The Citizen/SPR Siblings Scheme allows 2 or more single siblings to buy an HDB flat from the open market even if their parents:
- Are not Singapore Citizens or Singapore Permanent Residents, and
- Do not permanently reside in Singapore
To buy a resale flat under the Citizen/SPR Siblings Scheme, you must meet the following eligibility conditions:
| Citizenship | You must be a Singapore Citizen (SC) or Singapore Permanent Resident (SPR) with at least one other sibling who is also an SC/SPR.

| Age | You must be at least 21 years old.
|
| Family Nucleus | The application must comprise of at least 2 single siblings whose parents are not:
- Singapore Citizens or Singapore Permanent Residents, nor
- Residing permanently in Singapore
|
| Special Conditions | You must produce the following when you are submitting a Resale Application:
- Parents' passports
- Parents' Marriage Certificate
- Statutory Declaration (if your parents have less than 6 months social visit pass)
Siblings from the same parents cannot apply separately to rent or buy HDB flats.

| Income Ceiling | There is no income ceiling unless you are applying for CPF Housing Grant and/or an HDB Loan.
|
Ownership of Private Residential Property
| You can own private property (unless you are applying for a CPF Housing Grant). However, you must live in the HDB resale flat.

| Ethnic Integration Policy and SPR Quota | Proportion of your ethnic group and SPR quota (if applicable) has not reached the limit. Find out more about the Ethnic Integration Policy (EIP) and SPR Quota.
