Singapore Permanent Resident (SPR) who is a first-timer, or another SC who is also a Singles Grant recipient on or after 1 Aug 04; or
 
(b) when his non-citizen spouse or child obtains citizenship or SPR Status and the marriage between the singles grant recipient and his non-citizen spouse is on or after 8 Mar 2005; or
 
(c) when an SC/SPR child is born to the couple (married on or after 8 Mar 2005).
Requirements Enable applicant to attach their documents in the on-line form.

Q1: Who is eligible for CPF Housing Top-Up Grant?
A1: A flat owner who has purchased his flat with CPF Housing Grant for Singles is eligible for the Top-Up Grant if:
 
(a) he subsequently marries a Singapore Citizen (SC) or Singapore Permanent Resident (SPR) who is a first-timer, or another SC who is also a Singles Grant recipient on or after 1 Aug 04; or
 
(b) his non-citizen spouse or child obtains citizenship or SPR Status and the marriage between the singles grant recipient and his non-citizen spouse is on or after 8 Mar 2005; or
 
(c) an SC/SPR child is born to him and his wife (whom he married on or after 8 Mar 2005).
 
The new household must meets all the prevailing eligibility conditions under the CPF Housing Grant Scheme for Family at the point of application for the Top-Up Grant
 
Q2: How do I qualify for the Enhanced CPF Housing Grant (EHG)?
A2: Applicant who satisfies the conditions of the CPF Housing Top-Up Grant may apply for the Enhanced CPF Housing Grant if he also satisfies the following conditions :
 
(a) at least one of the applicants is in continuous employment of 1 year prior to the time of application for the top-up; and
 
(b) the average gross monthly household income of all persons listed in the flat, whether as owners or occupiers, must not exceed $9,000/- for the 1 year period.
Q3: When can I apply for the Top-Up Grant including Enhanced CPF Housing Grant (if applicable)?
A3: The married couple must submit their application for the Top-Up Grant within 6 months from:
 
(a) the date of registration of their marriage; or
 
(b) the non-citizen spouse/child obtaining citizenship / SPR Status; or
 
(c) the birth of their SC/SPR child.
Q4: What is the quantum of top-up grant I am eligible for?
A4: The Top-Up Grant is the difference between the prevailing Family Grant as at the date of application, and the Singles Grant(s) that was/were earlier given to the couple.
 
Q5: What is the quantum of Enhanced CPF Housing Grant if I am eligible?
A5: On top of the CPF Housing Top-Up Grant, the Applicant who is eligible for the Enhanced CPF Housing Grant will receive an additional amount based on the average gross monthly household income of all persons listed in the flat for the 1 year period prior to the time of application for the top-up. The quantum is as follows:

Q6: What can I use the CPF Housing Top-Up Grant including Enhanced CPF Housing Grant (if applicable) for?
A6:
If the existing mortgage loan is obtained from HDB
 
(a) The CPF Housing Top-Up Grant and Enhanced CPF Housing Grant (if applicable) shall be used for repayment of mortgage arrears first and any balance housing grant thereafter as a lump sum repayment of housing loan for an existing resale flat, either bought with the Singles Grant or bought without any housing grant
 
(b) If the CPF Housing Top-Up Grant and Enhanced CPF Housing Grant (if applicable) exceed the outstanding mortgage loan, the excess will be left in the eligible owner’s CPF account, which can be used for the purchase of another HDB flat in the future. The amount cannot be used for other purposes.
 
If the mortgage loan is obtained from the banks / financial institutions
 
(a) Subject to the HDB’s prevailing rules, regulations and policies, the CPF Housing Top-Up Grant and Enhanced CPF Housing Grant shall be used for repayments of mortgage arrears first and any balance thereafter as a lump sum repayment in respect of the HDB loan (if any).  Any excess will be left in the eligible owner’s CPF account, which can only be used for the purchase of another HDB flat in the future.  The amount cannot be used for other purposes. 
Q7: If the quantum of the Top-Up Grant is more than my outstanding mortgage loan, what is the treatment of the balance of the grant?
A7: The Top-up Grant is deposited into the married couple’s CPF accounts according to the approved proportions in each account. If the Top-Up Grant is more than the outstanding mortgage loan, the recipients can decide among themselves the amount to be deducted from their respective assigned quantum of the Top-up Grant. The balance amount in their respective CPF account can be used for the purchase of another HDB flat in future.
Q8: If the mortgage loan of my existing flat has been discharged, can I still request for the Top-Up Grant? If so, what can I use the top-up amount for?
A8: Yes. You may request for the Top-Up Grant subject to the prevailing conditions for top-up at the point of application. The Top-Up Grant will be deposited into your CPF account, which can be used for the purchase of another HDB flat in the future. If the grant amount remains unused when you reach 55 years old, the amount will form part of the CPF monies available for withdrawal.

A9: If the singles grant recipient wishes to apply for the Top-Up Grant including the Enhanced CPF Housing Grant for the current flat, he can submit his application online.
