Terms and Conditions for Application for Citizen Top-Up or Top-Up Grant

Please read the respective Terms and Conditions of the top-up grant that you are applying for your Existing Flat:

A. Citizen Top-Up

Please read the following Terms and Conditions for the Citizen Top-Up before signing the application form.

Citizen Top-Up for Singapore Citizen (SC)/ Singapore Permanent Resident (SPR) household

1. The Citizen Top-Up is a $10,000 housing subsidy that is given to eligible Singapore Citizen (SC)/ Singapore Permanent Resident (SPR) households when a qualifying household member becomes an SC. An SC/ SPR household is defined as a household where there is only 1 SC owner/ applicant and the other family member(s) listed in the flat/ application are SPRs. The SC/ SPR household may apply for the Citizen Top-Up of $10,000, i.e. the difference between the prevailing quantum for SC/ SC household and SC/ SPR household, when the applicant has met 1 of the following conditions:

(a) The SPR spouse subsequently becomes a SC; or

(b) An SC child is born to the SC owner and spouse; or

(c) The SPR parent/ child listed in the application subsequently becomes a SC.

2. The applicant may apply for the Citizen Top-Up within 6 months from the conversion of a SPR spouse/ parent/ child to SC, or birth of an SC child, whichever is earlier. The Citizen Top-Up will only be credited into the CPF account of the applicant or spouse.

3. Upon the sale of the flat, the SC/ SPR household will not be eligible to apply for the Citizen Top-Up.

4. HDB shall have the sole discretion to determine the amount of Citizen Top-Up to be given to the applicant, and distribute it in accordance with the prevailing rules, regulations and policies.

5. Subject to the HDB’s prevailing rules, regulations and policies, the uses of the Citizen Top-Up are as follows:

If the existing mortgage loan is a loan from HDB:
(a) The Citizen Top-Up shall be used for repayment of mortgage arrears first, then any balance of the housing grant thereafter shall be used as a lump sum repayment of the housing loan for an existing resale flat.
(b) If the Citizen Top-Up exceeds the outstanding mortgage loan, the excess will be left in the eligible owner’s CPF account, which can be used for the purchase of another HDB flat in the future. This excess amount cannot be used for other purposes.

If the existing mortgage loan is a loan from a bank:
Subject to the HDB’s prevailing rules, regulations and policies, the Citizen Top-Up shall be used for lump sum repayment in respect of the Bank loan and/ or monthly bank loan instalments. Any excess will be left in the eligible owner’s CPF account, which can only be used for the purchase of another HDB flat in the future. This excess amount cannot be used for other purposes.

Lease administration conditions applicable for Citizen Top-Up

6. The flat given the Citizen Top-Up will be treated as a subsidised flat, and the applicant and his spouse will be considered as having enjoyed a housing subsidy. Therefore, all lease administration conditions and policies for subsidised flats will apply.

7. The Recipient who receives the Citizen Top-Up, is required to observe and comply with, among other conditions, all the following:

(a) The Recipient, his/ her spouse and other essential family members must physically and continuously occupy the flat for the Minimum Occupation Period, which is 5 years for most flats. He may only sell the flat in the open market after the Minimum Occupation Period, subject to the approval of HDB. The Minimum Occupation Period is 10 years and 20 years respectively, for Plus and Prime flats, and Fresh Start Housing Scheme flats. This also applies to the parent/ child of the recipient who has helped him to qualify for the Citizen Top-Up.

(b) Subject to meeting eligibility conditions, the Recipient, his/ her spouse and other essential family members may apply to purchase another flat directly from HDB only after the Minimum Occupation Period has been met.

(c) The Recipient, his/ her spouse and other essential family members may not submit another application to purchase a resale flat or rent a flat. They may not take over the lease or tenancy, or be included as an essential family member of an existing flat during the Minimum Occupation Period.

(d) The Recipient, his/ her spouse and other essential family members may not acquire interest in any private residential property or more than 1 non-residential property during the Minimum Occupation Period.

(e) If the whole flat is rented out at any time, the rental period will not be included in computing the fulfilment of the Minimum Occupation Period. HDB shall have the sole discretion to determine the computation of said period.

Resale levy

8. The Recipient and his/ her spouse will have to pay a resale levy if they subsequently buy another subsidised flat directly from HDB or an Executive Condominium unit from a developer during the Minimum Occupation Period. The amount of the resale levy shall be based on the prevailing rules, regulations and policies as determined by HDB from time to time.

Annulment of marriage

9. If the marriage of the Recipient and his/ her spouse who is either a co-owner or essential family member is annulled, the Citizen Top-Up must be repaid to HDB with interest. The interest rate on the Citizen Top-Up will be determined by HDB.

10. The interest payable is computed based on the interest the recovered Citizen Top-Up would have earned in the CPF Ordinary Account, from the date the Citizen Top-Up was disbursed to the end of the month in which payment is made.

11. Any outstanding amount will be treated as a debt owed by the Recipient(s) and his/ her spouse, even if the spouse is not a co-owner of the flat, to the Government. The Recipient and his/ her spouse will be debarred from buying a flat and/ or renting a flat. They will also be debarred from taking over the lease or tenancy, or being included as essential family members of another flat, until they settle the amount outstanding with interest.

General conditions

12. HDB shall have the right, without prejudice to any other rights, to cancel the application, compulsorily acquire the flat and/ or recover the full Citizen Top-Up with interest at such rate as HDB may determine from time to time, in the following event(s) that the Recipient and/ or the parent/ child:

(a) Breach any of the Terms and Conditions for the Citizen Top-Up

(b) Make any false declaration for the purpose of obtaining the Citizen Top-Up

(c) Give any false information or suppress information in the application form for the Citizen Top-Up or in any other written forms/ undertakings

(d) Become ineligible to purchase or retain the flat

(e) Become or render themselves ineligible for the Citizen Top-Up

(f) Are ineligible for the Citizen Top-Up

13. HDB has the right to recover the Citizen Top-Up with interest if the said flat or any interest therein is sold, transferred, assigned or otherwise disposed of by the applicant or by any mortgagee or any other person on or before the expiration of the Minimum Occupation Period.

14. The interest payable is computed based on the interest the recovered Citizen Top-Up would have earned in the CPF Ordinary Account from the date the Citizen Top-Up was disbursed to the end of the month in which payment is made.

15. HDB has the right and the sole discretion to determine whether to recover the grant in full or in part, the amount of grant to be recovered and the interest to be charged in accordance with the prevailing rules, regulations and policies.

16. If any part of the Citizen Top-Up with interest remains unpaid, this shall constitute a debt owed by him to HDB and/ or the Government. The Recipient will not be allowed to purchase any HDB flat, rent a flat, take over the lease or tenancy of an existing flat or be included as an essential family member of another flat, until he settles his amount outstanding with interest.

17. If the Recipient and/ or the parent/ child fail, refuse or are unable to comply with the above conditions, HDB shall have the right to compulsorily acquire the flat, and the flat owners shall pay any charges and administrative fee required to HDB. The flat owners will be given a compensation to be solely determined by HDB. Such compensation shall be subject to the deduction of all monies owed, including but not limited to, monies owed to HDB and the CPF Board, and the recovery of the Citizen Top-Up with interest.

18. Notwithstanding anything stated in these Terms and Conditions, HDB reserve the right to determine the amount of Citizen Top-Up to be disbursed in accordance with its prevailing rules, regulations and policies. HDB reserves the right to add, delete and/ or vary any of the Terms and Conditions for the Citizen Top-Up at any time it deems fit.

19. HDB reserves the right to rely on any information and/ or records of any other relevant authorities to obtain or verify or use any information relating to or in connection with the application and subsequent lease administration including enforcement of these Terms and Conditions. In this regard, the source of information will not be revealed to the applicants. HDB also reserves the right to write to and request information from all the applicants.

20. HDB collects personal data from you to administer HDB's public housing programmes and services. HDB may share the necessary data with other Government agencies unless such sharing is prohibited by legislation. This is to enable us to serve you in the most convenient, efficient, and effective way. We will notshare your personal data with non-Government entities, except where such entities have been authorised to carry out specific Government services. Note:

The Terms and Conditions of the Citizen Top-Up set out herein are current and may be subject to change from time to time. Such varied or additional conditions shall take immediate effect and be binding on the flat owner/ his Attorney/ Administrator/ Executor/ Public Trustee/ Committee/ Deputy appoint by the Court.

B. CPF Housing Top-Up Grant for Families

Please read the following Terms and Conditions for the CPF Housing Top-up Grant for families for an existing flat, before signing the application form.

Application for CPF Housing Top-up Grant for families for existing flat

Eligibility conditions

1. Citizens who have received the CPF Housing Grant for Singles for their resale flat, or purchased a 2-room Flexi flat as a first-timer under the Single Singapore Citizen (SSC) Scheme, Non-Citizen Spouse Scheme or Non-Citizen Family Scheme and paid a premium of $15,000 may request for a CPF Housing Top-Up Grant when:

(a) He/ she subsequently marries a Singapore Citizen (SC) or Singapore Permanent Resident (SPR)

(b) His/ her non-citizen spouse or child obtains Singapore citizenship or Permanent Resident status

(c) He/ she and the non-citizen spouse have an SC/ SPR child born to them.

2. The applicant must be a Singapore Citizen and if he/ she marries an SC or SPR spouse, the spouse must be a first-timer, i.e. has not enjoyed any housing subsidy before, or another Singles Grant recipient.

(a) The applicant must be a Singapore Citizen and if they marry a SC or SPR spouse, the spouse must be a first-timer (i.e. have not enjoyed any housing subsidy before) or another Singles Grant recipient.

(b) The applicant and/ or spouse:

i. Does not own any other flat, house, building or land or have an estate or interest therein;

ii. Have not, within 30 months before the date of making this application, or between the date of application to the completion of the transaction, acquired/ sold any flat (including any HUDC flat and/ or Executive Condominium), house, building or land of which they were the owners, or divested themselves of any interest therein;

iii. Does not own or do not have an interest in more than one non-residential property, within 30 months before the date of making this application and at the point of this application.

(c) All family members listed in the flat whether as owners or occupiers must also satisfy condition 2(b). HDB may, however, at its sole discretion and depending on the facts, circumstances and merits of each case, exempt a person from this condition upon his application for exemption.

(d) The average gross monthly household income of all persons listed in the flat whether as owners or occupiers for a 1-year period, must not exceed the prevailing income ceiling to buy the flat, with the end of assessment period being 2 months preceding the month of Top-Up Grant application. For example, the 1-year income assessment period will be from May 2024 to April 2025 for an application submitted in June 2025.

(e) The applicant forms a family nucleus together with his co-applicant and/ or essential family members listed in the flat.

(f) The applicant must not be less than 21 years old at the time of application.

Qualifying period for application

3. Applicants must submit their request for the CPF Housing Top-Up Grant within:

(a) 6 months from the date of registration of marriage to an SC/ SPR spouse

(b) 6 months of the spouse/ child obtaining Singapore citizenship/ Permanent Resident status

(c) 6 months from the birth of SC/ SPR child, whichever is the earliest

4. The point of assessment for eligibility for the CPF Housing Top-Up Grant and grant quantum is when the family nucleus first meets the qualifying criterion. Any application submitted after the qualifying period will not be accepted. HDB shall have the sole discretion to determine the amount of CPF Housing Top-Up Grant to be given and distribute it in accordance with HDB’s prevailing rules, regulations and policies.

Application for Enhanced CPF Housing Grant for Existing Flat

Eligibility conditions

5. An applicant who satisfies the conditions of the CPF Housing Top-Up Grant may apply for the Enhanced CPF Housing Grant if the following conditions are satisfied:

(a) At least one applicant or the spouse occupier of an applicant is in continuous employment for the 1-year period that is 2 months preceding the month of application for the Top-Up Grant, and is still employed at the point of application for the Top-Up Grant.

(b) The average gross monthly household income of all persons listed in the flat, whether as owners or occupiers, for the 1-year period that is 2 months preceding the month of application must not exceed $9,000/ -.

Quantum of the Enhanced CPF Housing Grant

6. The quantum of the Enhanced CPF Housing Grant is as follows. HDB shall have the sole discretion to determine the amount of Enhanced CPF Housing Grant to be given and distribute it in accordance with HDB’s prevailing rules, regulations and policies.

¹ The monthly household income is the average gross monthly household income in the 1-year period that is 2 months preceding the month of application for the CPF Housing Top-Up Grant.

² The “Home-for-Life” condition is applicable to both 99-year lease and short-lease flats. The full EHG grant is given if the “Home-for-Life” condition is met, i.e. remaining lease + age of youngest owner or spouse-occupier is at least 95 years, as at date of application. If this condition is not met, the EHG quantum will be prorated.

Application for Proximity Housing Grant for Resale Flat

Eligibility conditions

7. Eligible recipients of the Singles Grant may apply for top-up to the CPF Housing Grant and the Proximity Housing Grant (if eligible). The eligibility criteria to qualify for the Proximity Housing Grant is as follows:

(a) You must meet all the eligibility conditions for a CPF Housing Top-Up Grant for Families; and

(b) You are living with your parents or child in your flat, or your flat is within 4 km of the flat or private residential property that your parents or child are residing in, based on the address reflected in their NRIC.

Quantum of Proximity Housing Grant

8. The quantum of the Proximity Housing Grant is as follows. HDB shall have the sole discretion to determine the amount of Proximity Housing Grant to be given and distribute it in accordance with HDB’s prevailing rules, regulations and policies.

Uses of the CPF Housing Top-Up Grant, Enhanced CPF Housing Grant (if applicable) and Proximity Housing Grant (if applicable)

9. Subject to HDB’s prevailing rules, regulations and policies, the uses of the various Grants are as follows:

If existing mortgage loan is a loan from HDB:

(a) The Grants shall be used for repayment of mortgage arrears first and any balance housing grant thereafter as a lump sum repayment of housing loan for an existing resale flat, either bought with the Singles Grant or bought without any housing grant.

(b) If the Grants exceeds the outstanding mortgage loan, the excess will be left in the eligible owner’s CPF account, which can be used for the purchase of another HDB flat in the future. The amount cannot be used for other purposes.

If existing mortgage loan is a loan from the bank:

Subject to HDB’s prevailing rules, regulations and policies, the Grants shall be used for lump sum repayment in respect of the bank loan and/ or monthly bank loan instalments. Any excess will be left in the eligible owner’s CPF account, which can only be used for the purchase of another HDB flat in the future. The amount cannot be used for other purposes.

Lease administration conditions

10. The flat given the CPF Housing Top-Up Grant will be treated as a subsidised flat and the applicant and his/ her spouse will be considered as having enjoyed a housing subsidy. Therefore, all lease administration conditions and policies for subsidised flats will apply.

11. The applicant (“Recipient”) who receives the CPF Housing Top-Up Grant and the Enhanced CPF Housing Grant (if applicable), is required to observe and comply with, among other conditions, the following:

a) He, his spouse and other essential family members have to physically and continuously occupy the flat for the Minimum Occupation Period, which is 5 years for most flats. He may only sell the flat in the open market after the Minimum Occupation Period, subject to the approval of HDB. The Minimum Occupation Period is 10 years and 20 years respectively, for Plus and Prime flats, and Fresh Start Housing Scheme flats.

(b) Subject to meeting eligibility conditions, he, his spouse and other essential family members may apply to purchase another flat directly from HDB only after the Minimum Occupation Period has been met.

(c) He, his spouse and other essential family members may not submit another application to purchase a resale flat, rent a flat, take over the lease or tenancy, or be included as an essential family member of an existing flat during the Minimum Occupation Period.

(d) He, his spouse and other essential family members may not acquire interest in any private residential property or more than one non-residential property during the Minimum Occupation Period.

(e) If the whole flat is rented out at any time, this period of renting out will not be included in computing the occupation period towards fulfilment of the Minimum Occupation Period. HDB shall have the sole discretion to determine the computation of the said period.

Additional lease administration conditions applicable for Proximity Housing Grants for resale flats

12. The applicant (“Recipient”) who receives the CPF Housing Top-Up Grant and the Proximity Housing Grant (if applicable), his spouse and other essential family members cannot move out to any property during the Minimum Occupation Period.

13. The parents/ child who helped the Recipient qualify for Proximity Housing Grant are required to observe and comply with the following conditions:

(a) They cannot move out of the flat (if they are living with the Recipient) or to any property beyond 4 km of the Recipient’s flat (if they are living near the Recipient) during the Minimum Occupation Period. In the event the parents/ child moves out of the Recipient’s flat to another property or to a property that is beyond 4 km of the Recipient’s flat within the Minimum Occupation Period, HDB may compulsorily acquire the flat and recover the Proximity Housing Grant with interest;

(b) They cannot submit another application to purchase a flat directly from HDB, purchase a resale flat, rent a flat, take over the lease or tenancy, or be included as essential family members of another flat (if they are living with the Recipient) or to a flat beyond 4 km of the Recipient’s flat (if they are living near the Recipient) during the Minimum Occupation Period of the flat; and

(c) If the whole flat is rented out at any time, this period of renting out will not be included in computing the occupation period towards fulfilment of the minimum occupation period. HDB shall have the sole discretion to determine the computation of this period.

Citizen Top-Up for SC/ SPR household

14. For SC/ SPR household, $10,000 of the CPF Housing Top-Up Grant would be withheld and may be restored subsequently when it qualifies for the Citizen Top-Up. An SC/ SPR household is defined as one where there is only one Singapore Citizen (“SC”) owner/applicant and the other family member(s) listed in the flat/application is a Singapore Permanent Resident (“SPR”). The SC/ SPR household may apply for the Citizen Top-Up of $10,000 (difference between the prevailing quantum for SC/ SC household and SC/ SPR household) when the applicant has met one of the following conditions:

(a) The SPR spouse subsequently becomes a SC; or

(b) An SC child is born to the SC owner and spouse; or

(c) The SPR parent/ child listed in the application subsequently becomes a SC

15. The applicant may apply for the Citizen Top-Up within 6 months from the conversion of SPR to SC or birth of an SC child, whichever is earlier. The Citizen Top-Up will only be credited into the CPF account of the applicant or spouse.

16. Upon the sale of the flat, the SC/ SPR household will not be eligible to apply for the Citizen Top-Up.

17. HDB shall have the sole discretion to determine the amount of Citizen Top-Up to be given to the applicant, and distribute it in accordance with the prevailing rules, regulations and policies.

Lease administration conditions applicable for Citizen Top-Up

18. The flat given the Citizen Top-Up will be treated as a subsidised flat and the Applicant and his spouse will be considered as having enjoyed a housing subsidy. Therefore, all lease administration conditions and policies for subsidised flats will apply. 19. The applicant (“Recipient”) who receives the Citizen Top-Up, is required to observe and comply with, among other conditions, the following:

(a) He, his spouse and other essential family members have to physically and continuously occupy the flat for the Minimum Occupation Period, which is 5 years for most flats. He may only sell the flat in the open market after the Minimum Occupation Period, subject to the approval of HDB. The Minimum Occupation Period is 10 years and 20 years respectively, for Plus and Prime flats, and Fresh Start Housing Scheme flats. This also applies to the parent/ child of the Recipient who has helped him to qualify for the Citizen Top-Up;

(b) Subject to meeting eligibility conditions, he, his spouse and other essential family members may apply to purchase another flat directly from HDB only after the Minimum Occupation Period has been met;

(c) He, his spouse and other essential family members may not submit another application to purchase a resale flat, rent a flat, take over the lease or tenancy, or be included as an essential family member of an existing flat during the Minimum Occupation Period;

(d) He, his spouse and other essential family members may not acquire interest in any private residential property or more than one non-residential property during the Minimum Occupation Period; and

(e) If the whole flat is rented out at any time, this period of renting out will not be included in computing the occupation period towards fulfilment of the Minimum Occupation Period. HDB shall have the sole discretion to determine the computation of the said period.

Resale levy

20. The owner and spouse of the flat given the CPF Housing Top-Up Grant will have to pay a resale levy if they subsequently buy another subsidised flat directly from HDB or an Executive Condominium unit from the developer/ within the Minimum Occupation Period. The amount of the resale levy is based on the prevailing rules, regulations and policies as determined by HDB from time to time.

21. If there is another CPF Housing Grant for Singles recipient (e.g. flat was purchased under the Joint Singles Scheme), the other recipient is still liable to pay for his own half share of the resale levy if he subsequently acquires another subsidised flat directly from HDB or an Executive Condominium unit from the developer within the Minimum Occupation Period. The amount of the resale levy is based on the prevailing rules, regulations and policies as determined by HDB from time to time.

Annulment of marriage

22. If the marriage of the Recipient and his spouse (who is either a co-applicant or essential family member) is annulled, the CPF Housing Top-Up Grant for family, the Enhanced CPF Housing Grant, Proximity Housing Grant and Citizen Top-Up (if applicable) must be repaid to HDB with interest. The interest rate on the CPF Housing Top-Up Grant for family, the Enhanced CPF Housing Grant, Proximity Housing Grant and Citizen Top-Up will be determined by HDB.

23. The interest payable is computed based on the interest the recovered CPF Housing Top-Up Grant for family, the Enhanced CPF Housing Grant, Proximity Housing Grant and Citizen Top-Up (if applicable) would have earned in the CPF Ordinary Account, from the date the CPF Housing Top-Up Grant for family, the Enhanced CPF Housing Grant and Citizen Top-Up was disbursed to the end of the month in which payment is made.

24. Any outstanding amount will be treated as a debt owed by the Recipient and his spouse (even if the spouse is not a co-owner) to the Government. The Recipient and his spouse will be debarred from buying a flat, renting a flat, taking over the lease or tenancy, or being included as essential family members of another flat, until they settle the amount outstanding with interest.

25. The parents/ child who have helped the Recipient to qualify for the Proximity Housing Grant will not be debarred from buying, renting or being listed as essential family members of another flat outside the same town/ estate.

General conditions

26. In the event that the Recipient and/ or the parents/ child

(a) Breach any of the Terms and Conditions for the CPF Housing Top-Up Grant, the Enhanced CPF Housing Grant, Proximity Housing Grant and Citizen Top-Up (if applicable);

(b) Make any false declaration for the purpose of obtaining the CPF Housing Top-Up Grant, the Enhanced CPF Housing Grant, Proximity Housing Grant and Citizen Top-Up (if applicable);

(c) Give any false information or suppress information in the Application Form for the CPF Housing Top-Up Grant, the Enhanced CPF Housing Grant, Proximity Housing Grant and Citizen Top-Up (if applicable) or in any other written forms/ undertakings;

(d) Become ineligible to purchase or retain the flat;

(e) Become or render themselves not eligible for the CPF Housing Top-Up Grant, the Enhanced CPF Housing Grant, Proximity Housing Grant and Citizen Top-Up (if applicable); or

(f) Are not eligible for the CPF Housing Top-Up Grant for family, the Enhanced CPF Housing Grant and Proximity Housing Grant and Citizen Top-Up (if applicable)

HDB shall have the right, without prejudice to any other rights, to cancel the application and/ or compulsorily acquire the flat and/ or recover the full CPF Housing Top-Up Grant or part thereof, the Enhanced CPF Housing Grant, Proximity Housing Grant and Citizen Top-Up (if applicable) with interest at such rate as HDB may determine from time to time.

27. HDB has the right to recover the CPF Housing Top-Up Grant or part thereof, the Enhanced CPF Housing Grant, Proximity Housing Grant and Citizen Top-Up Grant (if applicable) with interest if the said flat or any interest therein is sold, transferred, assigned or otherwise disposed of by the applicant or by any mortgagee or any other person on or before the expiration of the Minimum Occupation Period.

28. The interest payable is computed based on the interest the recovered CPF Housing Top-Up Grant for family, the Enhanced CPF Housing Grant, Proximity Housing Grant and Citizen Top-Up (if applicable) would have earned in the CPF Ordinary Account from the date the CPF Housing Top-Up Grant, the Enhanced CPF Housing Grant and Citizen Top-Up (if applicable) was disbursed to the end of the month in which payment is made.

29. HDB has the right and the sole discretion to determine whether to recover the grant in full or in part, the amount of grant to be recovered and the interest to be charged in accordance with the prevailing rules, regulations and policies.

30. If any part of the CPF Housing Top-Up Grant, the Enhanced CPF Housing Grant, Proximity Housing Grant and Citizen Top-Up (if applicable) with interest remains unpaid, this shall constitute a debt owed by him to HDB/Government. The Recipient will not be allowed to purchase any HDB flat, rent a flat, take over the lease or tenancy of an existing flat or be included as an essential family member of another flat, until he settles his amount outstanding with interest.

31. If the Recipient and/ or the parents/ child fail, refuse or are unable to comply with the above conditions, HDB shall have the right to compulsorily acquire the flat and the flat owners shall pay the charges and administrative fee required (if any) to HDB. The flat owners will be given a compensation to be solely determined by HDB, such compensation shall be subject to the deduction of all monies owed, including but not limited to, monies owed to HDB and the CPF Board and the recovery of the CPF Housing Top-Up Grant for family, the Enhanced CPF Housing Grant, Proximity Housing Grant and Citizen Top-Up (if applicable) with interest.

32. Notwithstanding anything stated in these Terms and Conditions, HDB reserve the right to determine the amount of CPF Housing Top-Up Grant, Enhanced Housing Grant, Proximity Housing Grant and Citizen Top-Up to be disbursed in accordance with its prevailing rules, regulations and policies. HDB reserves the right to add, delete and/ or vary any of the Terms and Conditions for the CPF Housing Top-Up Grant for family, the Enhanced CPF Housing Grant, Proximity Housing Grant and Citizen Top-Up (if applicable) at any time it deems fit.

33. Words importing the singular number or the masculine gender herein shall include the plural number or the feminine gender where applicable.

34. HDB reserves the right to rely on any information and/ or records of any other relevant authorities to obtain or verify or use any information relating to or in connection with the application and subsequent lease administration including enforcement of these Terms and Conditions. In this regard, the source of information will not be revealed to the applicants. HDB also reserves the right to write to and request information from all the applicants.

35. HDB collects personal data from you to administer HDB's public housing programmes and services. HDB may share the necessary data with other Government agencies unless such sharing is prohibited by legislation. This is to enable us to serve you in the most convenient, efficient, and effective way. We will not share your personal data with non-Government entities, except where such entities have been authorised to carry out specific Government services. Note:

The Terms and Conditions of CPF Housing Top-Up Grant for family, the Enhanced CPF Housing Grant, Proximity Housing Grant and Citizen Top-Up set out herein are current and may be subject to change from time to time. Such varied or additional conditions shall take immediate effect and be binding on the flat owner/ his Attorney/ Administrator/ Executor/ Public Trustee/ Committee/ Deputy appoint by the Court.
