Release of 4th Quarter 2019 Public Housing Data
This press release provides the data for the HDB resale and rental market in 4th Quarter 2019.
2 The Resale Price Index (RPI) rose by 0.5%, from 130.9 in 3rd Quarter 2019 to 131.5 in 4th Quarter 2019 (see Annex A). The RPI for the whole year of 2019 registered an increase of 0.1%.
3 Resale transactions rose by 1.2%, from 6,264 cases in 3rd Quarter 2019 to 6,339 cases in 4th Quarter 2019 (see Annex B). Compared to 4th Quarter 2018, resale transactions in 4th Quarter 2019 were 12.5% higher. For the whole year of 2019, resale transactions increased by 2.7%, from 23,099 cases to 23,714 cases.

6 The number of approved applications to rent out HDB flats rose by 0.6%, from 12,006 cases in 3rd Quarter 2019 to 12,079 cases in 4th Quarter 2019 (see Annex E). Compared to 4th Quarter 2018, the number of approved applications in 4th Quarter 2019 was 5.2% higher. As at the end of 4th Quarter 2019, there were 57,224 HDB flats rented out, an increase of 1.3% over the previous quarter (56,474 units).
7 In 2020, HDB will launch about 16,000 to 17,000 Build-To-Order (BTO) flats for sale. For the first BTO exercise in February 2020, HDB will offer about 3,000 BTO flats in Sembawang and Toa Payoh. In May 2020, HDB will offer about 3,700 BTO flats in Choa Chu Kang, Pasir Ris, Tampines and Tengah, of which the flats in Choa Chu Kang will have shorter waiting time. 8 There will be no Re-offer of Balance Flats (ROF) exercise in February 2020 as HDB is reviewing its sale processes for balance flats to better serve the needs of home buyers. HDB will provide an update when ready.
