Before committing to the purchase of an adjoining flat, you shall:
- Request HDB to check whether the pairing of flats is possible and
- Mode of financing

Type of Housing Loan
The purchase of an adjoining flat can be financed with
Under the HDB Loan, HDB will give a loan of up to 90% of whichever is lower:
- Market value, or
- Declared resale price of the adjoining flat
In addition, the loan amount is also subject to credit assessment and full utilisation of the buyers' CPF savings in their Ordinary Accounts.
Conditions for Switching Housing Loan
If you are changing your mode of financing for the purchase of the adjoining unit, you must make sure that the outstanding mortgage loan for your existing flat has been discharged.
Example 1 : Existing flat is financed with an HDB/bank loan. The adjoining flat is to finance with another bank loan
You must:
- Check with the bank on the total loan amount available for discharge of the outstanding mortgage loan and for the purchase of the adjoining flat.
- Ensure that the outstanding HDB/bank loan of your existing flat has been discharged before purchasing of the adjoining flat.
Example 2 : Existing flat is financed with a bank loan. The adjoining flat is to be financed with an HDB loan
You must:
- Consult your bank on the procedures involved in discharging the outstanding mortgage loan for your existing flat.
- Ensure that the outstanding bank loan has been discharged before purchasing of the adjoining flat.
HDB loan financing is only for purchase of the adjoining flat and not for the discharge of bank loan.
On completion of purchase, you must convert the two adjoining flats into one unit by:

You shall retain the existing flat number for the combined flat
You can sell your converted flat:
If your original 3-room or 2-room flat was bought directly from HDB, you will be:
- Treated as having sold a flat, and
- Required to pay the resale levy
If your original 3-room or 2-room flat was your second flat bought directly from HDB, you will be debarred permanently from buying another flat from HDB.
You cannot sub-divide the converted flat into two flats to sell, transfer, surrender, etc.
If the completion of purchase is during/after MUP polling
You are required to pay for the upgrading costs based on the sum total of the two original flat types
As each Singapore Citizen household is only allowed to enjoy one upgrading subsidy, the subsidy for the second flat will be reduced even if you have not enjoyed an upgrading subsidy previously.
In addition, if the precinct has voted in favour of the Standard Package plus Space-adding Item, you will be required to pay for the 2 additional space-adding items. Read more about the

If the completion of purchase is before MUP polling
You are required to pay for the upgrading costs based on the redesignated flat type.
