    Move is part of HDB’s efforts to renew older housing estates and provide residents with a better-quality living environment


    Residents living in Blocks 562 to 565 at Ang Mo Kio Ave 3 can look forward to new homes and an improved living environment within their town under the Selective En bloc Redevelopment Scheme (SERS). The four blocks, comprising 606 units of mainly 3-room and 4-room sold flats, have been identified for SERS as part of the Government’s overall efforts to renew older estates and provide better homes for residents, while preserving community ties. Completed in 1979, the flats in Blocks 562 to 565 at Ang Mo Kio Ave 3 are about 43 years old (see Annex A for the property profile of the flats). Flat owners will be offered new replacement flats located at Ang Mo Kio Drive nearby.


    Flat Owners to Receive Market Compensation for Existing Flat and Assured Allocation of New Replacement Flat



    2          Flat owners will be compensated based on the market value of their flat as assessed by a professional private valuer appointed by HDB. To help defray the expenses incurred in the move, HDB will also pay flat owners a $10,000 removal allowance, as well as the stamp and legal fees for the purchase of a comparable replacement flat.



    3          HDB will build new replacement flats ranging from 2-room Flexi to 4-room units at Ang Mo Kio Drive so that residents can continue living in a familiar environment. Construction of the replacement flats will commence in 3rd quarter 2023 and is estimated to be completed by 3rd quarter 2027.



    4          Flat owners have the option of purchasing these new replacement flats with better design and fittings, located within a precinct with modern and comprehensive facilities, at the designated site at Ang Mo Kio Drive. The replacement flats come with a fresh 99-year lease, almost double the lease of the existing flats by the time the residents move out in end 2027. Eligible flat owners may receive a SERS grant of up to $30,000 and take out a housing loan from HDB for the purchase of their replacement flat. They can also select replacement flats together with their neighbours or relatives, to live near one another. In this way, SERS helps to preserve existing community ties by enabling residents to move en bloc to new replacement flats. The implementation plan and rehousing benefits package for the flat owners are shown in Annexes B and C respectively.

    5          Residents will enjoy convenient access to the Ang Mo Kio and Yio Chu Kang MRT stations, as well as to shops and eateries such as the Cheng San Market and Cooked Food Centre. A wide range of sports and recreational facilities is also available at the Yio Chu Kang Sport Centre. Details on the replacement site at Ang Mo Kio Drive can be found in Annex D.



    Personalised Support for Residents to Ensure Smooth Transition to New Homes



    6          HDB will conduct door-to-door house visits to explain the scheme to each household and address concerns that they may have. We will also be holding an exhibition and a series of sharing sessions to provide residents with more details, as follows:

    7          As the entire SERS process takes an average of five years or more from the point of announcement to the time the residents move into their new homes, HDB will assign a SERS Journey Manager to every household to guide them through the process. The Journey Managers will offer personalised support and information, as well as the necessary assistance to facilitate a smooth transition to their new homes.



    8          As part of HDB’s efforts to strengthen community ties and engender a greater sense of belonging among residents to their new precinct, we will also provide opportunities for residents to shape their new living environment. These include naming of the new precinct and collectively deciding on the use of certain spaces within the precinct.



    HDB Estates Continually Refreshed to Keep Pace with Residents Needs



    9          SERS is part of HDB’s overall efforts to renew older estates and provide better quality homes for residents, along with other rejuvenation programmes such as the Remaking Our Heartland (ROH) programme, Neighbourhood Renewal Programme (NRP), and Home Improvement Programme (HIP). An overview of these estate renewal programmes is appended in Annex E.



    10        Precincts are chosen for SERS taking into account factors such as their redevelopment potential (i.e. precincts where the land can be better utilised), the availability of suitable replacement sites and the Government’s financial resources. Only about 5% of all HDB flats are suitable for redevelopment under SERS, and most of these projects with high redevelopment potential have already been selected for the scheme. To date, more than 41,000 households in 82 sites (including the latest site) have benefited from SERS.



    11        Over the years since it was built in the 1970s, Ang Mo Kio has undergone various upgrading programmes to ensure that it remains relevant in meeting the diverse needs of residents. The latest SERS announcement in Ang Mo Kio will enable existing residents of the four blocks to move into new homes nearby, and also offer opportunities for other flat applicants to apply for the surplus flats at the replacement site. Apart from this, HDB will also continue to offer more Build-to-Order (BTO) projects in Ang Mo Kio town where feasible, to meet the demand from home buyers. Interested applicants can look out for the BTO exercise in August 2022, where we will be offering a range of flat types in Ang Mo Kio.
