Exemption List
 

General terms and conditions for compliance of Renovation Items that do not require submission of application to HDB (PLD).

1. All existing structure elements are not allowed to be tampered with and covered in the course of the works. The structural elements must be visible for inspection at all times.

For example :
i) No hacking or coring through the existing RC structure member is allowed for any pipes/ installation.
ii) All existing ground beams and foundations are not allowed to be hacked etc.
iii) Installation of fixtures onto refuse chute wall is not allowed.
iv) Installation of cladding or decorative board to the structural elements e.g. column is not allowed.

Installation of false ceiling, fan coil etc are not allowed to be suspended from purlins.

The weight of the fan, fan coil etc suspended from ceiling shall not exceed 35kg.

2. All the approved fire compartmentation cannot be altered and removed. The staircase is to be fully compartmented by 1 hr fire rated partition and 1/2 hr fire rated door bearing "Productivity and Standard Board" (PSB) label with auto door closer. The compartmentation is to lead up to the exit of the premises and discharge directly to the external space.

3. A minimum 1.0m (applicable to all shops except childcare, tuition centre, training/classroom which requires 1.5m) wide passageway extending to the exit should be kept unobstructed at all times to serve as an emergency escape route.

4. Adequate nos. of fire extinguishers should be provided inside the premises.

5. "EXIT" sign should be provided at all exit doors.

6. No enclosure of the soil/waste/rainwater downpipes is allowed.

7. The Registered Tenant/ Lessee must obtain prior approval of the other relevant Authorities (if required) before commencement of any work. Installation of fittings or accessories outside the shop must have the prior approval of the Town Council.

8. Works must be completed within one month from the date of the issuance of Notice of Alterations (NOA). No works shall be carried out before 8.00am or after 6.00pm and during Saturdays, Sundays and Public Holidays.

9. Noisy works such as cutting of tiles, drilling, removing of floor/wall tiles finishes are only allowed between 9.00am to 5.00pm daily during the weekdays. These works are only allowed to be carried out for three consecutive days. No works are allowed to be carried out on Saturdays, Sundays and Public Holidays.

10. All debris should not be placed outside the premises and must be removed immediately away from the site daily. All renovation works must be carried out inside your own premises.

11. The Registered Tenant/ Lessee, Qualified Person/Contractor/Installer will be responsible for the proper installation, stability and safety of the work.

Construction of Dapoh Slab
a) Reposition of kitchen sink supported by 63mm thick hollow walls with tiles finishes.
b) Dapoh slab of 50mm inclusive of finishes shall be supported on 63mm thick hollow block wall.
c) The cement mortar base shall be 50mm thick inclusive of finishes.

Conversion to Pedestal Pan /Squat Pan (with no enlargement or no creation of new opening)
a) Discharge pipes to be connected to the existing pipes within the premises.
b) No hacking of existing structural members.
c) The squat pan cavity is to be filled with light weight blocks such as celcon or equivalent.
d) Please refer to drawing SED 033B, SED 034B or SED 035A for reference.
e) Compliance with National Environment Agency (NEA) requirements.

Installation Of Suspended Ceiling / Wall Fan
a) No hacking on soffit of RC floor slab or other structural members.
b) The weight of the fan suspended from ceiling shall not exceed 35kg.
c) Height clearance for the fan should be at least 2.4m above floor level.
d) Penetration of the bolts/anchors shall not exceed 40mm into the structure.

Installation of False Ceiling (where it does not result in the non-compliance of the existing sprinkler system or automatic fire alarm system.)
a) Only non-combustible lightweight material (eg, fibre glass) with fire-rating of minimum 1 hour shall be used for suspension false ceiling
b) “Asbestos” material not allowed.
c) The false ceiling shall be at minimum 2.4m clear height above the finished floor level.
d) The void above the false ceiling shall not be used for storage purposes.
e) Suspension from purlins not allowed.
f) All power driven nails used for fixing the fixtures to ceiling beam/column etc. must not be bigger than 6mm in diameter. The penetration of the nails shall not exceed 40mm into RC structure.
g) The false ceiling immediately adjoining the soil/waste/ rainwater downpipe must be provided with an opening (minimum 1.2m x 1.2m) to facilitate the repairs/ maintenance of these pipes.
h) Existing fire fighting devices (if any) in the premises shall not be covered by the false ceiling or removed or tampered with. It does not result in non-compliance of the existing sprinkler system or automatic fire alarm system with relevant Codes.

Installation of Demarcation Railing for Low / Highrise ORA (with vertical drop in level less than 1 m, if any, and 1m intermittent openings)
a) The proposed railing is to be within the approved ORA boundary.
b) Vertical drop in level, if any, must be less than 1 m
c) To provide 1.0m wide intermittent openings at strategic location for fire escape purposes.

Installation of Shelves / Rack
a) The distributed loading (kN/m2) from the shelves / racks must not exceed the design impose load of the structure.
b) The height of the shelves/racks shall not be more than 2.4m high and width not more than 600mm.

Installation / Replacement of Steel Folding Door, Glass Panel, Aluminium Shutter at Front Entrance (without demolition of wall)
a) Applicable only to replacement of window without recreation of new openings.
b) Gearbox to be installed internally.
c) The metal folding gate/iron collapsible gate/roller shutter gate for the shopfront must have 100mm clearance from the common passage.
d) There must be a 3m separation between premises and the non cross ventilated staircase.
e) Not allowed to be installed at the rear of the premises with living quarter.

Installation / Replacement of Metal Gate at Front Entrance / Rear Exit
a) Minimum 2100mm height and 1000mm wide for metal gate openings.
b) The metal gate must not protrude into the common passage.

Installation / Replacement of Existing Entrance / Exit doors (with no enlargement or no creation of new opening)
a) Applicable only to replacement of window without recreation of new openings

Installation / Replacement of Internal Door (with no enlargement or no creation of new opening)
a) Applicable only to replacement of Internal Door without recreation of new openings.
b) Min. Height 2100mm and 1000mm wide for internal door
c) Lintol is necessary if door opening is constructed out of hollow block walls/brick walls and is not abutting to the soffit of the existing beam/slab.

Installation / Replacement of Window (with no enlargement or no creation of new opening)
a) Replacement of existing windows
i) Must not exceed the size and height of the existing.
b) Approved width of window panel
Casement window - 500mm to 700mm per panel
Sliding window - 500mm to 1200mm per panel
c) Casement windows are not allowed along front common corridor of the living quarters or at rear of the shop premises.

Installation / Replacement Sanitary Piping (with no enlargement or no creation of new opening)
a) If the new discharge pipe is to be embedded within the floor finishes, its diameter must not exceed 35mm. For new discharge pipe embedded within the floor finishes, the total thickness of the floor finishes (inclusive of cement screed and tiles) should not exceed 50mm. Otherwise, the new pipes must run on the surface of the finished floor.
b) Compliance with National Environment Agency (NEA) requirements.

Replacement of Toilet Sanitary Items (with no enlargement or no creation of new opening)
a) No hacking of existing floor slab/structural members.
b) Works shall conform to National Environment Agency (NEA) requirements.
c) Not applicable to water piping relating to fire fighting.
d) Works to be done by licensed plumber

Installation / Reposition of Sink / Wash Basin (with no enlargement or no creation of new opening)
a) Discharge of water into existing floor traps.
b) No hacking to form recess or opening in existing structural column, beams, wall, slab and other members is allowed for embedment or running of any pipe.
c) The discharge pipe shall be embedded in floor finish (inclusive of cement screed) that should not be more than 50mm.
d) Within wet areas
e) Compliance with National Environment Agency (NEA) requirements.

Reposition Of Kitchen Sink

f) Dapoh slab of 50mm inclusive of finishes shall be supported on 63mm thick hollow block wall. The cement mortar base shall be 50mm thick inclusive of finishes.

Installation of Signboard (at Designated Area)
(Designated location are locations immediately above front entrance door, shop front wall beside entrance door or directly above shop rear entrance door)

a) Above front entrance door.
Size - Height - max. 600mm / Length - width of shop
OR
- Same size as existing vent

b) Above shop rear entrance door.

Size - same size as existing door vent but not exceeding 1m2

c) Only 25% of the area of the signboard is allowed to be used as advertising signage directly related to approved trade
d) Clearance of signboard should be 2.6m.
e) Applicant is required to seek clearance from Advertising & Licensing Unit of BCA regarding the requirement of licence for the advertising signage
f) Non-flicking lighting, Neon, etc.

Laying / Replacement of Floor / Wall Finishes (NOA required)
a) Notice of Alterations (NOA) are required to be obtained from HDB before the commencement of the works.
   (i) Please advice your engaged licensed HDB contractor to bring along his renovation licence to HDB for a Notice of Works before commencement of renovation works.
b) Existing RC slabs are not allowed to be hacked for construction of scupper drains.
c) Total thickness of floor finishes like ceramic, terrazzo, marble, etc and floor screed shall not exceed 50mm.
d) For raising of floor level, the additional load after removal of existing floor screed shall not exceed 1.2 kN/m2. For the use of extruded polystyrene foam (EPF), clearance from SCDF must be obtained prior to the use of this material.
   (i) Raising of floor level by adding concrete platform is not allowed.
e) Replacement of existing wall tiles over RC surface.
f) Laying new wall tiling

Apply spatterdash or equivalent to existing RC/ column surface to provide rough surface prior to wall tiles to installation.

g) To provide waterproof membrane to the wet area before laying of new floor tiles.
h) The thickness used must not exceed 13mm and the total thickness of the wall finish (wall tiles with mortar/screed) must not exceed 25mm

Laying of Carpet/Laminate / Vinyl Floor
No conditions

Installation Of Air-Cleaner System (weighs less than or equal to 35kg)
a) Penetration of bolts/anchors shall not exceed 40mm into RC slab.
b) The weight of ceiling mounted air cleaner if any, shall not exceed 35kg.
c) Must be submitted to HDB if the weight of ceiling mounted air cleaner exceeded 35kg.
d) To ensure that smoke and oil fumes are dispersed away from the residential units
e) Air Cleaner System/Exhaust Duct is not allowed to penetrate any structural member.
f) The exhaust air shall be collected and treated with muffles and activated carbon to minimise noise and smell before discharge.
g) Air Cleaner shall not block the window view of the neighbouring flat and shall not cause nuisance.

Note: For kitchen exhaust system, Plan Submission to CORENET by Qualified Person is required.

Installation Of Machines/Equipment (individual weight less than or equal to 150kg)
a) The total weight of the safe must not exceed 150 kg.

Installation Of Portable Grease Trap (weight less than or equal to 150kg)
a) Grease trap must be portable type (excluding grease trap below ground)
b) The total operating weight from the portable grease trap (self weight and the content weight when full) must be less than 150kg or the design imposed load in KN/m2 of the structure.

Installation Of Safe (weight less than or equal to 150kg)
a) The total weight of the safe should not exceed 150 kg.

Installation Of Air-Conditioning System (without duct work & within service yard or existing master bedroom air-con Ledge/Opening)
a) The total imposed load including weight of ACU, steel plate or concrete plinth if any, etc. must not exceed 150 kg/m2.
b) ACU is resting on the floor of the Service Yard. ie. relaxation is only applicable for ACUs resting directly on slab.
c) ACU to be installed by a BCA trained installer.
d) The installation shall comply with CP 13: Code of Practice for Mechanical Ventilation and Air-conditioning in Buildings.

Installation / Removal of Gypsum Board
a) Non-combustible lightweight material
b) All existing structural elements cannot be tampered with in the course of the works.
c) To obtain clearance from Fire Safety & Shelter Department (FSSD).
