Guidelines for Electrical Works
 

HDB apartment blocks completed on or after 01 Jan 1994 and flats upgraded under the Main Upgrading Programme (MUP) are provided with a higher electrical loading of 40 amps main switch. Flat owners do not need to apply for an HDB permit to install an air-conditioner or other higher capacity equipment/appliances if the flat is provided with higher electrical loading.

Electrical Work that requires permit

Flats that have not been provided with higher electrical loading, require an HDB permit to install new 15 Amps power points for air-conditioners or other higher capacity equipment/appliances.

Types of Electrical WorkSubject to the following Guidelines/ Conditions
New 15 amps power point/20 amps isolator

Note
Appliance with electrical rating exceeding 15amps power is not allowed. 20amps isolator is only allowed for air conditioner installation
Flats provided with 30 amps main switch
  • Embedding of wiring (house in metal/high impact PVC conduit) in RC slab, beam, column, wall and in wall plaster or other finishes is not allowed
  • Submit the SP Services Ltd (SPSL) Form CS/5H endorsed by HDB to SPSL for testing of the new wiring


Electrical Works that do not require a permit

The tables below show the types of electrical work that do not require a permit.

Types of Electrical WorkSubject to the following Guidelines/ Conditions

Note
Appliance with electrical rating exceeding 15amps power is not allowed. 20amps isolator is only allowed for air conditioner installation
Flats provided with higher electrical loading (40 amps main switch) and flat upgraded under Main Upgrading Programme (MUP)
  • Embedding of wiring (house in metal/high impact PVC conduit) in RC slab, beam, column, wall and in wall plaster or other finishes is not allowed
  • Submit the SP Services Ltd (SPSL) Form CS/5H endorsed by HDB to SPSL for testing of the new wiring

Additional lighting points/fan points/13 amps power points or extension of wiring/rewiring
  • Embedding of wiring (house in metal/high impact PVC conduit) in RC slab, beam, column, wall and in wall plaster or other finishes is not allowed
  • Submit the SP Services Ltd (SPSL) Form CS/5H endorsed by HDB to SPSL for testing of the new wiring
Covering of wiring with PVC trunking
Encasement of surface wiring in metal/high impact PVC conduit
Alteration/addition of ELCB, MCB, socket outlet, main switch etc.
Installation of alarm system, door bell, clock and exhaust fan
Installation of ceiling fan
  • Weight of fan should not exceed 6 kg
  • Clear height from finished floor level to fan blades should be at least 2.4 m
  • Hardened steel expanding bolt should not exceed 8 mm in diameter and penetration depth of steel plug should not exceed 40 mm



TV Points
Types of Building WorkSubject to the following Guidelines/ Conditions
Alteration/extension of existing TV points
  • The original TV points provided are not to be tampered with and must be accessible for future maintenance
  • Any alteration and extension of the original TV points are to be carried out by a licensed StarHub Cable Vision (SCV) installer
  • SCV may refuse to connect the unit's altered/modified TV points to their network if the work was carried out by an unlicensed installer

Water Heater
Types of Building WorkSubject to the following Guidelines/ Conditions
Installation of instantaneous water heater
  • No restriction on the number of water heater
  • For prefabricated flats, diameter and penetration depth of power-driven nails/screws should not exceed 6 mm and 40 mm respectively
  • Submit the SP Services Ltd (SPSL) Form CS/5H endorsed by HDB to SPSL for testing of the new wiring


For flats provided with 30 amps main switch
  • Consumption of appliance should not exceed 3 kw for instantaneous water heater and 1.5 kw for storage type water heater


For flats provided with higher electrical loading (40 amps main switch) and flats upgraded under Main Upgrading Programme (MUP)
  • No control on running current of electrical appliances

Installation of storage water heater


Washing Machine
Types of Building WorkSubject to the following Guidelines/ Conditions
Installation of washing machine without heater
  • No restriction on the number of washing machine
  • Submit the SP Services Ltd (SPSL) Form CS/5H endorsed by HDB to SPSL for testing of the new wiring


For flats provided with 30 amps main switch
  • Consumption of appliance should not exceed 3 kw for washing machine with heater


For flats provided with higher electrical loading (40 amps main switch) and flats upgraded under Main Upgrading Programme (MUP)
  • No control on running current of electrical appliances

Installation of washing machine (with heater) not exceeding 3 kw


Oven
Types of Building WorkSubject to the following Guidelines/ Conditions
Installation of electric oven and cooker unit (such as induction plate cooker, etc)
  • No restriction on the number of electric oven and cooker unit
  • Submit the SP Services Ltd (SPSL) Form CS/5H endorsed by HDB to SPSL for testing of the new wiring


For flats provided with 30 amps main switch
  • Consumption of electrical appliances should not exceed 3kw for electric oven and cooker unit


For flats provided with higher electrical loading (40 Amps main switch) and flats upgraded under Main Upgrading Programme (MUP)
  • No control on running current of electrical appliances

Installation of gas ovenNot applicable.
