Addition & Alteration (A&A) Works

A&A works on commercial premises must comply with the requirements detailed here. You can also use our renovation works e-Service to check the terms and conditions for the various works.

Clearance and approval

All renovation works generally require a Qualified Person (QP) to submit an application, to authorities such as the:

  • Building and Construction Authority (BCA)
  • Fire Safety and Shelter Department (FSSD)

However, different clearance procedures apply for the following types of work:

Items under the exemption list

Lodgement works and A&A items involving hacking works can only commence 5 working days after the date of lodgement. An NOA is required before work can commence. If no hacking is required, A&A works in the lodgement work list can commence immediately upon lodgement to HDB.

Submit applications

Applications for A&A works in the lodgement works list

Documents to submit for commercial premises:

  • 2 sets of architectural drawings
  • Floor layout plan in scale of 1:50 or 1:100 indicating:
    • Trade(s) at the premises
    • Usage of all rooms/ areas/ compartments
  • Section/ elevation view of the proposed works (in dimension and scaled)
  • Details of the proposed works, including the types of materials/ constructions/ installations and piping (if any). The QP is required to endorse on the submitted structural drawings

Purchasing structural drawings

QPs or their representatives may purchase structural drawings at $30 per copy from:

  • 3rd storey Atrium, HDB Hub, 480 Lorong 6 Toa Payoh.

The drawings provide details such as:

  • Key plans
  • Beam markings
  • Slab details

The purchase of structural drawings is subject to approval at the point of purchase. A copy of the HDB letter (e.g. Approval on the change of use/ trade, assignment, and resale etc) must be shown to the plan custodian when purchasing the structural drawing.

Lodgement works list

Renovations specified in the lodgement works list require clearance from HDB. The owner / registered tenant must comply with the lodgement criteria and specific A&A conditions for lodgement.

Lodgement works list

  • Installation of air-cleaner (unit weight exceeds 35kg)
  • Installation of ATM/ machinery/ equipment (individual weight exceeds 150kg)*^
  • Installation of portable grease trap (weight exceeds 150kg)
  • Installation of safe (weight exceeds 150kg)
  • Installation of air-conditioning system (without duct work and at non-designated area)*^
  • Construction/ removal of internal masonry works such as non-load bearing wall/ brick wall (excluding reinforced concrete (RC) wall)*

* In the event that a QP(Arch) is not engaged, it is deemed that a QP(Structural), i.e. QP(ST) shall cover the minor scope of architectural A&A works and comply with the Fire Code and any other relevant code of practice.
^ If there is no structural design involved, HDB does not object to accepting an endorsement of structural work by a QP(Arch) or QP(Mechanical). In such cases, the QP(Arch) or QP(Mechanical) is to sign on page 2 of the lodgement form (HDB-LDG-1105-01) and drawings.

Lodgement criteria

See the general criteria and conditions for lodgement works.

  • The premise must not be a Civil Defence Shelter
  • All of the proposed A&A items must fall under the lodgement scheme An application submission is required if any of the relevant Codes of Practices and A&A conditions for lodgement cannot be complied with
  • The lessee/ registered tenant must engage a QP to ensure there is no overloading of the structure, and be responsible for the proper installation, stability, and safety of the work
  • All works are to be completed according to the details submitted under the lodgement scheme and in accordance with:
    • The provisions of the Building Control Act and regulations
    • The approved detailed structural plans and design calculations
    • The conditions under the lodgement scheme
  • No existing structural element is to be tampered with in the course of the works:
    • Hacking/ coring through the existing RC structure member is not allowed
    • Hacking, etc., of any existing ground beams and/ or foundations is not allowed
  • No installation of fixtures on the refuse chute wall
  • Items such as false ceilings and fan coils cannot be suspended from purlins
  • The weight of any fan, fan coil, etc. suspended from the ceiling shall not exceed 35kg
  • No enclosure of soil/ waste/ rainwater downpipes
  • Installation items must be maintained in proper working condition at all times and must not give rise to any disturbance or nuisance to the nearby neighbours.
  • The lessee/ registered tenant must obtain prior approval from the relevant authorities before commencement of any work. Any installation of fittings or accessories outside the premises must first be approved by the Town Council
  • The lessee/ registered tenant and QP/ contractor/ installer will be responsible for compliance with all of the HDB conditions and Building Control Act and regulations. Upon detection of non-compliance, HDB reserves the right to request that the lessee/ registered tenant and QP/ contractor/ installer stops or regularises the unauthorised work at their own expense

Specific A&A conditions for lodgement

Here are the specific requirements for the various renovations under the lodgement works list.

Installation of air cleaner (unit weight exceeds 35kg)

Structural requirements:

  • To submit the catalogue of the air cleaner
  • The air cleaner must not be suspended from the ceiling. It shall be suspended from steel members spanning the existing RC beam/ column/ wall, or supported by steel brackets fixed on an RC beam/ column/ wall
  • Penetration of bolts/ anchors shall not exceed 40mm into the RC slab
  • The structural layout drawing must clearly indicate the:
    • Weight of the air cleaner
    • Connection details (with bolt size and type, penetration depth, edge distance, spacing, and weld size)
    • Members’ size/ thickness/ length of the installation details
  • The QP(ST) is to submit structural design calculations for the installation details

Other requirements:

  • Exhaust air shall be collected and treated with muffles and activated carbon to minimise noise and odour before discharge
  • The air cleaner shall not block the window view of the neighbouring flat or cause noise or heat nuisance

Note:

  • For kitchen exhaust ducts, a proposal must be submitted for HDB’s review; clearance from FSSD is also required

Installation of ATM/ machinery/ equipment with individual weight exceeding 150kg

Structural requirements:

  • To submit the catalogue of the ATM/ machinery/ equipment
  • The structural drawings are to clearly indicate the:
    • Weight and size of the ATM/ machinery/ equipment
    • Piping layout and details
    • Size of the proposed concrete plinth or steel plate (if applicable)
  • The QP(ST) is to produce calculations that show that the total uniformly distributed load of the ATM/ machinery/ equipment is less than the design imposed load of the existing floor slab. If the load is exceeded, the QP(ST) must do either of the following:
    • Design a concrete plinth or steel plate to spread out the load such that it is within the design imposed load of the existing floor slab. The self-weight of the proposed concrete plinth or steel plate is to be included in the calculation
    • Purchase the as-built structural drawings from HDB and carry out a detailed check and subsequently submit calculations showing the structural adequacy of the existing structure for the proposed work

Other requirements:

  • An ATM shall not sit directly above any existing underground services

Installation of portable grease trap where unit weight exceeds 150kg

Structural requirements:

  • To submit the catalogue (if any) of the portable grease trap
  • The QP(ST) is to produce calculations that show that the total uniformly distributed load of the portable grease trap is less than the design imposed load of the existing floor slab. If the load is exceeded, the QP(ST) must do either of the following:
    • Design a concrete plinth or steel plate to spread out the load such that it is within the design imposed load of the existing floor slab. The weight of the proposed concrete plinth or steel plate is to be included in the calculation
    • Purchase structural drawings from HDB and carry out a detailed check and subsequently submit calculations showing the structural adequacy of the existing structure for the proposed work
  • If applicable, the size of any proposed concrete plinth or steel plate is to be clearly indicated in the structural drawing

Note:

  • There is to be no tampering of structural elements (e.g. slab opening)

Installation of safe where unit weight exceeds 150kg

Structural requirements:

  • To submit the catalogue of the safe
  • The QP(ST) is to produce calculations that show that the total uniformly distributed load of the safe is less than the design imposed load of the existing floor slab. If the load is exceeded, the QP(ST) must do either of the following:
    • Design a concrete plinth or steel plate to spread out the load such that it is within the design imposed load of the existing floor slab. The weight of the proposed concrete plinth or steel plate is to be included in the calculation
    • Purchase structural drawings from HDB and carry out a detailed check and subsequently submit calculations showing the structural adequacy of the existing structure for the proposed work
  • If applicable, the size of any proposed concrete plinth or steel plate is to be clearly indicated in the structural drawing

Notes:

  • For a safe with imposed load, should the weight of the safe and concrete plinth or steel plate exceed the designed imposed load of the floor, the QP(ST) is to design an independent foundation to support the safe and submit it as a BP item via CORENET

Installation (without duct work and at non-designated area) of air-conditioning system’s Air Condensing Unit (ACU) or Fan Coil Unit (FCU)

Structural requirements:

  • To submit the catalogue of the ACU/ FCU
  • The location, size, and weight of the ACUs/ FCUs are to be clearly marked, labelled, and indicated on the floor layout plan
  • The weight of all the ACUs (both new and existing) to be carried by an existing beam or single wall panel shall be distinguished and shown clearly in the drawing
  • The structural unit layout drawing shall clearly indicate the:
    • ACU/ FCU connection details (with bolt size and type, penetration depth, edge distance, spacing, and weld size)
    • Members’ size/ thickness/ length of the installation details
  • Penetration of bolts/ anchors shall not exceed 40mm into the RC slab
  • Each brick wall panel or beam can only be mounted with ACUs not exceeding 110kg. The applicant/ QP(ST) is to distribute the ACUs such that the total weight on each brick wall panel or beam does not exceed 110kg
  • There must be no such installations:
    • Suspension of ACU from the ceiling
    • Suspension of FCU items exceeding 35kg from ceiling
    • Installation of ACU on canopy or refuse chute wall
  • Refrigerant and discharge pipes are to be clearly indicated on the plan. All piping to the FCU shall run internally within the premises
  • There shall be no hacking or coring of existing structure members to form any recess or opening for the embedment or running of any pipes

Additional structural requirements for ACU mounted on installation details:

  • The QP(ST) is to provide design calculations for the air-condensing bracket installation details that depart from the:
    • Seventh Schedule of the Building Control Act and Regulations (2004), for ACU not exceeding 80kg
    • HDB guidelines, for ACU not exceeding 110kg

Additional structural requirements for ACUs resting on the floor:

  • A minimum gap of 500mm shall be maintained between the ACUs
  • The drawing submitted shall indicate the size of the concrete stub/ plinth supporting the ACUs
  • The QP(ST) is to provide calculations to show that the total uniformly distributed load of the ACUs is less than the design imposed load of the existing floor slab. If the load is exceeded, the QP(ST) is to design a concrete plinth or steel plate to spread out the load such that it is within the design imposed load of the existing floor slab and submit the calculations. The weight of the proposed concrete plinth or steel plate is to be included in the calculation
  • If applicable, the size of any proposed concrete plinth or steel plate is to be clearly indicated in the structural drawing

Additional structural requirements for FCU with weight exceeding 35kg:

  • The FCU is to be suspended from steel members spanning the existing RC beam/ column/ wall, or supported by steel brackets fixed on the RC beam/ column/ wall
  • The QP(ST) is to submit structural design calculations for the installation details

Other requirements:

  • The air-conditioners must be installed by BCA-trained installers
  • The owner/ registered tenant is responsible to maintain, at his/ her own expense, the external wall surfaces and keep them free from stains
  • Approval must be obtained from the Town Council for installation of ACUs at a common area
  • ACUs must be installed at least 2.40m from the ground level
  • Failure in any of the following will render the approval granted under lodgement to be revoked, and the lessee/ registered tenant must consequently relocate the ACU system:
    • All air-conditioners must be provided with proper drainage systems for the condensed water to be discharged into the nearest existing floor trap located in the premises
    • The air-conditioner must be maintained in proper working condition at all times and not cause any disturbance or nuisance to nearby occupants
  • Wall mounted installations must be within the existing recess area and shall be screened off with an aluminium louvred screen if there is more than 1 ACU

Mechanical electrical requirements:

  • The installation shall comply with CP 13: Code of Practice for Mechanical Ventilation and Air-Conditioning in Buildings

Construction/ removal of internal masonry works such as non-load bearing wall/ brick wall, lightweight partition, etc. (excluding reinforced concrete (RC) wall)

Structural requirements:

  • For the erection of a new wall, indicate the type of wall and thickness of the brick/ hollow blocks to be used on the plan
    • For living quarters, the maximum thickness of the hollow blocks is 63mm
    • For the ground floor, the maximum thickness for the bricks/ hollow blocks is 100mm
  • If applicable, indicate in the drawing:
    • Stiffener details, showing the type of bolts, size, and penetration depth
    • Lintol detail
  • For provision of stiffeners to the proposed new wall, the structure details submitted by the QP(ST) must adequately take into consideration that some of the existing floor slab thickness may only be 100mm
  • For provision of RC lintol, a 200mm deep RC lintol reinforced with 2 numbers of 13 diameter high yield steel bars with R6-150 shall be provided with any proposed opening whose width does not exceed 1.20m. This can be omitted if the doorframe abuts the soffit of the existing RC slab/ beam
  • There must be no overloading of the structure from the proposed work

Other requirements:

  • To obtain clearance from FSSD
  • Demolition of any internal brick/ internal block/ lightweight panel wall is only allowed up to the underside of the RC beam/ slab
  • Any hacking of a lightweight panel wall or block/ brick wall shall commence from the top down
  • Demolition of a lightweight panel must be in full panel, i.e. from joint to joint/ top to bottom
  • Any false ceiling is to have a minimum height clearance of 2.40m, as measured from the finished floor level to the underside of the false ceiling
  • Any proposed partition must not result in non-compliance with the relevant codes of the existing sprinkler system or fire alarm system
  • Any demolition work is to stop immediately should there be any encounter of a steel bar in any wall other than a lightweight panel. Further clearance must then be sought from HDB

Notes:

  • For external walls (including any feature/ decorative wall located outside the premises), there is to be no creation of any opening or removal of the external wall
  • Renovation works involving the demolition of any wall shall be endorsed and supervised by a Professional Engineer (Structural or Civil)

A&A items requiring HDB clearance

Please apply for clearance from HDB before commencing on any renovations mentioned in our A&A works list.

A&A items list

  • Installation of air-conditioning system where there is duct work that affects any:
    • Compartment wall
    • Compartment floor
    • Protected shaft
    • Fire protection equipment
  • Installation of kitchen exhaust system
  • Installation of floor/ gully trap
  • Installation of protective barrier (e.g. railing) for vertical drop of 1m or more
  • Construction of strong room/ chiller/ cold room
  • Hacking of existing suspended slab for running any of these:
    • Additional underground pipes
    • New IC
    • New grease trap
    • New screen chamber
    • Other such items
  • Pavilion shelter for Outdoor Refreshment Area (ORA) – requires outline approval
  • Demolition of external wall or shared wall between 2 commercial premises

Exemption list

There is no need to apply for clearance from HDB (PLG) for the renovation works stated in the exemption list, as long as you comply with the:

  • Conditions that apply to the specific works
  • General terms and conditions for exemption list works

Exemption list works and conditions

Construction of dapoh slab

  • Repositioning of kitchen sink supported by 63mm thick hollow walls with tile finishes
  • Dapoh slab of 50mm inclusive of finishes shall be supported on 63mm thick hollow block wall
  • Cement mortar base shall be 50mm think inclusive of finishes

Conversion to pedestal/ squat pan

  • There must be no enlargement or creation of openings
  • Reference drawings: SED 033B, SED 034B, SED 035A
  • Discharge pipes to be connected to the existing pipes within the premises
  • No hacking of existing structural members
  • If squat pan, cavity is to be filled with light weight blocks such as celcon, or equivalent
  • To comply with National Environment Agency (NEA) requirements

Installation of suspended ceiling fan or wall fan

  • No hacking or soffit of RC floor slab or other structural members
  • The weight of a suspended ceiling fan shall not exceed 35kg
  • Height clearance of the fan shall be at least 2.40m above floor level
  • Penetration of bolts/ anchors shall not exceed 40mm into the structure

Installation of false ceiling

  • The false ceiling must not result in non-compliance of the relevant codes for the existing sprinkler system and/ or automatic fire alarm system
  • Only non-combustible lightweight material (e.g. fibre glass) with fire-rating of at least 1 hour shall be used
  • ‘Asbestos’ material is not allowed
  • Minimum 2.40 clear height above the finished floor level
  • Void above the false ceiling shall not be used for storage purposes
  • Suspension from purlins not allowed
  • All power-driven nails used to attached fixtures to ceiling beams/ columns etc. must not exceed 6mm in diameter; the penetration of the nails shall not exceed 40mm into the RC structure
  • The false ceiling immediately adjoining the soil/ waste/ rainwater downpipe must have an opening of at least 1.20m by 1.20m to facilitate pipe repairs/ maintenance
  • Existing fire-fighting devices (if any) shall not be covered by the false ceiling or otherwise removed or tampered with

Installation of demarcation railing for low/ high-rise ORA

  • Railing is to be within the approved ORA boundary
  • Vertical drop level, if any, must be less than 1m
  • To provide intermittent openings of at least 1m wide at strategic locations for fire escape purposes

Installation of shelves/ racks

  • Distributed loading (kN/m2) from the shelves/ racks must not exceed the design impose load of the structure
  • Height of the shelves/ racks shall not exceed 2.40m, and width shall not exceed 600mm

Installation/ replacement of any steel folding door, glass panel, or aluminium shutter at front entrance (without demolition of wall)

  • Only applicable for the replacement of window without any creation of new openings
  • Gearbox, if any, to be installed internally
  • Any metal folding gate/ iron collapsible gate/ roller shutter for the shop front must have a clearance of at least 100mm from the common passage
  • There must be a 3m separation between the premises and non-cross ventilated staircase
  • Not allowed at the rear of premises with living quarters

Installation of metal gate at front entrance or rear exit

  • Gate openings must have a minimum height of 2.10m and minimum width of 1m
  • Gate must not protrude into the common passage

Installation/ replacement of existing entrance/ exit doors

  • Only applicable for the replacement of door without enlargement or creation of openings

Installation/ replacement of internal door

  • Only applicable for the replacement of internal door without enlargement or creation of openings
  • Internal door must have a minimum height of 2.10m and minimum width of 1m
  • To have lintol if door opening is constructed out of hollow block or brick walls and is not abutting to the soffit of the existing beam/ slab

Installation/ replacement of windows

  • For replacement windows, there must not be any enlargement or creation of openings
  • Casement windows are not allowed along the front common corridor of the living quarters and rear of the shop premises
  • Windows must be an approved window panel width:
    • Casement window: 500mm to 700mm per panel
    • Sliding window: 500mm to 1,200mm per panel

Installation/ replacement of sanitary piping

  • There must be no enlargement or creation of openings
  • If a new discharge pipe is to be embedded within the floor finishes:
    • The pipe diameter must not exceed 35mm
    • The total thickness of the floor finishes (inclusive of cement screed and tiles) shall not exceed 50mm
    • If the above 2 requirements cannot be met, the pipe must run on the surface of the finished floor
  • To comply with National Environment Agency (NEA) requirements

Replacement of toilet sanitary items

  • There must be no enlargement or creation of openings
  • No hacking of existing floor slab or structural members
  • To comply with National Environment Agency (NEA) requirements
  • Works to be done by a licensed plumber
  • Not applicable to water piping related to fire fighting

Installation/ reposition of sink/ wash basin

  • There must be no enlargement or creation of openings
  • Discharge of water must be into existing floor traps
  • Must be within wet areas
  • No hacking of existing structural column/ beam/ wall/ slab/ other member to form recess or opening for embedment or running of any pipe
  • Discharge pipe shall be embedded in floor finishes and the total thickness of the floor finishes (inclusive of cement screed) shall not exceed 50mm
  • To comply with National Environment Agency (NEA) requirements
  • For reposition of kitchen sink:
    • Dapoh slab of 50mm thickness shall be supported on 63mm thick hollow block wall
    • Cement mortar base shall be 50mm thick inclusive of finishes

Installation of signboard

  • Only allowed in designated locations:
    • Immediately above front entrance door
    • Shop front wall beside entrance door
    • Directly above shop rear entrance door

Location

  • Maximum height = 600mm, maximum width = width of shop

  • Same size as existing vent

Directly above shop rear entrance door

  • Same size as existing door vent but not exceeding 1m2
  • Only 25% of the signboard area can be used as advertising signage directly related to the approved trade
  • Clearance of signboard must be at least 2.60m above floor level
  • Seek clearance from BCA’s Advertising and Licensing Unit for advertising signage
  • Only non-flickering lighting (e.g. neon) is allowed
 

Laying/ replacement of floor/ wall finishes (NOA required)

  • Before work can commence:
    • The licensed HDB contractor must bring his/ her renovation licence to HDB for a Notice of Works
    • The NOA application must be approved by HDB
  • Existing RC slabs are not allowed to be hacked for construction of scupper drains
  • Total thickness of floor finishes such as ceramic, terrazzo, marble, etc., and floor screed shall not exceed 50mm
  • If raising the floor level, the additional load after removal of the existing floor screed shall not exceed 1.2kN/m2
    • Extruded polystyrene foam is not allowed unless clearance is obtained from the Singapore Civil Defence Force
    • Raising of the floor level by adding a concrete platform is not allowed
  • For replacement of existing wall tiles over RC surface and laying new wall tiling:
    • To apply spatterdash or equivalent to existing RC/ column surface so as to create rough surface prior to wall tiles installation
    • The wall tiles’ thickness must not exceed 13mm, and the total thickness of the wall finish (tiles with mortar/ screed) must not exceed 25mm
  • To provide waterproof membrane to the wet area before the laying of floor tiles
     

Laying of carpet/ laminate/ vinyl flooring

  • No conditions

Installation of air cleaner system

  • For kitchen exhaust systems, the QP must submit the plan through CORENET
  • Ceiling-mounted air cleaner system must not exceed 35kg; otherwise, approval from HDB must be obtained
  • Penetration of bolts/ anchors into RC slab shall not exceed 40mm
  • To ensure that smoke and oil fumes are dispersed away from residential units
  • Air cleaner system and exhaust duct are not to penetrate any structural member
  • Exhaust air shall be collected and treated with muffles and activated carbon to minimise noise and odour before discharge
  • Air cleaner shall not block the window view of the neighbouring flat or otherwise cause nuisance

Installation of machines/ equipment/ safe

  • Total weight of the machine/ equipment/ safe must not exceed 150kg

Installation of portable grease trap

  • Grease traps must be portable (excludes grease traps below ground)
  • The total operating weight (weight and content weight when full) must not exceed 150kg or the design imposed load in kN/m2 of the structure

Installation of air-conditioning system

  • No duct work
  • Within service yard or existing master bedroom air-conditioner ledge/ opening
  • Total imposed load including weight of ACU, steel plate or concrete plinth (if any), etc., must not exceed 150kg/m2
  • ACU to rest on the floor of the service yard, i.e. relaxation is only applicable for ACUs resting directly on slab
  • ACU to be installed by a BCA-trained installer
  • Installation shall comply with CP 13: Code of Practice for Mechanical Ventilation and Air-conditioning in Buildings

Installation/ removal of gypsum board

  • To use non-combustible lightweight materials
  • All existing structural elements cannot be tampered with in the course of the works
  • To obtain FSSD clearance

General terms and conditions for exemption list works

All works under the exemption list are to comply with these general terms and conditions.

  • All existing structural elements must not be tampered with or covered in the course of the works. The structural elements must be visible for inspection at all times. For example:
    • No hacking or coring through the existing RC structure member in allowed for any pipes/ installation
    • No hacking of existing ground beams and foundations
    • No installation of fixtures on the refuse chute wall
    • No installation of cladding or decorative board to the structural elements
  • Items such as false ceilings and fan coils cannot be suspended from purlins
  • The weight of any fan, fan coil, etc. suspended from the ceiling shall not exceed 35kg
  • All approved fire compartments cannot be altered or removed. All staircases are to be fully compartmented by a 1-hour fire-rated partition and a ½-hour fire-rated door bearing a Singapore Productivity and Standards Board label and equipped with an auto door closer. The compartment is to lead up to the exit of the premises and discharge directly to the external space
  • A passageway extending to the exit should be kept unobstructed at all times to serve as an emergency escape route. The passageway must be at least:
    • 1.5m wide – for childcare/ tuition centres, training rooms, classrooms
    • 1m-wide – for all other shops
  • Adequate numbers of fire extinguishers must be provided within the premises
  • ‘EXIT’ signs are to be provided at all exit doors
  • No enclosure of soil/ waste/ rainwater downpipes is allowed
  • The owner / registered tenant must obtain prior approval from the relevant authorities before commencement of any work. Any installation of fittings or accessories outside the shop must first be approved by the Town Council
  • For works requiring NOAs, the work must be completed within 1 month from the date of issue of the NOA. Works cannot be carried out during these periods:
    • Before 8am
    • After 6pm
    • Saturdays, Sundays, and public holidays
  • Noisy works such as the cutting of tiles, drilling, removing of floor/ wall tiles or finishes can only be conducted between 9am to 5pm on weekdays. These works can only be carried out for a maximum of 3 consecutive days. No such works are allowed on Saturdays, Sundays, and public holidays
  • Debris must not be placed outside the premises and must be removed from the site daily
  • All renovation works must only be carried out inside the premises
  • The owner / registered tenant and QP/ contractor/ installer will be responsible for the proper installation, stability, and safety of the work
