Singapore Landscape Architecture Awards (SLAA) 2022

HDB won 9 Singapore Landscape Architecture awards at the Singapore Landscape Architecture Awards (SLAA) Ceremony and Gala Dinner on 12 December 2022. Organised by the Singapore Institute of Landscape Architects, the biennial SLAA celebrates the works of landscape architects and promote landscape design innovation in various disciplines.

ASEAN Outstanding Engineering Achievement Award 2022

The R&D project ‘Rapid Classification of Soil using Artificial Intelligence’ was awarded the ASEAN Outstanding Engineering achievement Award at the Conference of ASEAN Federation of Engineering Organisations (CAFEO) in Cambodia on 7 December 2022.

HDB collaborated with NUS to develop a first-of-its-kind artificial intelligence technology system which incorporates computer vision with rapid geotechnical testing methods to quickly and accurately classify excavated soil, which allowed HDB to carry out the land reclamation in a more cost-effect and environmentally sustainable manner.

Public Sector Pro-Enterprise Initiative Bronze Award (July 2021 - June 2022)

HDB’s project LinkFM, a centralised platform on mobile app and web portal to enable an end-to-end workflow management for HDB staff and external vendors, bagged the Public Sector Pro-Enterprise Initiative Bronze Award at the Pro-Enterprise Panel – Singapore Business Federation (PEP-SBF) Awards Ceremony on 29 November 2022.

This award celebrates and recognises the public and private sectors’ contributions towards a pro-enterprise regulatory environment.

Municipal Services Awards 2022

Seven HDB officers were presented with the Municipal Services Awards (MSA) Apex awards at the MSA Ceremony held on 29 November 2022.

The awards recognise the efforts to resolve municipal issues in an integrated and citizen-centric manner.

The winning projects are:

Drones and Artificial Intelligence (AI) for Building Façade Inspections
HDB collaborated with BCA, NRF and ESG to develop local capabilities in drone inspection and visual analytics technology. The solution centred on developing a new inspection system using drones and AI to analyse and identify defects autonomously. Captured images of building façade and analysis of defects can now be processed at a higher speed using AI. The use of these technologies contributes to a safer and more efficient building inspection and maintenance process.

Switch for Community
HDB worked with PA and Switch – a workplace solutions provider -- to pilot work booths within Bukit Timah Community Club and Trivelis Residents’ Network Centre. This provides an alternative workspace for residents in need of conducive working spaces during their work-from-home days, at affordable prices and in convenient locations.

Ong Teng Cheong Labour Leadership Workplace Partnership Award

For the fourth consecutive year, HDB and HDB Staff Union (HDBSU) were honoured with the OTCi Workplace Partnership Award (Double Platinum) at the Ong Teng Cheong Institute (OTCi) Awards and Graduation Ceremony on 26 November 2022.

This award is strong affirmation of the trusted partnership between HDB and HDBSU in the area of staff development. It also recognises our sustained efforts in strengthening labour management relations through the programmes organised by the institute.

Singapore Concrete Institute (SCI) Awards 2022

HDB’s project, Repetitive Pre-finished Prefabricated Volumetric Construction Design at Tampines GreenJade, was conferred with the Singapore Concrete Institute (SCI) Excellence Awards at the 44th SCI Charity Gala Dinner on 18 November 2022.

The award recognises the contributions of organisations and individuals in enhancing construction productivity through cost-efficient civil engineering innovations.

Tampines GreenJade implemented a repetitive Pre-finished Prefabricated Volumetric Construction (PPVC) design that enables same precast modules to be used across different flat types. This has resulted in higher material savings and productivity.

The innovative PPVC design also provides flexibility for future space reconfiguration needs of residents, and enhances safety and upfront provision of façade cast-in hooks and future maintenance.

Singapore HEALTH (Helping Employees Achieve Life-Time Health) Award 2022

HDB received the Singapore HEALTH Organisational Champion Achievement Award at the Health Promotion Board's award ceremony on 11 November 2022 for our notable efforts in promoting workplace health and healthy living, as well as our staff.

The award affirms the efforts of HDB and Club HDB in championing workplace health across all aspects of organisational culture, as well as through our policies and programmes.

Institution of Structural Engineers (IStructE) Singapore Structural Awards 2022

HDB’s project GeoBarrier System (GBS) won the Institution of Structural Engineers (IStructE) Structural Awards - Commendation Award for Sustainability at the IStructE Structural Awards Night on 11 November 2022.

The award recognises the outstanding projects that exemplify innovation, buildability, sustainability and being green.

The GBS uses its unique hydraulic properties to enhance slope stability and retain slopes at steep angle. This helps to optimise land spaces and makes GBS a reliable alternative option to traditional concrete walls. The GBS also features planting bags specially developed to support lush greenery on steep slopes.

BCA Universal Design Excellence Award 2022

HDB was awarded the Universal Design (UD) Excellence Award on 10 November 2022 for its holistic design strategies at Waterfront I & II @ Northshore.

This BCA Award recognises outstanding projects which demonstrate exemplary UD implementation in buildings, as well as innovative and user-friendly designs.

To create a comfortable living environment and facilitate inter-generational bonding within the community, Waterfront I & II @ Northshore were specially designed to be inclusive and benefit persons with disabilities, the elderly and families with young children. Key features included two levels of barrier-free access that seamlessly connect the precinct and its adjacent amenities such as the neighbourhood centre (Northshore Plaza I & II), LRT station, bus stops and green spaces via sheltered linkways and link bridges, as well as a range of social communal facilities from a childcare centre to Active Ageing Hubs that cater for different needs of the residents. All flats also come with UD features such as wider corridors and ramps.

NTUC Labour Management U Safe Champion Award 2022

For HDB’s exemplary efforts in Workplace Safety & Health (WSH), HDB was conferred the National Trades Union Congress (NTUC) Labour Management U Safe Champion Award on 1 November 2022. The awards by the NTUC WSH Secretariat recognise HDB and HDBSU for being key partners in improving the safety and health of our workers, and strong drivers of the WSH initiatives.

With the safety, health and well-being of HDB staff as our top priorities, HDB and HDBSU have been working together to strengthen staff capabilities and introduce various initiatives such as the WSH Seminar 2022 to raise staff awareness in WSH.

Global Future Design Awards 2022

Two HDB projects Tampines GreenJade and Tampines GreenGem were awarded the prestigious Global Future Design Awards by the Architecture Press Release on 17 October 2022.

The award recognises outstanding ideas that redefine architecture design through the implementation of novel technologies, materials, programs, aesthetics, and spatial organisations along with studies on globalisation, flexibility, adaptability, and the digital revolution.

IFLA AAPME Awards 2022

5 HDB projects were recognised at the International Federation of Landscape Architects (IFLA) Africa, Asia Pacific & Middle East (AAPME) Awards 2022 on 30 August 2022. This award recognises landscape architecture and resilience in our cities and environment for projects within the AAPME regions.

Award of Excellence

Yishun Boardwalk’s park design is integrated with the Khatib Bongsu park connector and the future nature park. The park is also planned to retain existing vegetation and to enhance the habitat with Active, Beautiful, Clean Waters (ABC Waters) design features.

Tampines GreenQuartz features a series of thematic playgrounds that enhances the urban design and green connection of within the large 13-block development.

Tengah Parc provides a holistic landscape set in a park-like environment, to encourage active living and promote healthy behaviours across all ages. The overall design aims to enhance the health and wellness of the community.

Honourable Mention

Queen’s Arc spotlights the theme of health and wellness in its overall design. From active community and health trails to an integrated Community Wellness Hub, residents can enjoy these offerings designed to provide social, physical and mental wellness.

Tampines GreenJade showcases a seamless integration of landscape features with its building form and infrastructure. The landscape design taps into the benefits of ecosystem services such as stormwater management, habitat provision and recreational opportunities.

Singapore Environmental Achievement Awards 2022

On 23 August 2022, HDB brought home the Singapore Environmental Achievement Award under the Green Innovations Category for its sustainability efforts. The award recognises the overall environmental stewardship by organisations and is in support of the Singapore Green Plan, which seeks to rally and inspire everyone to take action towards environmental initiatives.

The two green initiatives are :

UrbanWater Harvesting System (UWHS)

Developed by HDB's Building & Research Institute, the patented UWHS enables rainwater harvesting and stormwater detention for recycling of rainwater within new HDB developments. The system filters visible solid particles from surface runoff, before collecting it for treatment and using it for irrigation and washing of common areas. It also detains stormwater and releases it slowly to mitigate flood risks.

Offshore Floating Solar System (FSS)

The offshore FSS optimises the use of reservoirs and the sea to produce a large amount of clean energy to meet the increasing energy demand for industrial, commercial and residential needs. HDB collaborated with stakeholders to deploy a large scale FSS off the coast of Woodlands, using HDB’s patented floating modular system to hold the solar panels. It is expected to produce an estimated 6 million kilo-watt hours of clean energy per year, equivalent to powering 1,255 4-room flats, with an annual reduction in carbon emissions estimated at 3.011 tonnes.

MND Minister's Award 2022

Three HDB teams received the Minister’s Award at the MND National Day Observance Ceremony on 8 August 2022. This award recognises significant team-based projects that contribute to MND’s vision of transforming Singapore into ‘An Endearing Home, A Distinctive Global City’.

The winning projects are :

Prime Location Public Housing (PLH) Model

This public housing model, with its unique policy parameters, ensures that new public housing built in prime locations remain affordable and accessible for a wide range of Singaporeans, thus preventing social segregation, while ensuring equity among flat buyers and fiscal sustainability. The team, in collaboration with MND, adopted a large-scale consultative approach and engaged over 7,500 Singaporeans from diverse backgrounds to hear their views.

Stakeholder Engagement Approach for Ulu Pandan Estate

A consultative partnership and engagement approach was adopted for the development of Ulu Pandan, to balance nature conservation and development plans. HDB collaborated with MND, NParks and URA and adopted a science-based approach to review the development plans. The review incorporated findings from the environmental studies as well as feedback from different stakeholders, to achieve a balance between development and nature conservation. The project underscores the importance of adopting a multi-pronged public communications and engagement approach for complex and challenging developments.

Assisted Novation of 5 HDB Projects

The first-of-its-kind assisted novation was an unprecedented procurement approach that facilitated the successful onboarding of new contractors to replace a defaulting contractor within 1 month, compared to 4 months using conventional approaches. The bold approach showcased great innovation and collaboration within HDB and across agencies, which averted a major delay in the completion of 5 building projects affected by the sudden cessation of works by the defaulting contractor.

The Asset Triple A Awards 2022

HDB and UOB's joint project “Overhaul of the paper application process via eGIRO” was awarded the Best Payments and Collection Solution at The Asset Triple A Treasury, Trade, Sustainable Supply Chain and Risk Management Awards Ceremony on 6 July 2022.

The Asset Triple A awards recognise companies and financial institutions that have launched or implemented initiatives in corporate treasury management, trade finance, supply chain and risk management.

Active, Beautiful, Clean (ABC) Waters Certification 2022

Six HDB projects were awarded the Active, Beautiful, Clean Waters (ABC Waters) Certification at the ABC Waters Certification Award Ceremony on 20 April 2022. They are; Alkaff Oasis, Kallang Breeze, Toa Payoh Ridge, Waterfront I & II @ Northshore and West Scape @ Bukit Batok.

This certification recognises public agencies and private developers for implementing ABC Waters design features in their developments.

Total Defence Awards - NS Advocate Award (Organisations) 2021

HDB was awarded the NS Advocate Award during the Total Defence Award Dinner held on 23 March 2022.

The award is the highest accolade awarded to businesses or organisations for their exemplary support towards Total Defence.

Recognition of Excellence (RoE) Award 2021

On 16 February 2022, HDB was awarded the prestigious Recognition of Excellence (RoE) Award for its HDB Smart Enabled Home project. This award recognises organisations for their innovative use of technology to optimise government processes, deliver citizen-centric services and push new boundaries.

The HDB Smart Enabled Home initiative aims to enhance the living experience in HDB homes through Smart Living. These homes are equipped with additional infrastructure such as Smart distribution boards/sockets, which enables residents to monitor their electrical usage across household appliances. With the information, residents will be able to make informed choices to effectively moderate the use of their home appliances and better manager their utility bills, thus encouraging green, sustainable living. Additional infrastructure such as power and data points also to facilitates residents’ adoption of smart home solutions.

International Design Awards 2021

HDB’s Punggol Northshore district was awarded a Bronze at 2021 International Design Awards (Architecture – Urban Design Category) on 11 January 2022. This award recognises outstanding design visionaries and works in Architecture and other areas worldwide.

Located at the North-eastern part of Singapore, Punggol Northshore district is home to the HDB’s 1st smart & sustainable waterfront precincts, Northshore Residences I & II and Waterfront I & II @ Northshore. The two precincts are a living laboratory for smart and sustainable design approaches and initiatives, and are also classified as Smart & Sustainable High-density Residential projects in Singapore.






BCA Awards 2021

The BCA Awards recognise developers and architects who adopt the philosophy of designing buildings that are accessible and user-friendly for everyone.

 

HDB projects received 9 awards in 2021, comprising 1 Integrated Digital Delivery Award for Tampines N6 C4&C5, 2 Universal Design Mark Awards for Tampines GreenWeave & Clementi Crest,  2 Construction Excellence Awards for Macpherson Spring & Tampines Greenview and 4 Green Mark Awards for Punggol Point Crown, EastDelta@Canberra, Casa Spring@Yishun & EastGlen@Canberra.

Asia Pacific (APAC) Eldercare Innovation Awards 2021

On 3 December 2021, HDB’s Roller Rack project was conferred the Innovation of the Year (Assistive Living Lifestyle Product) Award, under the Asia Pacific Eldercare Innovation Awards, held in conjunction with the World Ageing Festival.  This award recognises organisations that have demonstrated eldercare innovation in their business, operational and service models to improve the quality of life for seniors.

To overcome the need for residents to lift heavy bamboo poles to hang laundry, the HDB designed and patented an external retractable clothes drying rack which enables the in-built poles to be extended and retracted close to the wall.  This helps residents to hang and retrieve their laundry easily.  With positive residents’ feedback from the pilot in Ang Mo Kio, the external retractable clothes drying rack will be implemented under future Home Improvement Programme (HIP) projects.
 

Digital Services Awards 2021

On 6 December 2021, HDB’s MyNiceHome portal emerged the overall winner of the Best Usability Award category. Launched in 2012, MyNiceHome is a one-stop portal providing homebuyers and residents with interesting articles and useful guides about the HDB home-buying journey, renovation tips and design ideas, as well as fun facts of towns and estates.

 

Organised by the Government Technology Agency of Singapore (GovTech), the Digital Services Awards (DSA) recognises agencies for their achievements and commitment in maintaining excellent digital service standards for the public.

Ong Teng Cheong Institute Workplace Partnership Award 2021

HDB and HDB Staff Union (HDBSU) were conferred the Ong Teng Cheong Institute (OTCi) Workplace Partnership Award (Double Platinum) on 20 November 2021. This award recognises the strong labour management relations that HDB and HDBSU have built over the years by taking part in programmes organised by the Institute.

 

HDBSU also received the Leadership Trailblazer Award (Double Platinum) for its excellent commitment to leadership and staff development through the Institute’s programme.

Singapore Computer Society (SCS) Enterprise Architecture Achievement Award 2021

On 19 November 2021, HDB’s Enterprise Architecture (EA) was conferred the Achievement Award in Digital Transformation & Innovation at the inaugural Singapore Computer Society Enterprise Architecture (SCS EA) Awards 2021. HDB’s EA practices have enabled us to perform systematic business process reviews, digitalise our business processes, and leverage technology to drive organisational change.

 

The SCS EA Awards recognise organisations that have successfully established EA to drive business transformation, key technology adoption and resource optimization which fulfil the organisation’s strategic objectives.

Municipal Services Award (MSA) 2021

The Municipal Services Award (MSA) is part of the OneService Recognition Framework to shape a culture of positive mindset and encourage inter-agency collaboration in municipal service delivery. It aims to motivate staff from partner agencies and Town Councils by recognising their efforts to resolve municipal issues in an integrated and citizen-centric manner.

On 17 November 2021, a total of 40 HDB officers received awards under Tiers 1, 2, and 3 (Apex) categories.  They were part of 15 inter-agency teams that went beyond organisational boundaries to improve service delivery and the living environment for Singaporeans.

Pro-Enterprise Panel – Singapore Business Federation (PEP-SBF) Award 2021

At the Pro-Enterprise Panel – Singapore Business Federation (PEP-SBF) Award Ceremony on 17 November 2021, HDB was awarded the Best Pro-Enterprise Suggestion (Supporting Agency) for streamlining the criteria and process of application for businesses to be listed in HDB’s Directory of Renovation Contractors, removing the requirement to submit photographic proof of the business office, and thus reducing processing time.

 

The PEP-SBF Awards recognise the achievements of businesses, trade associations and chambers of commerce, as well as government agencies in working together to create a more pro-enterprise regulatory environment in Singapore.

Institute of Engineers Singapore (IES) Prestigious Engineering Achievement Awards 2021

On 11 November 2021, HDB and NUS’s joint R&D project, “Rapid Classification of Soils using Artificial Intelligence” was awarded the IES Prestigious Engineering Achievement Awards 2021, under the Applied Research and Development category. The first-in-kind rapid classification system incorporates artificial intelligence with rapid geotechnical testing methods to quickly and accurately classify excavated soil. This improves productivity at HDB’s Staging Grounds, allowing HDB to carry out land reclamation in a more cost-effective and environmentally sustainable manner.

 

The IES Prestigious Engineering Achievement Awards recognise the outstanding achievements of engineers in Singapore.

Global Future Design Awards 2021

On 10 November 2021, HDB’s projects Punggol Northshore, Tampines GreenGlen and Tampines GreenCrest were conferred the Global Future Design Awards for their outstanding and innovative architectural designs. These HDB projects were among 114 winning projects from across Greater China, Americas, Europe and Asia, and also among the 3 winning projects from Singapore.

 

This award recognises outstanding ideas that redefine Architecture design through the implementation of novel technologies, materials, programs, aesthetics, and spatial organisations along with studies on globalisation, flexibility, adaptability, and the digital revolution.

Singapore International Chamber of Commerce (SICC) Award 2021

On 19 October 2021, HDB, NTU and Hocklim Engineering Pte Ltd won the Singapore International Chamber of Commerce (SICC) Award for ‘Most Sustainable Collaboration’ for the joint efforts in enhancing the GeoBarrier System. This award recognises collaborative innovations that have contributed to building a more sustainable environment and a low carbon future.

 

The GeoBarrier System, which is largely made of materials from recycled concrete, enhances slope stability to withstand intense rainfall with an innovative water drainage system. The system also allows the integration of greenery, thus reducing the urban island heat effect to create a cooler environment.

Excellence in Environmental Engineering & Science Award

HDB’s “Floating Wetlands in Pulau Ubin” project won the Excellence in Environmental Engineering and Science Honor Award on 21 October 2021. More than 6,000 floating modules were used to create the floating wetlands system at Pekan Quarry on Pulau Ubin, forming a layered landscape to extend greenery into the waterbody, and acts as a roosting site for wildlife. The floating system is also one of the largest man-made projects in Southeast Asia.

 

The award recognises projects and initiatives that possess a holistic environmental perspective, innovation, proven performance, customer satisfaction, as well as contribution to an improved quality of life and economic efficiency.

IFLA Asia-Pac Landscape Architecture Awards

HDB was conferred six awards at the International Federation of Landscape Architects (IFLA) Asia-Pacific Landscape Architecture Awards Ceremony on 18 October 2021. HDB’s Parc Residents at Tengah and Punggol Point Cove won the Excellence Award, while SkyResidence & SkyOasis@Dawson, Tampines GreenGem, SkyParc@Dawson and St George’s Towers won the Honourable Mention Awards.

 

The IFLA awards showcase and recognise the work of landscape architects in the Asia-Pacific region and their achievements in shaping a better living environment.

Singapore Institute of Planners (SIP) Award 2021

On 16 September 2021, HDB received three awards at the 7th Singapore Institute of Planners (SIP) Planning Awards ceremony. Tengah Master Planning and HDB Smart Hubprojects received the Gold Award under the category “Excellence in Planning Award 500 & up to 5000 Ha” and “Excellence in Panning Driven by Innovative Urban Solution & Technology” respectively. Deputy Director (Sustainable Urban Future) Mr Derek Chik was also recognised with the Young Planners Award.

 

Held bi-annually since 2008, the prestigious SIP Planning Awards program recognises urban planners and consultancy firms in Singapore and beyond for their excellence in urban planning with emphasis on areas such as inclusivity, liveability, sustainability and resiliency.

ASEAN Energy Awards 2021

On 15 September 2021, HDB’s Oasis Terraces was selected as the 1st Runner-Up under the “New & Existing Buildings” category of the Energy Efficient Building Award, as part of the ASEAN Energy Efficiency and Conservation Best Practices Awards 2021.

 

Completed in 2018 and located along My Waterway@Punggol, Oasis Terraces is a mixed-use development comprising 6 storeys of commercial facilities.  It is designed with several smart and sustainable features such as motion-sensor lighting, sensor-activated fans and solar panels on the rooftops.  The development also has a rainwater harvesting system that treats surface water runoff and a sensor-triggered irrigation system to distribute water to designated planting zones.

 

The annual ASEAN Energy Awards is Southeast Asia’s highest award for excellence in the field of energy efficiency and conservation (EE&C) in buildings and green buildings, as well as aim to promote awareness on EE&C in buildings, encourage the utilisation of resources efficiently and increase public awareness in green buildings.

Urban Land Institute (ULI) Global Awards for Excellence 2021

HDB’s Kampung Admiralty and Punggol Town projects were both awarded the Urban Land Institute (ULI) Global Award for Excellence on 16 August 2021. This award recognise excellence in land use practice across disciplines such as architecture, design, planning, construction and resiliency.

 

Designed as a ‘vertical kampung’, Kampung Admiralty is a new housing typology that promotes inclusive active ageing and encourages social interaction among the community. It integrates affordable housing for seniors, amenities, healthcare services as well as communal and green spaces in a single location.

 

Punggol is HDB’s first smart and sustainable town, and a testbed for many eco-features such as solar panels and centralised recycling chutes. It boasts the iconic Punggol Waterway, its many parks and waterfront promenades, as well as the Punggol Digital District. Punggol’s innovative approach to urban planning, urban design and community engagement serves as a model for large-scale, high density townships, where residents can enjoy a more liveable and sustainable living environment.

Ministry of National Development Minister's Award (Team) 2021

Five HDB projects won the Minister’s Award (Team) at the MND National Day Observance Ceremony on 6 August 2021. The award recognises innovative team-based projects that contribute to MND’s vision of transforming Singapore into ‘An Endearing Home, A Distinctive Global City’.

HDB Smart Hub – Transforming Singapore’s Public Housing into Estates that Learn

 

Envisioned as a one-stop information hub to supporting HDB estate operations, the Smart Hub is capable of integrating and processing data on estate maintenance, management and sustainability efforts in all our towns. Through the use of data analytics, data collected via sensors provide insights into the planning and design of the built environment and enable our towns to be more sustainable, resource efficient and resilient.

 

Construction of Common Services Duct (CSD) in Tengah Town

 

A first-in-kind system, the CSD design in Tengah Town revolutionises the way utility services can be laid in Singapore. This innovative and cost-effective solution co-locates the electrical and telecommunication cables within underground cable duct banks to save space and minimise future road openings. This CSD design also has the potential to be implemented in any HDB town.

 

Food and Groceries on Wheels at HDB Car Parks

 

To bring convenience to elderly and physically-challenged residents and allow them to make essential purchases at their doorstep, HDB worked with NTUC FairPrice, BreadTalk, and various agencies to bring grocery and food trucks into HDB car parks during the Circuit Breaker in 2020.

 

Enhanced CPF Housing Grant (EHG)

 

The EHG was introduced in Sep 2019 (CCG: added date for record purposes) aims to increase affordability and accessibility of public housing for Singaporeans.  It replaced the Additional CPF Housing Grant and the Special CPF Housing Grant, thus simplifying the grant structure. Community Care Apartments

 

In collaboration with Ministry of Development’s (MND) Housing Division and Ministry of Health (MOH), this new public housing assisted living concept was developed in consultation with seniors, caregivers and healthcare professionals. Piloted in Bukit Batok, the Community Care Apartments integrates senior-friendly housing with services that cater for individual care needs and programmes to enable meaning full participation and social interactions amongst residents. This supports our seniors to live an active lifestyle and age independently.

Public Sector Transformation (PST) Awards 2021

On 30 July 2021, two HDB projects were conferred the Public Sector Transformation (PST) Awards in recognition for their exceptional efforts and outstanding contributions towards customer service and innovation. HDB’s “Lively Places Challenge” and “3D Concrete Printing for Construction” projects were awarded the Citizen Engagement Excellence Award and Dare to Do Award, respectively.

 

The PST Awards is a Whole-of-Government platform which recognises and rewards public officers and public agencies for excellence in their work and organisational practices. The awards are aimed at encouraging officers and agencies to pursue PST by recognising best practices, as well as desired behaviours and values that undergird achievements.

Active, Beautiful, Clean Waters (ABC Waters) Certification 2021

Six HDB projects were awarded the Active, Beautiful, Clean Waters (ABC Waters) Certification at the 2021 ABC Waters Certification Award Ceremony on 1 July 2021, in recognition of HDB’s efforts in integrating the landscapes and water drainage systems to achieve sustainable stormwater management. These projects are Alkaff Vista (Bidadari), Clementi NorthArc, Jurong West Jewel, Matilda Sundeck (Punggol), Waterway View (Punggol) and SkyOasis@Dawson.

 

The ABC Waters design concept enhances the aesthetics and biodiversity of our landscape, and in turn, creates new and innovative recreational spaces within the HDB living environment for all to enjoy.

Urban Land Institute (ULI) Asia Pacific Awards for Excellence 2021

HDB’s projects Kampung Admiralty and Punggol Town were awarded prestigious awards at the ULI Asia Pacific Summit on 24 May 2021. The awards recognise excellence in land use practice across disciplines such as architecture, design, planning, construction and resiliency.

Kampung Admiralty, the first-of-its kind development in Singapore, co-locates public housing for seniors, healthcare, social-communal and commercial facilities all under one roof to help seniors stay active and age well in place. Green spaces are woven into the ‘vertical kampung’ design, allowing biodiversity and community gardening to thrive.

Punngol, Singapore’s first eco-town, is planned with 11 distinctive districts and designed based on the theme of ‘Water and Nature’. Many smart initiatives are being test bedded in Punggol town to create a sustainable and pleasant living environment. The green and community corridors also help bring greenery and communal spaces closer to homes, and provide seamless connection to amenities within the precincts.

Landscape Excellence Assessment Framework (L.E.A.F.) Certification

HDB’s developments Dawson Vista and Forfar Heights have received the Landscape Excellence Assessment Framework (LEAF) Silver certification, while the Pekan Quarry Floating Wetlands received the LEAF Silver and Special Mention certifications.

Established in 2008 by National Parks Board (NParks), the awards recognise the greening efforts in urban development projects.

Firefly Silver Award 2020

HDB’s joint project with A*STAR, the Integrated Environmental Modeller (IEM) won the Firefly Silver Award on 4 February 2021. The awards platform by Ministry of Trade and Industry (MTI) celebrates the best of ideas and recognises teams and individuals within the MTI family who have exemplified strengths in and contributed to innovation and borderless collaboration. Specifically, the Innovative Project/ Policy celebrates innovative projects or policies that advance MTI’s mission of promoting economic growth and creating good jobs.

IEM was created based on open source and proprietary codes, and studies the impact of multiple environmental factors such as solar, wind, temperature and traffic noise. IEM is a first-of-its-kind tool that provides complex multi-physics coupling, system integration, high scalability, with ground truth sensor validation, and has been successfully adopted by end users.


International Design Awards 2020

HDB’s Parc Residences@Tengah Build-To-Order project was awarded a Bronze at the 2020 International Design Awards (Architecture - Low Cost Housing Category) on 1 February 2021. This award recognises outstanding architecture works worldwide.

Parc Residences@Tengah is the first development of Park district in the new Tengah town. Its design focuses on the well-being of its residents, and features extensive landscaped spaces to promote walkability and healthy living. The development is designed with a new-generation Neighbourhood Centre, which combines everyday services, a polyclinic and a large community events plaza all under one roof,making it a social and wellness hub.

The development also features a centralised cooling system, building-integrated photovoltaics, and electric vehicle charging infrastructure, all managed by an AI-powered “Energy Concierge” system that acts like a central brain to optimise the energy flow throughout the town.


SIA Architectural Design Award 2020

Tampines GreenRidges, an HDB Build-To-Order project, was conferred the Singapore Institute of Architects (SIA) Architectural Design Award on 1 December 2020 , for excellence in architectural design.

At Tampines GreenRidges, architects cleverly weaved a green deck with a semi-basement car park throughout the development. The car park is topped with a generous communal landscape that serves as a continuous and convenient link to all blocks in the development, thus creating a pleasant walking experience for pedestrians. The housing blocks also use precast panels on the façade, which creates graphic variation and a distinct identify for the development.

Ong Teng Cheong Institute Workplace Partnership Award (Double Platinum) 2020

On 21 November 2020, HDB and HDB Staff Union (HDBSU) were honoured with the Ong Teng Cheong Institute Workplace Partnership Award (Double Platinum) for the second consecutive year.

The award is conferred upon union-management partnerships to acknowledge their strong and sustained efforts in strengthening labour-management relations through programmes organised by the Institute. Earning the Double Platinum is no easy feat, and it reaffirms the continued joint efforts between HDB and HDBSU in building industrial relations-related knowledge and competencies amongst our staff.


Public Sector Pro-Enterprise Initiative (Gold Award)

HDB’s joint project with the Singapore Food Agency (SFA), Environmental, Social, and Corporate Governance (ESG), Singapore Land Authority (SLA) and Urban Redevelopment Authority (URA), ‘Food and Groceries on Wheels in HDB Car Parks to Help Residents Through COVID Circuit Breaker and Beyond’ won the Public Sector Pro-Enterprise Initiative Gold Award on 20 November 2020. The award recognises public agencies which have pro-actively implemented useful initiatives to serve businesses better.

During the COVID-19 Circuit Breaker period, agencies (HDB, SFA, ESG, SLA, URA) launched a regulatory sandbox for NTUC FairPrice’s FairPrice on Wheels and BreadTalk’s Flosssmobile. The two organisations set up Food and Grocery Trucks at HDB car parks, adjacent linkways and void decks, as an alternative source for the elderly and other residents to conveniently purchase essential food and grocery items near their doorsteps.


Public Sector Transformation Awards 2020

HDB was awarded the prestigious Transformative Agency of the Year Award at the Public Sector Transformation (PST) Awards 2020, for comprehensively transforming itself from a Housing business to a People business through digitalisation. The award recognises exemplary agencies that have successfully transformed both their business operations and workforce capabilities. For the individual award categories, Senior Estate Manager Jessie Hong and Senior Systems Analyst Tay Jun Jie won the Exemplary Service Excellence Award and Exemplary Skillsfuture @ Public Service Award, respectively. Director of Business Information Systems 2, Benjamin Lee, was also awarded the Exemplary Innovator Award at the PST Awards.

In addition, the National University of Singapore, who HDB had nominated, won the Star Partner Award for its strong partnership with HDB on various initiatives and collaborative platforms, such as R&D efforts to drive environmental sustainability and advanced productivity, providing in-depth research and engineering expertise.

The PST Awards is a Whole-of-Government pinnacle platform to recognise and reward public officers and public agencies for excellence in their work and organisational practices.

ACI-SC Concrete Project Competition 2020

HDB’s joint project with NTU, Additive Manufacturing Technology (3D Concrete Printing) for Construction won a silver award at the American Concrete Institute Singapore Chapter (ACI-SC) Concrete Project Competition 2020.

The award recognises the use of 3D concrete printing of prefabricated prefinished volumetric components (PPVC) for high-rise construction. Instead of using expensive steel moulds or tedious formwork fabrication, the concrete skin can now be 3D-printed to act as a ‘permanent’ mould, which then forms an integral part of the concrete component. The printing process is highly automated, reducing dependency on manual labour while improving productivity.

A reinforced PPVC room-size prototype was successfully printed to showcase the possibility of this technology. The innovative outcomes from the research include the development of a cheaper 3D printing mix design from locally available resources, and design software that is able to automatically check on the printable design and recommend optimal printing height and detailing, to ensure structural stability of the printed element.

The award honours innovative projects that leverage the technology of concrete composites and building construction to improve the quality of living through designing and building environmentally sustainable and liveable cities.

IFLA AAPME Awards 2020

6 HDB projects were recognised at the International Federation of Landscape Architects (IFLA) Africa, Asia Pacific & Middle East (AAPME) Awards 2020. The 6 projects are: Bidadari Green & Blue Landscape Master Plan (Outstanding Award), Punggol Northshore District Landscape Master Plan (Excellence Award), Woodleigh Neighbourhood (Honourable Mention Award), Rivervale Shores (Honourable Mention Award), Keat Hong Neighbourhood (Honourable Mention Award), and Tampines GreenRidges (Honourable Mention Award).

Thr IFLA AAPME’s international award platform recognises projects promoting landscape architecture and resilience in cities and environment, within the AAPME regions.

BCA Awards 2020

The awards recognise developers and architects who adopt the philosophy of designing buildings that are accessible and user-friendly for everyone.

HDB projects received 16 awards in 2020, comprising 3 Universal Design Mark Awards, 9 Construction Excellence Awards, 3 Green Mark Awards, and 1 Green Mark Certification.

Municipal Services Awards (MSA) 2020

The awards recognise the efforts of public sector individuals and agencies in collaborating to deliver citizen-centric municipal services and solutions.

In 2020, 6 HDB officers won the Tier 3 (Apex) award, 26 HDB officers won the Tier 2 award, and 16 HDB officers won the Tier 1 award. They were part of 18 inter-agency teams that went beyond organisational boundaries to improve service delivery and the living environment for Singaporeans.

IDC Smart City Asia Pacific Awards 2020

HDB's project, Smart Lighting for Public Housing Estates, was awarded the International Data Corporation (IDC) Smart City Asia Pacific Award 2020. The award recognises outstanding Smart City initiatitives that have enabled rapid urban transformation across cities in the Asia Pacific region.

Developed in partnership with ST Engineering, the Smart Lighting system comprises smart motion sensors and analytics capabilities. With the system, the lighting levels in common areas are reduced when little or no human traffic is detected. This has helped to reduce energy consumption by up to 60%, as compared to conventional lighting systems. The analytics capabilities also enables the prediction of faults, allowing maintenance to be carried out proactively, thus improving the living environment for our residents.

Ministry of the Environment and Water Resources (MEWR) Excellence Awards

2 HDB projects, 'Rejuvenating Sungei Pinang’ and ‘Urban Farming at Multi-Storey Car Park’, received the Minister Award for Excellent Service (Team) and Citizen Engagement Award respectively at the MEWR Excellence Day (MED) Award Ceremony on 4 February 2020. These awards recognise exemplary agency-level initiatives that involve going the extra mile to understand and engage our residents or businesses, and enhance the level of partnership between agencies and external parties.

MIPIM Asia Awards 2019

HDB’s new generation neighbourhood centre Oasis Terraces attained a Silver Award at the prestigious MIPIM Asia Awards Gala Dinner held in Hong Kong on 27 November 2019. The MIPIM Asia Awards celebrate excellence and innovation among the very best in the Asian property industry, and honour the most outstanding projects in Asia Pacific.

The first of HDB's new generation neighbourhood centres, Oasis Terraces houses facilities such as a rooftop community garden and a sheltered community plaza that encourage social interaction and bonding.

Ong Teng Cheong Labour Leadership Institute Workplace Partnership Award

HDB and HDB Staff Union (HDBSU) were conferred the Ong Teng Cheong Institute Workplace Partnership Double Platinum Award for the very first time, after having achieved the Platinum Award for three years in a row. The award recognises the positive and harmonious partnership between HDB and HDBSU, and serves as an affirmation of our joint efforts to enhance the well-being of our staff.

NTUC Workplace Safety and Health (WSH) LM U SAFE Award

HDB's commitment to Workplace Safety & Health (WSH) was recognised by the National Trades Union Congress (NTUC) WSH Secretariat at its U Safe Forum and Awards. HDB was conferred the Labour Movement (LM) U Safe Champion Award, while the HDB Staff Union (HDBSU) received the LM U Safe Advocate Award. The U Safe Awards recognise unions and unionised companies for being key partners in improving the safety and health of its workers, as well as for being strong drivers of WSH initiatives.

With the health and well-being of HDB staff being one of our top priorities, HDB and HDBSU have always been working closely together to introduce a wide range of WSH initiatives to meet the needs of our staff.

IFLA Asia-Pac Landscape Architecture Awards 2019

HDB received multiple awards at the International Federation of Landscape Architects (IFLA) Asia-Pacific Landscape Awards Ceremony held in Cebu City, the Philippines. HDB’s new generation neighbourhood centre, Oasis Terraces, won the Excellence Award, while Waterway Terraces I & II, Keat Hong Neighbourhood and Woodleigh Neighbourhood won the Honourable Mention Awards.

This regional awards programme aims to build continuous awareness and recognition of landscape architecture as well as other professions that have played a key role in shaping our cities and environment.

 

Public Sector Pro-Enterprise Initiatives

HDB’s joint project with the Singapore Food Agency (SFA), ‘Pro-enterprise business model to seed commercial urban farms in HDB heartlands’, clinched the Public Sector Pro-Enterprise Initiatives Award. The award recognises public agencies which have pro-actively implemented useful initiatives to serve businesses better. 

HDB and SFA worked together to allow spaces to be used for both commercial farming and residential use. The two agencies developed a new policy and framework with the Ministry of National Development (MND). The model is a win-win arrangement, with SFA contributing their expert knowledge to evaluate the farming proposals and manage urban farming activities and spaces more efficiently, while HDB focuses on fostering inter-agency coordination. This innovative arrangement taps on the expertise of both agencies, allowing for urban farming projects to be implemented more efficiently across Singapore.

President's Science & Technology Award 2019

The President’s Technology Awards give recognition to research scientists and engineers in Singapore who have made outstanding contributions to research & development resulting in significant new technology or innovative use of established technology.  

Singapore HEALTH (Helping Employees Achieve Life-Time Health) Award 2019

HDB clinched the Singapore HEALTH Excellence Award at the Health Promotion Board's Symposium on Sustainability of Health on 4 October 2019 for our exemplary efforts in promoting workplace health and enhancing the well-being of our staff.

HDB’s efforts to promote workplace health over the last five years has reaped positive outcomes. Initiatives such as lunch time health and wellness talks, targeted health intervention programmes, and the employee wellness carnival have helped our staff understand how to keep fit and healthy. Staff participation in bi-annual health screening exercises has also steadily increased over the years.

Green World Award 2019

In recognition of our efforts to encourage green commuting in Punggol Eco-Town, HDB was recognised as a Global Silver Winner of the Green World Award at the award ceremony on 30 September 2019. HDB has encouraged green commuting in Punggol through the planning of its comprehensive cycling network, as well as innovations such as the dual bicycle rack system.

This award recognises companies and organisations who have a beneficial impact on the environment.

Singapore Landscape Architecture Awards

HDB bagged 9 Singapore Landscape Architecture Awards at the Singapore Landscape Architecture Awards (SLAA) Ceremony and Gala Dinner on 26 September 2019. Organised by the Singapore Institute of Landscape Architects, the awards aim to honour and showcase the best works of landscape architects and promote landscape design innovation in various design disciplines.

ASEAN Outstanding Engineering Achievement Awards 2019

The award was presented at the 37th Conference ASEAN Federation of Engineering Organisations (CAFEO) in Jakarta, Indonesia on 13 September 2019, and recognises outstanding engineering achievements within ASEAN countries. 

 

Singapore Institute of Planners (SIP) Awards 2019

HDB won three Gold awards at the Singapore Institute of Planners (SIP) Planning Awards Presentation Dinner on 12 September 2019.

Punggol Town Planning

Guided by HDB’s Roadmap to Better Living, Punggol was developed as a community-centric, sustainable and smart town.  The residents of Singapore’s first eco-town are served by a comprehensive public transport system, as well as public spaces that support community activities and encourage social interaction.

My Waterway@Punggol

My Waterway@Punggol is one of the most recognisable landmarks in Punggol. The wide promenades of the 4.2km long waterway are seamlessly integrated with housing, amenities, and communal spaces that provide opportunities for recreational activities.

Bedok Town Centre

As part of HDB’s Remaking Our Heartland plans for East Coast, Bedok Town Centre has been transformed into a vibrant and integrated hub with improved facilities. Detailed planning, the use of urban design strategies, and close collaboration with stakeholders were all key to bringing the plans for Bedok Town Centre to life.

 

ASEAN Energy Awards 2019

At the ASEAN Energy Awards and Gala Dinner in Bangkok on 4 September 2019, Kampung Admiralty received the ASEAN Energy Award.  This award recognises building owners and property developers in the region for their best practices in energy efficiency and energy management.

Designed as a ‘vertical kampung’ to encourage social interaction and promote active living, Kampung Admiralty integrates housing for the elderly with a wide range of social, healthcare, communal, commercial and retail facilities. Sustainable and green features have also been incorporated into the design of this development. 

IES Prestigious Engineering Achievement Awards 2019

HDB won 3 Prestigious Engineering Achievement Awards at the World Engineers Summit on 29 August 2019. Conferred by the Institution of Engineers, Singapore (IES), these awards recognise outstanding engineering projects that have made significant contributions to improve engineering development and the quality of life in Singapore. 

Floating Solar System

HDB is developing a floating solar system for open sea conditions that is based off its award-winning floating modular system. The floating modular system, which was originally designed to hold wetland plants in Punggol, has since been deployed to hold solar panels at a test bed in Tengeh Reservoir.

Pneumatic Waste Conveyance System

The Pneumatic Waste Conveyance System (PWCS) is an automated waste collection system that uses a vacuum-type underground pipe network to collect household waste. Through the PWCS, the environmental and sanitary issues associated with open refuse collection methods are reduced.

Integrated Environmental Modeller

The Integrated Environmental Modeller (IEM) uses 3D city models to simulate how climatic conditions such as wind flow, temperature fluctuations and solar irradiance interact with one another, as well as their combined effects on the surrounding urban landscape. This enables HDB planners to better understand how environmental conditions interact with the layout and design of the town, and in turn create a comfortable living environment for residents.

Ministry of National Development Minister’s Award (Team) 2019

Three HDB teams brought home the Minister’s Award (Team) at the MND National Day Observance Ceremony on 8 August 2019.  The award recognises innovative team-based projects that contribute to MND’s vision of transforming Singapore into “An Endearing Home. A Distinctive Global City".

Master Planning of Tengah Town

Envisioned as a ‘Forest Town’, Tengah is estimated to provide about 42,000 new homes. Each of its five housing districts are unique, and will be designed with the community and nature in mind to allow residents to experience quality living with nature and greenery at their doorstep. With its fresh planning concepts, bold ideas and innovative design, Tengah is expected to raise the bar for public housing.

Enabling Commercial Urban Farms in the Heartlands through a Forward-looking SFA-HDB Model

This joint-project between HDB and the Singapore Food Agency (SFA) saw the development of a commercial urban farm on the rooftop of an HDB multi-storey car park in Ang Mo Kio. Commercial urban farming in the heartlands will not only allow for a more optimise use of space, but also supports the growth of local SMEs and bring fresh produce closer to the community.

Land Reclamation at Changi East

The completion of the land reclamation at Changi East has created land to support the expansion of the Changi Airbase, which will facilite the eventual relocation of the Paya Lebar Airbase. This will free up land for redevelopment to meet Singapore’s land use needs in the future.

HDB officers also collaborated with other government agencies on the following winning projects:

Minister’s R&D Awards 2019

At the Urban Sustainability R&D Congress 2019 on 23 July 2019, three HDB projects were conferred awards at the Minister for National Development’s R&D Awards. HDB's Smart Hub received the Distinguished Award, while the Biophilic Town Framework and Integrated Environmental Modeller received merit awards. 

The awards recognise outstanding R&D efforts within the MND Family and our partners which contribute towards MND’s vision of making Singapore "An Endearing Home, A Distinctive Global City".

    

Public Sector Transformation Awards 2019

On 19 July 2019, HDB officers were recognised for their service and organisational excellence during the Public Sector Transformation (PST) Awards Ceremony. Dr Johnny Wong, Group Director (Building & Research Institute), was awarded the Exemplary Leader Award; while Singapore’s first community-built playground, Build-A-Playground @ Canberra, was awarded the Citizen Engagement Excellence Award.

National Energy Globe Award 2019

HDB’s project, A Cycling Friendly Town-Punggol, bagged the National (Singapore) Energy Globe Award 2019. To allow Punggol residents to enjoy greener and better transportation, Mass Rapid Transit (MRT) and Light Rail Transit (LRT) systems were planned to serve both inter-town and intra-town transportation needs. To encourage clean commutingand promote active mobility, a comprehensive cycling network of about 40km was planned. HDB also developed and patented the Dual Bicycle Rack parking system to maximise bicycle parking lots. 

This national award recognises projects that focus on energy efficiency, renewable energies and the conservation of resources.

BCA Awards 2019

During the Building and Construction Authority (BCA) Awards Ceremony on 29 May 2019, HDB received 79 awards across a range of categories, including awards for construction excellence and universal design.

Excellence in Environmental Engineering and Science (E3S) Award 2019

HDB’s floating solar system received the Excellence in Environmental Engineering and Science (E3S) Honor Award in the Small Projects category at the 2019 American Academy of Environmental Engineers and Scientists (AAEES) Awards Luncheon and Conference on 25 April 2019. HDB's floating solar system for open sea conditions is based off its award-winning floating modular system. The floating modular system, which was originally designed to hold wetland plants in Punggol, has since been deployed to hold solar panels at a test bed in Tengeh Reservoir.

The E3S competition and awards recognise projects that demonstrate the best in environmental engineering and science practices.

Council on Tall Buildings and Urban Habitat (CTBUH) Awards 2019

Competing against some of the world’s best buildings, Kampung Admiralty and The Pinnacle@Duxton emerged winners at the Chicago-based Council on Tall Buildings and Urban Habitat (CTBUH) Annual Awards Programme 2019 that was held in Shenzhen on 10 April 2019. The Awards recognise projects and individuals that have made extraordinary contributions to the advancement of the urban environment, achieve sustainability at the highest and broadest level, and have the greatest effect on the people who use them each day.

Integrated development Kampung Admiralty emerged top in two award categories, the Urban Habitat: Single Site Scale and Best Tall Building for Mixed-Use Function. The Pinnacle@Duxton was the winner of the 10-Year Award, which recognises the proven value and performance of the development over the last decade. 

 

Land Transport Excellence Awards (LTEA) 2019

HDB’s patented Dual Bicycle Rack parking system bagged the Land Transport Authority's (LTA) Land Transport Excellence Merit Award in the Best-Car-Lite Advocate category on 29 March 2019.

The awards recognise organisations and individuals who have contributed to Singapore’s efficient, sustainable and people-centred land transport system.
