Introduced on 1 May 2008, the Resale Checklists for Buyers' Housing Agent provides housing agents with a standard list of important items to highlight to their clients, so that buyers/sellers can make informed decisions before they commit to buy or sell their flats. It would also prevent situations whereby the resale transaction has to be cancelled or delayed due to miscommunication or omission of important information.
The Resale Checklist for a housing agent engaged by buyer and seller is different as buyers' and sellers' have different set of eligibility conditions and financial concerns.
You will have to submit the
Resale Checklist for Buyers' Housing Agent (in English) to HDB.
Housing agents will have to go through a Resale Checklist with their clients to highlight important policies and procedures
before they commit to an HDB resale flat transaction.

This has to be done before buyer exercises the Option to Purchase (OTP). This procedure can be carry out as soon as the buyers are considering buying the flat and before paying option fee, i.e. not to wait till just before buyer exercises the OTP.

As a buyer, you need to
- Confirm that your housing agent has gone through all the checklist items
- Indicate the date and language used
All buyers must endorse the checklist.
Only the housing agent whom the buyers/sellers have engaged the services of, are to
- fill up the Resale Checklist,
- witness the signing of OTP/Resale Application Form and
- execute the Housing Agent's Statutory Declaration.
All the above documents must be endorsed by the
same agent.
Resale applications
will not be accepted if the Resale Checklist is completed after the sellers have granted the OTP and/or after the buyers have exercised the OTP.
Under existing procedure, all housing agents engaged by buyers/sellers must execute the Housing Agent's Statutory Declaration (SD) to declare all relevant information relating to the resale transaction.
The
Statutory Declaration has been revised to include the Resale Checklist requirement.
Note that it is a serious offence to give a false declaration, including to over-declare or under-declare the resale transacted price. Under the Oaths and Declaration Act, the penalty can involve a fine and/or up to 3 years' imprisonment for a false declaration. If a housing agent is found to have made a false declaration, HDB will report the matter to the appropriate parties such as the Police and the Inland Revenue Authority of Singapore.
