Priority Schemes
 

New Flats from HDB

You may request to be considered under these schemes if you and all persons listed in the application meet the eligibility conditions and are applying for a flat from HDB:


DBSS Flats from Developers

For DBSS projects, developers are required to give priority to the following group of applicants
The developers will have flexibility in operationalising these different priority schemes. To avoid hindering DBSS flats’ sale by developers, these priority quotas will be lifted after the initial project launch


Executive Condominium (EC) from Developers

Priority Schemes are not applicable for Executive Condominium.




Married Child Priority (MCP) Scheme

This scheme encourages married children and parents to reside within the same estate or neighbouring estate to foster care of aged parents.

Courting couples applying for a flat under the Fiancé/Fiancée (FS) Scheme are also eligible for this scheme.

These applicants will be given double the chances as compared to those who are not applying to stay near parents/married child.

You may request to be considered under this scheme if you meet any of the following conditions:
  • You are applying for flats located in the same estates as your parents or married child, who are owners, tenants or occupiers of a rental or homeownership HDB flat
  • Your parents' or married child's existing housing block is within 2 km from the nearest block offered in the estate applied for
  • Your parents' or married child's private property is within 2 km from the nearest block offered in the estate applied for
    Your parents or married child must own and occupy the private property
  • You are including your parents or married child in the application to stay together with them

5-Year Occupation Period

If you book an apartment under this priority scheme, your parents or married child:
  • Are required to live in the same flat or same estate for a period of 5 years. This period of 5 years is from the date of taking possession of the new flat
  • Are not allowed to move to another HDB flat outside the existing town within the 5-year occupation period



Third-Child Priority (TCP) Scheme

The TCP scheme encourages families to have more than 2 children.

To qualify for the TCP Scheme, you must meet all of the following requirements:
  • You must be a Singapore Citizen and your spouse must be either a Singapore Citizen or a Singapore Permanent Resident. If one of the parents is deceased, the remaining parent must be a Singapore Citizen
  • Your family must have at least 3 children (natural offspring from the lawful marriage)
  • Your third child must be a Singapore Citizen born on or after 01 Jan 1987
  • Your other children must be Singapore Citizens or Singapore Permanent Residents
  • You must not have previously enjoyed the benefit to buy/sell a flat under the TCP Scheme

If you are eligible under the TCP Scheme, your application will be included in a first round of ballot with other TCP applicants.
Up to 5% of the available flat supply is set aside for offer to TCP applicants.

If you are not successful in the first round of ballot, your application will be included in a second round of ballot with other public applicants.




Tenants Priority Scheme (TPS)

To help tenants of rental flats to own homes, they will be given priority allocation to select new 2- and 3-room flats offered for sale under the Build-To-Order Exercise or Sale of Balance Flats Exercise.

5% of the 2-room and 3-room flats offered for sale will be set aside for priority allocation to eligible tenants.

To qualify for the Tenants Priority Scheme, you must meet the following requirements:
  • First-time buyers
  • Gross monthly household income not more than $2,000 for 2-room flats and $3,000 for 3-room flats
  • Have been living in rental flat for a minimum of 2 years

Rental tenants who are affected by HDB's Relocation Exercise, and households affected by the Government's resettlement schemes will also enjoy priority under this scheme.
