Why Lift Upgrading Programme (LUP) is Introduced

HDB blocks built before 1990 were not provided with 100% lift access to meet demands for privacy. Today, residents prefer to have lifts on every floor providing speedier and more convenient access to their homes. This also benefits the elderly, families with very young children and the disabled.

The Lift Upgrading Programme is designed to improve the flat's access and personal convenience. It is heavily subsidised, making it very affordable for citizens.

Under this programme, lift services in old apartment blocks will be upgraded to achieve:
  • Direct lift access for all flats, where feasible
  • More convenience
  • Improved lifestyle


Type of Lift Upgrading

Where it is feasible, the LUP includes:
  • Upgrading of existing lifts to serve every floor
  • New lift shafts and lifts serving every floor
