Shops and Offices

You can easily rent commercial units for your business through our e-bidding website Place2Lease or via our appointed Marketing Agents. There are a few types of commercial units available.

 

New Generation Neighbourhood Centres (NGNCs)

NGNCs offer a wide array of commercial facilities and services, such as supermarkets, food courts, restaurants, enrichment schools, and retail shops. They are also designed with community spaces, such as sheltered community plazas, where events can be held.   

Residents will be able to enjoy the convenience of having shops and facilities located under one roof, when they move into their new homes.

NGNCs will also be directly connected to transport nodes, such as an MRT/ LRT station or bus stops and linked to the surrounding residential blocks via covered walkways and pedestrian thoroughfares.

Eating House Price-Quality Method (PQM) Tender

HDB is tendering out eating houses by using the Price-Quality Method (PQM). Under the new PQM tender, we will consider not just the tender price but also the quality of the proposal when awarding tenders.

We will evaluate quality by looking at factors such as food affordability, productivity initiatives, and the availability of healthier food options. By accounting for quality when awarding tenders, we hope that residents will be able to enjoy more innovative and affordable eating options in their neighbourhood.

Supermarket Price-Quality Method (PQM) Tender

HDB is tendering out supermarkets using the Price-Quality Method (PQM). Under the new PQM tender, we will consider not just the tender price, but also the quality of proposals when awarding tenders.

We will take into account quality factors in the tenderer’s proposal, such as their productivity initiatives, mode of operations (including pricing), and community-centric programmes or activities that give back to society. By including quality measures, we hope to encourage better business productivity and management and also ensuring that availability of affordable essential grocery items.

Support for Social Enterprises and SMEs with Inclusive Hiring Practices

Social enterprises which are members of The Singapore Centre for Social Enterprise (raiSE) can apply for direct allocation of an HDB shop or office space. In addition, SMEs members of raiSE can benefit from a 20% discount in monthly rental rates (up to a maximum discount of $12 per square metre) for the first 3 years of their tenancy. Interested Social Enterprises can contact raiSE at enquiries@raise.sg for more details.

Under a pilot scheme, businesses committed to hiring Persons with Disabilities for at least 20% of their manpower on the premises, will also be able to apply for direct allocation of HDB shops or office spaces. Similar to Social Enterprises, SMEs with inclusive hiring practices will also enjoy a 20% discount in monthly rental rates (up to a maximum discount of $12 per square metre) for the first 3 years of their tenancy.
