HDB Receives Global Recognition for Creating Successful High-rise Living Model
For its unique role in housing a nation and improving quality of life, through the use of innovative architecture and design to achieve highly liveable, sustainable and comfortable homes for Singapore’s resident population, HDB has been conferred the Special Recognition Award by an international panel of judges, comprising industry experts such as top architects, engineers, property management experts, economists and academics in Frankfurt, Germany on 2 November 2016.
2 The Special Recognition Award is an exclusive award, stemming from the prestigious International Highrise Award, which is conferred by the culturally rich and diverse City of Frankfurt, the Deutsches Architekturmuseum (German Architecture Museum), and the DekaBank. HDB’s win marks the first time an organisation has been acknowledged for its contributions in providing well-designed, good quality homes in high-rise environments. Previous Special Recognition Awards were conferred upon prominent skyscrapers such as the Deutsche Bank Towers in Frankfurt, and the iconic Burj Khalifa in Dubai.
3 The international jury recognised that HDB’s public housing model could serve as a model for other governmental housing programmes. It lauded HDB for its game-changing role in enabling the majority of Singapore’s population, access to quality high-rise living through innovative planning and design. Juror Ms Brigitte Shim, architect and founding partner of Shim-Sutcliffe Architects and Professor of Architecture, Landscape and Design at the University of Toronto said, “A public agency for social housing in high-rises – needs to be recognised. It is a game changer for affordable housing all over the world”.
4 On being conferred the Special Recognition Award, HDB’s Deputy Chief Executive Officer (Building) Mr Fong Chun Wah said, “We are honoured to be the first organization in the world to receive this exclusive award. In land-scarce Singapore, optimising land use to accommodate different needs is a challenge but a necessity. Despite our space constraints, Singapore is among the world’s most liveable cities largely due to the safe and stable living environment that our residents enjoy. Over the decades, HDB has continuously explored new building typologies to yield high-rise yet highly liveable developments. Our high-rise housing developments all over the island, including SkyVille @ Dawson and SkyTerrace @ Dawson which have been nominated for the International Highrise Award, demonstrate that a good quality of life can be achieved in urban and populated countries like Singapore.”

5 From 30 distinctive skyscrapers shortlisted worldwide, Singapore’s public housing development, SkyVille @ Dawson, ranked among the top five finalists for the International Highrise Award, standing alongside the best high-rise buildings in the world, such as VIA 57 West and the Four World Trade Centre in New York, the Shanghai Tower and the Allianz Tower in Italy. Awarded biannually since 2004, the award distinguishes a building structure that exemplifies sustainability, good design, architectural quality, and interplay with the community such that it draws people to coming together and interacting with one another.
6 SkyVille @ Dawson, marks a new generation of public housing that is aimed at building a greener living environment, a cohesive and vibrant community, and family-friendly living through good design and fresh architectural ideas.

7 A variety of community spaces designed in a park-like setting are provided at different levels, to promote interaction among residents even as they enjoy the greenery and nature. Drawing from the concept of “Sky Villages”, a total of 12 Sky Villages, each comprising a cluster of 80 homes that share a naturally-ventilated Sky Garden at the 3rd, 14th, 25th and 36th storeys, enables residents to meet and interact with their neighbours as they pass through the “Sky Village” community space, to and from their homes. In addition, a roof garden on the 47th storey, is equipped with a 400m jogging track and seating areas, providing opportunities for residents to exercise and mingle, while enjoying the scenic views of the Queenstown estate.
8 Heritage elements have also been consciously incorporated into the design of the project, with the creation of a heritage wall that traces Dawson’s rich history and its iconic landmarks over the years. The design of the project also offers families the option of three flexible layouts for each flat type, to cater to different family sizes and lifestyles. These layouts feature minimal structural beams in living spaces with columns along the perimeter of the unit, offering future flexibility should they wish to reconfigure their rooms.
