Eligibility To Buy : Non-Citizen Spouse Scheme
 

The Non-Citizen Spouse Scheme allows a citizen with a non-citizen spouse who is neither a Singapore Citizen nor a Singapore Permanent Resident (SPR) to buy an HDB flat from the open market. You must meet the following eligibility conditions:

CitizenshipYou must be a Singapore Citizen.

AgeIf you are aged 21 years or above

Your spouse must have a Long Term Visit Pass or Work Pass. The pass must have a validity period of at least 6 months and it must be valid at the time you submit your application to buy a resale flat.

If you are aged 35 years or above
Your spouse must have a Visit Pass or Work Pass. The pass may have a validity period of less than 6 months, however, it must be valid at the time you submit your application to buy a resale flat.

If the Visit Pass or Work Pass expires during transaction to buy a resale flat, you must produce the renewed Visit Pass or Work Pass on the completion date of the transaction.

Family NucleusYou must list your non-citizen spouse as an occupier in the application
Income CeilingThere is no income ceiling unless you are applying for CPF Housing Grant or an HDB Loan.

Ownership/Interest in Property in Singapore or Overseas other than HDB flatsIf you or any person listed in your resale flat application owns private residential property (locally or overseas), you may still buy a resale flat without any CPF housing grant or HDB loan but you must dispose of the private property within six months of the purchase of the resale flat.

CPF Housing Grant

Under the Non-Citizen Spouse Scheme, you may apply for the CPF Housing Grant for Singles if you meet all the eligibility conditions.
