         Blocks 1 to 4 Rochor Road were announced for acquisition to build the North-South Expressway in 2011 (see LTA’s press release). Residents at these 38-year-old blocks were offered relocation benefits similar to those offered under the Selective En bloc Redevelopment Scheme (SERS). Existing residents were assured of a brand new replacement flat in Kallang Trivista, which offers a fresh 99-year lease, modern design and facilities, at a prime location a short walk away from the MRT station.


    2     Kallang Trivista has completed in May 2016. Residents have been moving in progressively, since key collection for the first completed block commenced in March 2016. The project has 808 units spread across three residential blocks standing at 26 to 30 storeys. There are 99 Studio Apartments/2-room Flexi1, 168 3-room, 431 4-room and 110 5-room flats.


    3     After meeting the rehousing needs of residents moving from Rochor, surplus flats have been offered for sale to the public under the Sale of Balance Flats (SBF) exercises. As at early Jan 2017, 721 households have collected their keys, of which more than 500 households are from Rochor Centre.




    1     The Studio Apartment scheme has been replaced by the 2-room Flexi Scheme. Surplus Studio Apartments were offered under the 2-room Flexi Scheme (short lease) from Nov 2015 Sale of Balance Flats Exercise onwards.


    Riverfront Urban Living at Kallang Trivista


    4     The development is bounded by Kallang River, offering a pleasant living environment near the city fringe along the riverfront. The design of Kallang Trivista associates closely with the water, with riverfront decks, lush planting, and facilities planned near the river. This provides residents a unique riverfront living experience, while enlivening communal spaces near the river. Residents will find the following features in their new housing project, designed for their enjoyment:


    A home with a view


    The residential blocks are orientated to allow residents maximum enjoyment of the views of their surroundings. About 45% of the 808 units enjoy views of the riverfront. Residents enjoy splendid views towards the Kallang River and Marina Reservoir, lush greenery within the precinct, or towards the city landscape where the Singapore Sports Hub and Singapore Flyer can be seen.


    4- and 5-room units are designed with balconies as a semi-outdoor space. To allow more natural light into the flat interior, full-length windows are provided in the living rooms of 3- to 5-room units, and three-quarter height windows in other bedrooms and within Studio Apartments/2-room Flexi units. Full height corner windows are also found in selected units.


    Extensive Landscaping on the Ground and Roof Garden


    A distinctive design feature is the roof gardens spanning 0.33 hectare (about 12 tennis courts) found atop the multi-storey car park. Facilities on the roof gardens include the Activity Plaza, Community garden, pavilions, fitness stations and playground. Lush greenery and winding trails within the landscaped roof garden inspires interesting nodes of activities, and open up spaces for residents to mingle and bond.


    At this Green Mark GoldPlus project, there is also a rain garden on the ground level which acts as a natural landscape garden filter to cleanse water runoff.


    Convenience and Connectivity


    Located near the city, Kallang Trivista offers residents convenience and connectivity, with close access to major expressways and a 5-minute walk to the Kallang MRT station via a sheltered walkway.


    Within the precinct, the social communal and commercial facilities include a minimart, childcare centre, Senior’s Activity Centre, precinct pavilion, and an extensive roof garden atop the multi-storey car park. The multi-storey car park links the three residential blocks through a network of extended covered walkways at ground level.


    The precinct is designed for vehicular-free access, and well-connected with shelters and rest areas. Beyond the precinct, residents can engage in a myriad of activities outside their homes – at the Geylang West Community Centre, water activities along the adjacent Kallang River, and stroll along the Park Connector. Residents would also find facilities nearby such as Upper Boon Keng Market and Food Centre, and supermarkets.


    Preserving Community Ties through Joint Selection Scheme


    5     In the relocation of residents under the Selective En bloc Redevelopment Scheme (SERS), HDB recognises the importance of preserving existing community ties. Hence, HDB introduced the Joint Selection in 1996, to allow residents to select replacement flats together with their neighbours or relatives, and live near one another. With the residents moving to the same site and the chance to select replacement flats jointly, the community ties built up over the years will be preserved.


    6     Under the Joint Selection Scheme, flat owners can opt to select replacement flats near each other. Up to 6 households may apply for joint selection and they need not be related. Applications for joint selection would be banded together and given the same appointment to jointly select the replacement flats. They can then select adjacent units or units in the same block (depending on the availability of units when the selection is due).


    7     The Joint Selection Scheme was similarly extended to Rochor Centre residents. One in five Rochor Centre households have selected a new flat in Kallang Trivista under the scheme i.e. out of 504 Rochor households in Kallang Trivista, 95 of them had applied for a flat under the Joint Selection Scheme. To date, about 4,200 households (including those from Rochor Centre) have applied for a replacement flat under this scheme, to continue living near their old neighbours or relatives.
