The Singapore Food Agency (SFA) has closed the tender for seven sites at the rooftops of Housing & Development Board (HDB) multi-storey carparks (MSCP) for urban farming on 23 March 2021.

This second batch of HDB MSCP rooftop sites was launched for public tender on 23 February 2021 through GeBiz. The sites were offered for rental for a period of three years, with the option to renew for two further periods of three years each. The sites will be used to farm vegetables and other food crops, as well as for other related purposes, such as the packing/storage of produce.

SFA received a total of 8 proposals for single sites and 11 proposals for cluster sites. Details of tenderers can be found in Annex 1. Proposals will be assessed on their bid price, production output, design and site layout, as well as business/marketing plan.

SFA has been undertaking various strategies to achieve Singapore’s ’30 by 30’ goal, which is to produce 30% of our nutritional needs locally by 2030. This includes availing more spaces for commercial farming, including alternative spaces like HDB MSCP rooftops. The move is also in line with HDB’s Green Towns Programme to intensify greening in HDB estates.

This release is not an announcement of tender award. A decision on the award of the tender will be made after the tender proposals have been evaluated. This will be announced at a later date.
