    天花板漏水问题已解决

    谨答复《联合早报·交流站》 于2021年6月2日刊登的冯梅读者投 函《组屋翻新的烦心事》:

    建屋发展局是于2020年6月收到 冯女士家人的反馈,指她组屋的厕 所天花板漏水,这是发生在家居改 进计划的组屋翻新工程完成三年多 之后。

    收到反馈后,建屋局和我们的 承包商检查了冯女士和她楼上邻居 的组屋单位。承包商估计,可能是楼上单位的厕所地漏(floor trap)有 缝隙而造成漏水。

    承包商于2020年8月修补了缝 隙,解决了漏水问题。我们建议冯 女士家人留意情况,如果再次漏 水,就通知建屋局。

    2021年1月,屋主通知建屋局, 漏水问题再次发生。然而,由于冠 病疫情造成人手短缺,承包商无法 立即处理。我们之后检查,发现楼 上邻居在翻新工程完成后,装修了他们的厨房,在敲碎厨房地砖时可 能导致漏水。

    承 包 商 已 在 冯 女 士 组 屋 的 受 影 响 地 方 注 入 了 聚 氨 酯 (polyurethane),并重新粉刷了天 花板。6月9日的浸水测试证实,天 花板已不再漏水,问题已经解决。

    We refer to the letter, “组屋翻新的烦心事” (2 Jun) by Mdm Feng Mei.


    HDB first received feedback from Mdm Feng’s family about a ceiling leak in the common toilet of her flat in Jun 2020, more than three years after upgrading works under the Home Improvement Programme were completed in the flat. Upon receiving the feedback, HDB and our contractor had conducted an inspection in Mdm Feng’s flat as well as that of her upper floor neighbour. Our contractor assessed that the leak might have occurred due to a gap at the floor trap in the common toilet of the upper floor unit. In Aug 2020, repairs were carried out to patch up the gap, and the leak was resolved. Mdm Feng’s family was advised to monitor the situation and inform HDB if the leak recurred.

    In Jan 2021, the flat owner informed HDB that the leak had recurred. However, the contractor was unable to attend to the feedback immediately as they were facing manpower shortages resulting from the Covid-19 situation. When the inspection was subsequently carried out, it was found that the upper floor neighbour had renovated their kitchen after the completion of upgrading works, and the hacking of the kitchen floor tiles might have caused a leak. The contractor has since injected polyurethane (PU) into the affected area in Mdm Feng’s flat and also repainted the ceiling. A subsequent flood test on 9 Jun confirmed that there was no further leak, and the issue has since been resolved.

    Frustrations over flat upgrading

    组屋翻新的烦心事

    自政府推行组屋翻新计划(现称家居 改进计划)以来,很多组屋得到翻 修,让一些老旧的室内设施焕然一新。 很多家庭受惠,让人拍手叫好。  

    我们这一带的组屋完成翻新已有两 年之久,翻新的喜悦消退后,一些问题 随之而来。   

    马桶盖使用不到一年就已变黄脱 皮,不得不买个新的替换。厕所门使用 不久,拉锁就坏了。这些都是小事,自 己能解决就解决,解决不了也不算是大 事。但是,厕所天花板漏水就是大事 了,个人没办法解决。

    给有关部门打了多次电话,他们联络 了承包商一同来检查。去年发现漏水时, 正值新加坡开始实施病毒阻断措施,工 人没办法来施工,所以须等到阻断措施 结束。期间又给有关部门打过电话,希望 承包商能尽快把问题解决。从去年到现 在已经过去一年多,问题还是没解决。   

    电话打了很多次,有关人员来了至 少五次,时间过去了一年,问题还是存 在。难道这是行业和有关部门的工作常 态?对所出现的问题无能为力?还是漠 视问题的存在?抑或是对承包商监管力 度不够?   

    天花板漏水完全属于工程质量问 题,本不应在翻新工程后出现,既然出 现了,就应该想办法尽快解决,而不是 一直拖延,让人觉得非常不负责任。   

    天花板漏水,灰水脱落,管道因漏 水而黄迹斑斑,看起来像是多年没做过 翻新,惨不忍睹。想想当初翻新的时 候,历时半个月之久的施工,克服了种 种困难,如整栋楼起伏不断的噪音、满 屋子厚厚的灰尘、不得不躲在楼梯间或 楼下看风景等等,终于完成了翻新。没 想到不到一年时间,就变成这样的情 况,实在令人泄气灰心,有一种哑巴吃 黄连有苦说不出的感觉。   

    有关人员说承包商正在安排人员, 但问题多,一时忙不过来,还须要继续 等待,希望我们能谅解。这是否意味着 其他住户在组屋翻新后也面对各种问 题?这不由得让人反思,一个简单的厕 所翻新工程居然出现这么多问题,而且 迟迟得不到解决,到底什么环节出了问 题?   

    总之,不论什么原因,都希望当局 能正视问题。既然不是个案,就要制定 一套解决方案。组屋翻新工程还在进 行,如果诸如此类的事情一再发生,一 再不能解决,必有后患。相关部门应加 以重视,并采取确实有效措施,督促承 包商尽快解决问题。   

    翻新组屋是好事,但不要让好事最 后变成烦心事。

     

    A ZB forum letter writer shared her frustrations about the Home Improvement Programme (HIP) works for her flat. She said that her flat had undergone HIP works two year ago, and problems soon surfaced after upgrading works were completed. The toilet bowl cover turned yellow and started peeling, and the toilet door lock also malfunctioned. While these were minor problems which the writer had rectified on her own, she was unable to resolve the ceiling leak in the toilet. As the leak was first discovered during the circuit breaker period last year, workers were unable to carry out any works then. However, more than a year has since passed, and the problem remains unresolved despite multiple calls and visits by relevant personnel. She wondered if the delay was due to the poor attitude of the authorities, or their lack of supervision of the contractor.

    The writer viewed that regardless of the reason for the delay, ceiling leak is a quality issue that should be promptly rectified. She called on the authorities to pay more attention to such problems and ensure that the contractor resolves the issues quickly.
