Spalling Concrete

Contractors who wish to carry out repairs on spalling concrete in HDB flats must be registered with us as a spalling concrete repair contractor.

Terms and conditions

To be a registered spalling concrete repair contractor, you must be able to meet all of the terms and conditions detailed below:


  • Only repair spalling concrete with the patch repair method
  • Use a polymer modified cement mortar to replace the spalled concrete
  • Mark out the area to be repaired before the start of any repair work
  • Take the necessary safety measures before starting any repair works on a single large spalled area that exceeds 1m2
  • Only these tools are permitted to remove the concrete:
    • Hammer and chisel
    • Light pneumatic/ electric tools with impact energy not greater than 4Nm
  • Debris should not be left at any common area and must be cleared from the work area by the end of the day

Approval of repair materials

  • All repair materials must be approved under the HDB Materials List 
    • The approved list of materials is subject to revision from time to time. Materials used must comply with the latest edition of the list


  • At least 2 employees must be skilled in spalling concrete repair work
  • When starting repair works, you need to produce written testimonials from the material supplier stating that all of the workers are trained in handling, mixing, and applying the repair materials
  • Must be HDB Registered Renovation Contractor (RRC)

Precautionary measures

  • Comply with the relevant authorities’ safety measures
  • Provide adequate barricades and warning signs
  • Take every precaution to prevent:
    • Injury to persons
    • Excessive noise, vibrations, and dust nuisance
  • Obtain permission to enter occupied premises
  • In the event of any dispute, the contractor is to indemnify HDB from any claim arising thereof
  • Cover flooring and furniture by a clean material (newspapers excluded)
  • Cordon off the work area within the flat to confine the dust generated from the repair work

Patch repair method for spalling concrete on ceiling

Follow these steps to repair spalled ceiling concrete using the patch repair method

Step 1

Use permitted tools to remove the spalled concrete

  • Hammer and chisel
  • Light pneumatic or electric tools with impact energy not greater than 4Nm
Step 2 Remove rust from the rebar using a wire brush or other approved means. If the cross section of the rebar is reduced by more than 15%, an additional rebar with proper lapping must be added.
Step 3 Thoroughly prime all exposed rebars using an approved rush inhibitor.
Step 4 Apply 1 coat of approved bonding aid to the exposed rebars and concrete surface to ensure good adhesion with the repair material.
Step 5 Patch up the hacked areas using approved polymer modified cement mortar.
Step 6 Paint the patched surface to match the adjacent surface
