This year’s Home Team National Service Awards ceremony on 26 September 2012 was a landmark event for HDB. We made it to the Home Team Minister’s Honours Roll for the first time, achieving the highest accolade of the Home Team National Service Awards. HDB also brought home the Minister for Home Affairs Award for the fifth year running.
Introduced in 2008, the Minister’s Honours Roll category pays tribute to employers who go the extra mile to put in place an extensive range of schemes to enhance operational readiness, promote physical fitness and recognise the good performance of their NSmen employees. Joining HDB on the honours roll this year are IRAS and ST Electronics (Satcom & Sensor Systems).
In April 2012, My Waterway@ Punggol distinguished itself as the Grand Prize winner of the Excellence in Environmental Engineering Award for Environmental Sustainability. Presented y the American Academy of Environmental Engineers, it allowed My Waterway@Punggol to advance into a global competition where it continued to make a splash competing with winners from all over North America, Europe, East and West Asia and the Asia-Pacific.
At the 2012 International Water Association (IWA) Global Project Innovation Awards Ceremony on 19 September in Busan, South Korea, HDB clinched the Global Winner Award (Planning Category) and the Superior Achievement Award for being the Global Grand Winner across all categories with the highest overall score at the awards ceremony.
Established by IWA in 2006, the Project Innovation Awards recognise excellence and innovation in water engineering projects worldwide. It emphasises that solutions to global water challenges can be achieved through innovative and practical approaches. HDB’s award is in keeping with the IWA founding mission of ‘connecting water professionals worldwide to lead the development of effective and sustainable approaches to water management’.
HDB’s Branch Service Line (BRSL) has been honoured with the Gold Medal in the Best Mid-sized Contact Centre (in-house) category at the Contact Centre World Awards on 13 July 2012. Contact Centre World is a global association that recognises best practices for contact centres around the world.
The award is testimony to HDB’s BRSL team, which has been exceeding the Public Service’s PS21 standards for call centre performance and has also been clocking in consistently good performances over the recent years.
HDB was the only statutory board to receive top honours in the Singapore Sustainability Award (Green Technology Award category) on 3 July 2012. Presented by the Singapore Business Federation, the awards recognise local enterprises with outstanding, sustainable business practices and are enablers of green technology solutions.
HDB’s environmental policies and efforts in driving sustainability clearly demonstrate our long-term commitment to caring for the environment. With key initiatives, such as Punggol as the first Eco-town, HDB’s solar capability-building programme and our movement to enhance the greenery in estates, the award gives affirmation for HDB’s sustainable green development efforts which have benefitted both our residents and business partners.
HDB received the Building and Construction Authority (BCA)’s Built Environment Leadership Platinum Award at the BCA Awards Ceremony on 24 May 2012. This was in recognition for leading the industry by example, and the award is the highest accolade in the Built Environment Leadership category. It recognises excellence and leadership in shaping a safe, high quality, sustainable and friendly built environment in Singapore. A benchmark for the construction industry to level up to, the award encourages firms to work towards higher professionalism, capabilities and competitiveness.
This year, HDB also received 22 Green Mark Awards and other awards for construction productivity, construction excellence, universal design and design and engineering safety excellence.
HDB’s sustained relationship with the Singapore Institute of Architects (SIA) was recognised with the conferment of the Friend of Architecture Award 2012. The award was presented at SIA’s 51st Annual Dinner and Awards ceremony on 18 May 2012. The award was also presented to 7 other establishments such as the Urban Redevelopment Authority, Design Singapore, National Library Board, and the National Parks Board.
On 15 May 2012, HDB received the international FIABCI Prix d’Excellence 2012 Award (Runner-up) for the Clementi Town Mixed Development. The development demonstrates HDB’s role as master planner and developer of public housing towns in its revitalising and redeveloping of Clementi Town Centre, creating a new commercial, recreational and service hub. It was also awarded for breathing vibrancy into a matured town.
The Singapore International School in Hong Kong which showcases HDB’s Prefabricated Extensive Green (PEG) roof tray system, was conferred the Merit Award in the Skyrise Greenery Awards on 8 May 2012. Organised by the Development Bureau with several industrial co-organisers in Hong Kong, the award recognises HDB’s innovative PEG tray system internationally. The PEG tray system is a sustainable green roof solution that enhances the outer appearance of the Singapore International School and its environment. The PEG roof tray system has also been installed in other Hong Kong developments such as the Yuen Long Government Office and various public housing projects.
At the May Day Model Partnership Awards Ceremony held on 19 May 2012, HDB’s Higher Admin Executive Chandra Mohan Arumugam of Bukit Batok Branch and Assistant Admin Executive Hoo Jia Ling of the Properties and Land Group were honoured with the NTUC May Day Model Partnership Awards (Individual Category).
Having experience in field work and office administration, Chandra showed adaptability when he switched from being a field staff to an office administrative staff. He exemplified model behaviour by sharing his experience at staff roadshows within HDB.
Jia Ling was assisted by the NTUC Women’s Development Secretariat (NWDS), which equipped her with the necessary skills to return to the workforce. Soon after, she found a job at HDB. She is one of NWDS’s success stories.
During the Excellence in the Public Service Awards Ceremony on 25 May 2012, HDB’s Higher Technical Officer Lim Pang Whye of Geylang Branch received the PS21 Distinguished Star Service Award. This is the highest service accolade conferred to an individual across the public service. In addition, Senior Estates Manager Ng Siew Meng of the Estate and Properties Admin Group was also presented with the PS21 Star Service Award.
Pang Whye often meets up with residents to hear out their problems and assist with their housing maintenance issues accordingly. During the Home Improvement Programme, Lim attended to an elderly lady, whilst making his inspections. During the course of the renovation, she had her water pipe flattened accidentally by the workers and wished to inform the workers. However, due to language barriers, she was unable to communicate with the workers. Lim helped to convey the issue to the workers and managed to replace the water pipe.
Siew Meng helped the applicants of a BTO flat who were overseas, to arrange for a Power of Attorney to collect the keys for them. This took extra effort as Siew Meng had to trace the contact details of the applicants’ relative to take on the role of Power of Attorney and continued to guide the customer throughout the process. Eventually, the delighted customers received their keys on time.
The May Day dinner on 29 Apr 2012 was indeed a celebratory evening as HDB received the prestigious NTUC May Day Plaque of Commendation (Star) Award—the highest accolade of May Day Awards for organisations. The award is presented to organisations that promote and support good industrial relations, workers’ workfare and welfare, training and skills upgrading, union membership growth, job recreation programmes and other NTUC projects.
The award affirms HDB’s consistent support for the Labour Movement. This is evident in the partnership between HDB and HDB Staff Union in ensuring staff welfare, as well as in initiatives such as the annual Union Membership Awareness Day, the Management-Union Workshop and the HDB-HDB Staff Union Bursary Award, which supports the education of HDB staff members.
HDB emerged as one of the 5 winners for the CIO100’s CIO Asia Awards on 9 March 2012. The CIO100 is a prestigious annual listing of the top 100 Asian companies that have used information and communications technology to derive the highest strategic value and to yield the greatest returns for key operations and businesses.
HDB’s award-winning project “Refining Business Landscape with Boundaryless Ecosystem” was completed to boost HDB’s housing administration business area with IT-enabled innovation. With this new ecosystem, staff members are better able to prioritise work efficiently and attend to customers’ needs more promptly.
Winning this award underscores HDB’s continued efforts to develop a complete ecosystem that integrates all the processes and information needed for HDB officers to tap into for effective service delivery.
During the Excellence in the Public Service Awards Ceremony on 13 May 2011, HDB’s Senior Executive Estates Officer Roger Ong of Bishan Branch received the PS21 Distinguished Star Service Award. This is the highest service accolade conferred to an individual across the public service. In addition, Higher Technical Officer Ng Hee Guan of Choa Chu Kang Branch was also presented with the PS21 Star Service Award.
Roger helped the seller of a flat to find alternative accommodation, so that he could proceed with the sale. This also was a win situation for the buyer of the flat, who was in a hurry to move in. As for Hee Guan, he assisted a resident in settling his housing maintenance issues by taking on a hands on approach to source for low cost materials. He also oversaw the repair work that was being done in the flat, in the owner’s absence, which put the owner at ease.
HDB has made another mark on the global map. The Pinnacle@Duxton won the 2011 ULI Global Awards for Excellence.
This prestigious award recognises outstanding projects that provide the best lessons in land use practices worldwide.
HDB is one of five outstanding winners of the 2011 Awards, selected from 17 worldwide winners across different regions. It won the 2011 Urban Land Institute (ULI) Award for Excellence (Asia Pacific) for The Pinnacle@Duxton conferred in June 2011.
The ULI award gives HDB credit for 'helping to redefine urban high density living in Singapore' and for building a sustainable residential project that is home to many young families.
The Pinnacle@Duxton comprises seven towers, each 50-storeys high. It has 1,848 apartments, reclaiming spaces in the sky and providing modern housing and many recreational opportunities for its 7,400 residents.
By successfully addressing the social, physical and economic challenges of housing large urban populations, it also provides other cities with useful insights into successful high-rise, high-density urban living.
The ULI Global Awards for Excellence is a prestigious project-based award competition open to real estate developments from around the world. In its 33rd year, the awards programme is the centrepiece of ULI’s efforts to identify and promote best practices in all types of real estate development. Other notable global winners in past years include the High Line in New York City, San Francisco’s California Academy of Sciences, Beijing’s Finance Street and Tokyo’s Midtown.
HDB was conferred the Singapore HEALTH Award (Platinum).
The Singapore HEALTH (Helping Employees Achieve Life-Time Health) Award is a national award presented by the Health Promotion Board. It gives recognition to organisations with commendable Workplace Health Promotion Programmes. HDB was awarded the Silver Award and two Gold Awards in 2005, 2006 and 2008 respectively. The Platinum Award is the highest accolade thus far.
The award marks a significant milestone for HDB, affirming our commitment towards caring for the well being of staff and helping them to stay fit. It also shows that staff members lend their support for HDB’s Workplace Health Promotion Programmes, through their active participation in healthy lifestyle activities.
HDB was conferred the 2010 UN-HABITAT Scroll of Honour Award for providing one of Asia's and the world's greenest, cleanest and most socially conscious housing programmes.
The UN-HABITAT Scroll of Honour Award is a prestigious, international award given to individuals and organisations that have been instrumental in improving the living conditions in urban centres around the world.
The Pinnacle@Duxton is one of four skyscapers named "Best Tall Buildings" for 2010 by the Council on Tall Buildings and Urban Habitat (CTBUH).
The awards recognise noteworthy projects across four geographical regions (Americas, Asia & Australasia, Europe, and Middle East & Africa) that have outstanding design with technical innovations, exhibit sustainable attributes, and provide enhancement to both the cities and the lives of their inhabitants.
Besides The Pinnacle@Duxton, the Best Tall Buildings Awards will also be presented to Bank of America Tower, New York (Americas); Broadcasting Place, Leeds (Europe), and Burj Khalifa, Dubai (Middle East & Africa) at the annual CTBUH awards ceremony in Chicago on 21 Oct 2010.
HDB InfoWEB did us proud at the inaugural Singapore Government Web Excellence Awards by bringing home the Outstanding Website Award!
Jointly organized by the Ministry of Finance and the Infocomm Development Authority, the award aims to promote and recognize good government websites. And the HDB InfoWEB ranked among the top three outstanding websites in all four award categories – Most User-Friendly, Best Content, Top e-Service, and Best Managed Website.
HDB received the following four Public Service Awards on Friday, 21 May 2010 at the Excellence in the Public Service Awards Ceremony from Deputy Prime Minister Teo Chee Hean:
PS Premier Award
The Public Service Premier Award was newly introduced this year as the premier organisational excellence award for public service organisations that have attained specific national and international benchmarks for excellence.
Winning the PS Premier Award is a culmination of HDB’s achievements so far, which include the Singapore Quality Award (Special Commendation), People Developer Standard, Singapore Innovation Class (S-Class and I-Class) and ISO 9001 certification. For HDB, receiving the award is a welcome endorsement of its continual efforts and journey towards building an organisation of excellence.
Best Practice Award (Resource Management)
The Best Practice Award recognises agencies that have implemented innovative and effective practices or programmes in areas that are important to the Public Service, and to support the identification and sharing of best practices among the public service.
One such practice that stood out for the judges was HDB's adaptive re-use of vacant blocks to meet increasing demand for rental housing. This initiative to reuse vacant and redevelopment blocks is an innovative way of utilising existing available resources to complement the Government’s efforts and commitment to provide a shelter over the heads of Singaporeans. Not only does it helped to ease the work load of HDB staff who are facing mounting appeals for the provision of urgent accommodation, the innovative practice has also helped to realise an estimated cost avoidance amount of $36,000 per annum, being the manpower avoidance for processing requests and appeals from those who require urgent housing.
PS21 Star Service Award
Beyond the organisational awards, we also have individuals here who have been recognized for their sterling service efforts. Senior Executive Commercial Properties Officer Ethan Koh from PLD and Senior Executive Estates Officer Velvet Ng from EAPD have done us proud. They have gone beyond their scope of work to provide their customers with great service experiences and set examples that many can emulate.
Ethan sacrificed his personal time after work to see to their problems such as noise nuisances near commercial properties. He not only helped one of the residents to resolve a dispute with a commercial property owner, but carried out nightly inspections up till 2 am to identify the source of the noise. Velvet, too helps her customers to the best of her ability, delivering more than she is expected to. Velvet helped her customer overcome the difficulties of having her flat empty and ready in time for her buyers by rearranging the transaction date and seeing that conservancy charges were settled in advance.
PS21 Star Customer Award
As a public agency, HDB also seeks to build good rapport with our customers. One of our nominated customers, Mr Chhua Bak Siang, was awarded the PS21 Star Customer Award for his contributions in enhancing HDB’s services. A regular in providing feedback on ground issues that affect Toa Payoh Industrial tenants' daily operations, Mr Chhua suggested to HDB that LTA construct a road linking two of our industrial blocks for greater convenience to the tenants during the recent CTE road widening project. The suggestion was endorsed and the new road was completed in December last year.
It was a bumper crop of May Day honours for HDB in 2009.
At the NTUC May Day Dinner celebrations on 29 Apr , CEO Mr Tay Kim Poh was conferred the esteemed NTUC Meritorious Service Award for his outstanding contributions to the labour movement. The same event also saw HDB Staff Union President Mr Michael Koh receiving the Comrade of Labour Award, which is given to serving trade unionists who have made contributions to their unions and are still active in their unions' executive committee and NTUC related functions.
Graced by Guest-of-Honour Mr Mah Bow Tan, Minister for National Development and Chairman, Singapore Labour Foundation, the annual May Day Dinner was held this year at Suntec City Convention Centre, during which deserving union leaders, individuals, and organisations received their awards from NTUC Secretary General Mr Lim Swee Say.

HDB received our first Hewitt Best Employers in Singapore 2009 Award on 31 March. In the fifth regional Best Employers in Singapore 2009 study, conducted by global management consulting firm Hewitt Associates, a panel of independent judges put HDB in this year's list of top 10 employers in Singapore.
The Hewitt Best Employers Award recognises outstanding employers with effective and committed leadership, clear talent management strategies, high performance and engaged staff, effective human resource policies and a strong focus on customers.
The Singapore Quality Award with Special Commendation, or SQA(SC), is the highest level national award that an organisation can receive in recognition of Business Excellence. Now into its second year, the prestigious award recognises past SQA winners for scaling greater heights in business excellence and for demonstrating sustainable global leadership in key business areas, products or services.
When HDB received the Singapore Quality Award in 1997, it was the first public sector and local organisation to receive Singapore's top prize for business excellence. In October 2008 HDB was the only winner of the SQA(SC), affirming HDB's position as a global leader in its industry.
HDB received the United Nations Public Service Award, or UNPSA, for its Home Ownership Programme in June 2008. The UNPSA is one of the most prestigious international awards for excellence in public service, and HDB is the only winner in the Asian region among 12 worldwide.
In November 2005, HDB was the first organisation in Singapore to be assessed concurrently under the new integrated assessment framework for Singapore Quality Class (SQC) renewal, Singapore Innovation-Class (I-Class) and Singapore Service-Class (S-Class). With the successful assessment, HDB was conferred the I-Class and S-Class, and had its SQC status renewed in January 2006.
HDB first achieved the People Developer Standard in 1999. As Singapore's quality standard on human resource development, the People Developer Standard testifies to HDB's investment and relentless commitment in bringing out the best in our staff for better business results.
HDB will continue to scrutinise our people practices, develop our staff and improve our effectiveness in training & career development processes. With the systematic process of review provided by the People Developer Standard, HDB has applied and is successfully re-certified in the Standard in 2002 and 2005.
