Launched in 2009, the award is jointly organised by Housing & Development Board (HDB), People's Association (PA) and Ministry of National Development (MND), and supported by the Singapore Kindness Movement (SKM) and Singapore Press Holdings (SPH).
We strongly believe that good neighbourliness can be nurtured in residents from young. The Student Category is introduced this year to recognise students who display neighbourly acts. Through this category, nominations can be made for students living in HDB estates. Schools are encouraged to organise activities, such as essay writing exercises on good neighbourliness that could tie in with the submission of nominations for the Good Neighbour Award. To show our appreciation for the schools' support, the school that submits the most number of nominations will also be given recognition.
The
HeartlanD Beat Art Competition is organised to enable primary school students to express their thoughts on neighbourliness through art. The art competition is themed “My Neighbour, My Friend, It Begins with Me” and will run parallel with the Good Neighbour Award nomination period.
Residents may nominate any neighbour who lives within the same constituency.
To continue to recognise and encourage those who are appreciated by their neighbours for consistent neighbourly acts, past year recipients may be re-nominated. However, past national award recipients will not be considered for selection for the national level award again since they had already achieved this highest accolade.
Nomination forms can be obtained at HDB Branch Offices, RC Centres and Community Centres/Clubs. You can also download the form and nomination details online. Submit your nominations to us by by 30 Sep 2010.
Nominees for both “Open Category” and “Student Category” should exhibit/possess any or all of the following traits:
| a | Qualities and behaviour of a good neighbour as shown in “My Neighbour, My Friend, It Begins with Me” guidebook, which had been distributed to all HDB households. New households are given the guidebook as well.

| b | Friendliness and acts of care towards immediate neighbours and community (e.g. welcoming new residents, holding lift doors open for neighbours, lending a helping hand etc)

| c | Voluntary spirit (e.g. helping the needy, elderly within the estate, inviting neighbours to join in residents’ activities such as mass briskwalking)
|
| d | Nominees would also be assessed on the regularity of such acts and their impact on the neighbours and community.

The Good Neighbour Award 2010 is presented in two categories - "Open" and "Student". Three recipients in the “Open” category will be selected for each constituency. Two primary school students and two secondary school students in the “Student” category will be selected for each school cluster. Top recipients from both categories will be considered for the national level Good Neighbour Award.

| a | Kindness-related Projects |
 | Our partners, People’s Association (PA) and Singapore Kindness Movement (SKM) have paired recipients who are keen to spread neighbourly graciousness with other like-minded residents. They have been empowered and are working closely with the Residents’ Committee to carry out mini-projects such as :
- Visiting needy residents to interact and better understand their needs to further assist them;
- Holding sharing sessions on how to be more gracious in the neighbourhood;
- Putting up kindness tips/messages on notice boards at HDB flats;
- Conducting ‘laughing yoga’ exercises to promote positive feelings;
- Cooking for the elderly, lonely, or who are not well-to-do.

 | Good Neighbour Award recipients are invited to share their good deeds and views at HDB’s public talk series on “Promotion of Better Social Behaviour”. For those who are keen to work with the students, they are invited to share their good neighbourly examples and tips with the students during HDB’s school outreach. |
