1. General

1.1 Enquiries on the availability of the HDB Interchanges Promotional Area, rental charges and layout can be made via the website at www.hdb.gov.sg/emall.

1.2 All applications must be made on the prescribed e-form and submitted online to HDB, Properties & Land Group. A detailed event outline with information on the proposed activities, exhibits, display materials, layout plans, elevation and perspective drawings is required and subjected to approval when the final payment is made. The area usable is available at the website.

1.3 All completed application forms, together with the Application Fee (as stated in clause 2.1), shall be submitted via the website.

1.4 The final total rental charges of an amount determined by HDB and subject to changes shall be paid in full by Nets/cashier's order (for amounts exceeding S$2,000/=) made payable to Housing & Development Board upon confirmation of the booking within three (3) working days.

Receipt of the e-acknowledge form, together with payment, will deem the reservation confirmed. These shall be handed to:Cashiers' Office

1.5 HDB may, in its absolute discretion, grant or refuse any application for use of the Premises without assigning any reason and in such event, the full security deposit and rent chargeable shall be refunded to the User.

1.6 Any cancellation of the Event must be made in writing. On proper notice being received, a refund of all monies, free of interest, which have been paid in advance will be made, subject to the following deductions:-

100% of the total rental charge shall be forfeited if cancellation is made 10 working days or less before the commencement date of the Event.

1.7 All bookings are not transferable and no subletting is allowed.

2. Application Fee (Non-Refundable)

2.1 The application fee payable by the User shall be $200 (before GST) per lot (8sm) per day at the bus interchange by credit card.

3. Enforcement Clause

3.1 All applicants shall comply with the Terms & Conditions as stated. If there is any infringement of the Terms & Conditions, HDB reserves the right to terminate the whole or part of the Event.

4. Usage of the HDB Interchange Promotional Space

4.1 The Premises shall not be used for any purpose or in any manner which in the opinion of HDB may become a nuisance or may give cause for complaint from Bus operators or members of the public.

4.2 The Premises shall not be used for any gathering or activity which is considered by HDB to be political or religious in nature.

4.3 HDB is not responsible for ensuring if 2 similar trades at the interchanges occur simultaneously.

4.4 The trades stated below are NOT ALLOWED at the promotional area:-

Animals or livestock,
Food,
Time-Sharing Marketing/Services,
Lingerie

Users are required to bring in portable water should it be required at the promotional area, i.e. there should be no running of any water hose at the promotional area.

4.5 Retail sales may be allowed at the sole discretion of the HDB

4.6 No helium balloons are allowed at the promotional area, only balloons on stick.

4.7 Exhibition panels, tables, chairs, sound systems, lighting systems or any other articles required by the User for the Event shall be provided by User at their own cost.

4.8 The User is to apply for their own telephone line.

4.9 External amplification of any audio equipment such as microphone, stand-alone TV set or portable radio set are not allowed. Should any mall applicant found violating this clause, the security deposit will be forfeited.

4.10 No distribution of flyers/pamphlets at common area of Interchanges.

4.11 The User shall ensure that no damage be done to the flooring, fittings and fixtures or any other parts of the Premises.

4.12 The User shall ensure that the Premises are kept clean at all times, from the commencement of installation works to final dismantling and removal works.

4.13 HDB shall have the right to terminate the whole or any part of the Event which deems unacceptable and no claims for damages, losses, costs, expenses or otherwise whatsoever shall lie against HDB on account of such termination.

4.14 All free-standing signages shall not exceed 2m heights.4.15All items (e.g. furniture, signages etc.) used by lessees shall be placed within the lot(s) booked.

4.16 The User and his staff shall not be allowed to tout or canvass outside the area rented by him.4.17The User and his staff shall wear identification cards showing the company's name/ logo at all times during the Event.

4.18 All activities of the Event must cease by 10pm daily.

4.19 Overnight storage is not allowed and users are required to remove all items from site after the road show daily.

5. Security

5.1 The User shall be entirely responsible for the security and insurance of the Event, its exhibits and properties.5.2HDB/Bus operators shall not be liable for any damages, loss (including loss of profit and consequential loss), injury or death howsoever caused and suffered by reason of or arising from or in connection with the Event.

6. Insurance, Liability And Risks

6.1 The User shall be entirely responsible for its own exhibits, equipment and properties and such like articles and shall be liable for claims for any damage, loss, injury or death suffered by reason of or arising from or in connection with its use.

6.2 The User shall indemnify and keep HDB/Bus operators fully indemnified from and against all claims, demands, actions losses, costs and expenses (including costs on a solicitor and client basis) of any nature whatsoever which HDB/Bus operators may suffer or incur in connection with loss of life, personal injury. And/or damage to property howsoever caused arising from or in connection with the use of the Premises by the User for the Event including setting-up, and dismantling and removal works.

6.3 Without excluding, limiting or in any way affecting the User's obligation and liability to indemnify HDB/Bus operators, the User shall at its own cost take up and maintain all appropriate insurance.

7. Approval

7.1 The User shall ensure that the Event has been duly approved by the relevant authorities (e.g. FSSD, NEA etc) and shall submit documentary proof thereof to HDB at least fourteen (14) days (unless /otherwise agreed by HDB) before the commencement date of the Event. If such approvals are not obtained and submitted to HDB within the said time period, the Event shall be deemed to be cancelled and the security deposit paid and administration deposit shall be forfeited.

7.2 The User shall liaise directly with the Bus operators (SMRT/SBS Transit) on the electricity power supply. It is subject to their approval and electrical and miscellaneous charges, if any. For Bishan and Bt Batok Bus Interchange, please make payment to SBS Transit and SMRT respectively for miscellaneous charges prior to the setting-up of event. We reserve the rights to revoke the approval if the payments due to Bus Operators is not made.

8. Setting Up And Dismantling

8.1 Setting-up and dismantling work for major installation of any Structures where on-site works are unavoidable shall be carried out after shopping hours i.e. after 10 pm and before 9 am. Each User shall provide its own lighting for the installation and dismantling works.

8.2 If the rental space is found uncleared by the time stipulated in para 8.1 on the last day of the event, HDB/Bus operators reserves the right to discard whatever items left at the space.

8.3 The User shall be required to lay carpet to the whole area let out to him (except for the unsheltered areas). The edges of the carpet shall be held to the floor by using strong and non-stain PVC tape so as to prevent tripping zones.

8.4 Electrical extension cables and cable cords shall be mechanically protected and held to the floor by using strong and non-stain PVC tape.

8.5 The User shall set up an appropriate number of suitable warning signs and shall rope off the work areas during the setting-up and dismantling of the Structures. The User shall exercise all necessary safety precautions during the setting-up and dismantling of the Structures. The User is to ensure that walkways are not blocked during setting-up and dismantling of the Structures.

8.6 The set-up of the Event shall be in accordance with the layout plan as approved by HDB. Any structures set up otherwise will be removed by HDB without notice and all costs incurred in such removal shall be borne by the User.

8.7 Any other use of the space or electrical apparatus must be made known and approved by HDB/Bus operators. All material* must be stacked neatly at all times and must be covered with a cloth, preferable black to maintain a neat sight at all times. Any flattened cartons boxes, unused materials or items must be discarded immediately. Overnight storage of items at bus interchange is strictly not permissible.

8.8 All property belonging to the User must be removed from the Premises immediately on termination of the booking period. HDB/Bus operators reserves the right to sell, dispose or destroy as it may think fit any property so left behind by the User. Any cost incurred in so doing shall be borne by the User. No claims of damages, losses, costs, expenses, or otherwise whatsoever shall lie against HDB on account of such sale, disposal or destruction.

8.9 The User shall make good all damage to the Premises arising or resulting from the aforesaid setting-up and dismantling works.

9. Others

9.1 In the event of breach or non-performance by the User of any of the Terms and Conditions herein mentioned, HDB shall have the right to terminate the agreement for the use of the Premises and the User shall vacate the Premises immediately. In addition, HDB may suspend the User from submitting any application for a period of 60 days for use of the Interchange Promotional area with effect from the date of the letter sent by HDB to the User. Any booking for usage of the Interchange Promotional area made or confirmed before the suspension period shall be treated as cancelled and refunds shall be made in accordance with paragraph 1.5 above.

9.2 In addition to the provisions of paragraph 9.1, HDB may in their absolute discretion at any time during the holding of the Event and without assigning reasons, determine forthwith the agreement for the use of the Premises by notice in writing to the User. Upon receipt of such notice, the User shall vacate the Premises immediately. The User agrees that in the event of such determination the User shall have no claim whatsoever against HDB for damages, losses, costs, expenses or otherwise whatsoever.9.3HDB reserves the right to modify or add to the Terms and Conditions stated herein without prior notice and such modifications and/or additions.

9.4 For all online applications, applicants are to submit a detail activity list to HDB for vetting & approval when they make the final payment. The detail of the activities shall include information such as Vendor Company Name, Nature of trade etc.

9.5 Vehicle access into the Interchange Promotional area for loading / unloading of goods will not be allowed during setup or in the process / duration of any events. Should there be a need for vehicle access into mall area, approval should be sought from the Bus operators.

9.6 HDB collects personal data from you to administer HDB's public housing programmes and services. We may share necessary data with other Government agencies, unless such sharing is prohibited by legislation. This is to enable us to serve you in the most convenient, efficient and effective way. We will NOT share your personal data with non-Government entities, except where such entities have been authorised to carry out specific Government services.
