Buyers and sellers are free to decide if they want to conduct their resale transaction by themselves or by engaging salespersons. It is not a requirement by HDB that resale transactions must be facilitated by salespersons.

All resale flat sellers are required to go through the "Resale Checklist for Sellers who do not engage Salesperson" or "Resale Checklist for Sellers who engage Salesperson". After the Resale Checklist is completed, it must be deposited in HDB's Resale Checklist Repository by the next day.

If the sellers plan to buy another flat, they would also have to attach softcopies of the “Estimated Sale Proceeds Statement” for their current flat and “Financial Plan” for the next flat purchase together with the Resale Checklist.

If you intend to conduct your own resale transactions, you should equip yourself with the necessary information on HDB resale policies and procedures.

The Resale Checklist for Sellers highlights the key policies and procedures that sellers should take note of before committing to a resale transaction, i.e before granting the Option to Purchase.

DIY Sellers (i.e. those who did not engage the services of salesperson) can submit their portion of the resale application or valuation request through e-Resale system. Read more on Submission of Resale Application or Submission of Valuation Request



The engagement of a salesperson is a private contractual agreement between you and the salesperson. HDB does not stipulate nor regulate the commission charged by salespersons. The commission rate may vary depending on the level of service and your needs as a consumer.

If you decide to engage the services of a salesperson, ensure that you confirm on the following matters:

• Check if the salesperson that you are engaging is registered with CEA using CEA's Public Register of Estate Agents and Salespersons. You can also read more about estate agents and salespersons from CEA's website.

• Discuss and mutually agree with the salesperson upon the terms of service, commission payable, period of representation, exclusivity (if agreed upon) and any other terms such as payment of valuation, advertising.

Your salesperson is required to go through the "Resale Checklist for Sellers who engage Salesperson" with you.
