Certain types of renovation require a permit from HDB (please refer to the guidelines for building and sanitary work
for examples on the common renovation which require a permit).You can commence your renovation only after obtaining the permit for these works.
For renovation that does not require a permit, you are required to comply with the guidelines/conditions governing the items as set out in the guidelines for building and sanitary work in HDB flats.
If the works does not comply with the guidelines/conditions stated, such works will be treated as unauthorised work. You will be required to discontinue or remove such unauthorised work and reinstate your premises to their original condition or in accordance with the guidelines/conditions stated. If the renovation is allowed to be retained, you would need to pay an administrative fee to retain such work. Depending on the nature of the work and whether the contractors are registered with HDB, the administrative fee ranges from $100 to $600.
You have to authorise your registered renovation contractor to submit your renovation application on your behalf. Your registered renovation contractor will need to submit the application electronically to HDB. From 1 Apr 2014, your appointed registered renovation contractor is required to attach a copy of the acknowledgement form
duly signed by all flat owners during the submission of the renovation application. To view your renovation permit, you may login to My HDBPage
under "My Flat > Purchased Flat > Renovation".
If the renovation involves the removal or repositioning of fittings, demolition or construction of walls, the scanning of layout plans, elevations, sections or details of the proposed work may be required. The layout plan can be purchased via HDB InfoWEB using the Purchase of Residential Floor Plan
e-Service or from the "Sale of Architectural Plan" counter at 3rd Storey Atrium (next to Payment Counter), HDB Hub 480 Lorong 6 Toa Payoh Singapore 310480 or using the self service kiosk at any HDB Branch
|In the event that electronic submission of the application is not available, your registered renovation contractor will have to download the renovation permit application form and submit it to the HDB Branch managing your flat.|
|HDB does not charge any fee for the processing of the permit. The renovation permit will be issued free to the flat owner, for your own record.|
To carry out electrical work in HDB flat, you are required to engage an Energy Market Authority (EMA) licensed electrical worker. You can search for licensed electrical contractors
via the EMA's website.
You are also required to engage a Building and Construction Authority (BCA) trained air-conditioner installer
, if your air-conditioner is to be mounted on the exterior of your flat or if any part of your air-conditioner projects outwards from your flat.
Certain types of electrical work require a permit from HDB (please refer to the guidelines for electrical work for examples on the work which require a permit). You can commence your electrical work only after obtaining the permit.
Flat owners or their licensed electrical contractors can submit the application for electrical work permits electronically via Electrical/Aircon Installation Permit
Alternatively, you can download the application forms for electrical work permits
online or obtain it from any HDB Branch
Completed forms can either be submitted personally to your HDB Branch
or through your Energy Market Authority (EMA) licensed electrical worker/BCA trained air-conditioner installer. Completed application forms can also be submitted by post or through the deposit box at your HDB Branch
Certain types of renovation require the engagement of a Qualified Person (QP). You can refer to the Professional Engineers (PE) Board website
for the list of QPs and select the QP that meets your needs.
The following are examples of work that require you to engage a QP:
(i) Replacement of Safety Barrier
Some HDB flats are provided with safety barrier (such as railings, lower panel of full or 3/4 height windows, wall facing void) in their flat to prevent people from falling from a height of more than 1 meter. These barriers are installed for the safety of the occupants and are designed to withstand horizontal loading as prescribed in British Standard (BS) 6399: Part 1 - Loading for buildings.
You are strictly not allowed to remove these barriers unless they are found to be damaged or not in good conditions. If there is a need to replace them, you shall engage a Qualified Person
to submit an application to the Building & Construction Authority (BCA) for their approval via CORENET
, a requirement regulate under the Building Control Regulations. The replacement works shall be carried out by an HDB registered renovation contractor/BCA approved window contractor
with at least a Class 2 General Builder's Licence
from the BCA.
HDB will only grant the renovation permit after you have obtained the approval from BCA.

(*The fees to engage a QP for the submission to BCA for approval via CORENET is about $2000. Flat owners will have to negotiate the fees with the QPs on the private basis. HDB is not privy to this private engagement.)
(ii) Demolition of non-load bearing reinforced concrete (RC) elements such as stiffeners, lintols and hangers etc.
You need to engage a QP to inspect and supervise the demolition works so as to ensure that none of the load bearing RC structural elements (e.g. columns, beams, slabs and walls) are tampered or damaged in the course of the demolition process.
HDB will advise you and your renovation contractor on the need to engage a QP for the demolition work when your renovation contractor submits the renovation application to HDB for approval.
*Note: The list of works requires the engagement of QP is not exhaustive. Flat owners or their appointed renovation contractor will be informed of such requirement if the proposed works require the engagement of a QP.
Note: HDB does not charge any fee for the permit. The permit will be issued to you as the flat owner and you are required to keep this permit.
