Chairman, Singapore Deposit Insurance Corporation

Mr James Koh Cher Siang assumed the position of Chairman on 1 Oct 2007. Between 1 Jul 2005 to 30 Sep 2007, Mr Koh was the Deputy Chairman of the HDB Board. Prior to this, Mr Koh was the Commissioner of Inland Revenue and Chief Executive Officer, Inland Revenue Authority of Singapore since Apr 1997.

Mr Koh first worked in the Economic Development Division (Ministry of Finance), then in the Ministry of National Development and later in the Development Division, Ministry of Finance, and concurrently in the Establishment Unit, Prime Minister’s Office. He was appointed Permanent Secretary, Ministry of National Development in 1979. In 1987, Mr Koh was appointed Permanent Secretary, Ministry of Community Development and in 1994, Permanent Secretary, Ministry of Education.

Mr Koh is the Chairman of the Singapore Deposit Insurance Corporation Ltd, CapitaMall Trust Management Ltd, the Governing Board for the Mechanobiology Research Centre of Excellence, and the Singapore Island Country Club. He also holds directorships in several companies including CapitaLand Limited, Singapore Airlines Ltd, United Overseas Land Group Ltd, Pan Pacific Hotels Group Ltd, Singapore Cooperation Enterprise and CapitaLand Hope Foundation.


Partner, PricewaterhouseCoopers LLP

Mrs Quek Bin Hwee was appointed to the HDB Board in December 2005. She also serves as a member of the HDB Audit Committee. She is the Deputy Chairman of the National Volunteer and Philanthropy Centre, a Board Member of the Board of Trustees of the Industrial and Services Co-operative Society Ltd and a Committee Member of the International Women’s Forum, Singapore.

Mrs Quek is a Partner of PricewaterhouseCoopers LLP in Singapore.

Associate Professor of Architecture
National University of Singapore

Associate Professor (Dr) Milton Tan was appointed as a member of the HDB Board in December 2005. He was seconded from the National University of Singapore (NUS) to the Ministry of Information, Communications and the Arts (MICA) from 2002 to 2009. As the MICA Fellow (Design), he pioneered national strategies for Singapore's creative industries and design, and also served as the founding Executive Director of the DesignSingapore Council (Dsg). In 2010, he returned to the Department of Architecture, NUS. He is a member of the World Economic Forum's Global Agenda Council on Design, a Senior Advisor to Denmark's INDEX: Design Award, and a member of the International Advisory Panel for Seoul World Design Capital 2010. He is also a director of One Marina Property Services Pte Ltd, which is the property development and management company of Singapore Labour Foundation (SLF), and the National Trade Union Congress (NTUC).

Chief Executive Officer, Housing & Development Board

Mr Tay Kim Poh assumed the position of Chief Executive Officer of HDB and was appointed as Board Member in June 2006. Prior to this, he was the Second Deputy Secretary (National Development) in 2004 and the Deputy CEO (Estates & Corporate), HDB in 2002. A PSC Scholar, Mr Tay graduated with a 1st Class Honours degree in Engineering from the University of Singapore in 1976. He holds Master Degrees in Industrial Engineering and Business Administration from the National University of Singapore and completed the Program for Management Development at Harvard Business School in USA.

Chairman, EM Services Pte Ltd

Mr Tham Kui Seng was appointed as a member of the HDB Board in July 2008. He is also a member of the HDB Audit Committee. He is the Chairman of EM Services Pte Ltd, a subsidiary of HDB. He is also a director of SPI (Australia) Assets Pty Ltd, Raffles Medical Group, Straits Trading Company, Capitaland China Holdings and Alexandra Health.

Chief Financial Officer, DBS Bank Ltd

Mrs Chng Sok Hui was appointed as a member of the HDB Board in October 2009. She is also a member of the HDB Audit Committee. Mrs Chng is the Chief Financial Officer of Singapore’s DBS Group. She holds directorships in the Bank of the Philippine Islands, Ayala DBS Holdings Inc, ASEAN Finance Corporation Ltd and Asfinco Singapore Ltd. She also serves on the Accounting Standards Council as well as the Tax Advisory Committee in Singapore. In addition, she is an alternate Council Member of the Association of Banks and the Asia Pacific Bankers.

Fleet Commander, HQ Fleet

RADM Joseph Leong Weng Keong was appointed as a member of the HDB Board in October 2009. He is the Fleet Commander of the Republic of Singapore Navy. RADM Leong was awarded the Singapore Armed Forces Overseas Scholarship and the President’s Scholarship in 1990 to pursue his undergraduate studies at the University of Cambridge, United Kingdom. He was awarded the SAF Post – Graduate Scholarship and the Fulbright Scholarship to pursue a Masters of Business Administration Degree at the Massachusetts Institute of Technology in the USA. RADM Leong is also a board member of Singapore Technologies Electronics (Training & Simulation Systems) Pte Ltd. and is the Commodore of the SAF Yacht Club.

Editor, Berita Harian & Berita Minggu, Singapore Press Holdings Ltd

Mr Mohd Guntor Sadali was appointed as a member of the HDB Board in October 2009. He is the Editor of Berita Harian and Berita Minggu of Singapore Press Holdings. He is a Board Member of the Malay Heritage Foundation and a council member of the National Council for Problem Gambling.

Second Deputy Secretary,
Ministry of Community Development, Youth and Sports

Ms Ong Toon Hui is Second Deputy Secretary, Ministry of Community Development, Youth and Sports. She is also on the Board of National Council of Social Service, and Peirce Secondary School Advisory Board.

Ms Ong has been with the Civil Service since 1993. Previous postings included the Ministry of Health, Ministry of Education, Public Service Division and Ministry of Community Development and Sports.

Mayor, South East District

Mr Matthias Yao was appointed as a member of the HDB Board in October 2009. He is also the Chairman of the HDB Audit Committee. Mr Yao is the Mayor of South East District. He has been Deputy Speaker of Parliament since 2006 and is the Member of Parliament for the MacPherson Single Member Constituency. He was previously the Minister of State, Ministry of Defence, Minister of State, Prime Minister’s Office and Senior Minister of State, Prime Minister’s Office.

Head of Department, Real Estate, National University of Singapore

Associate Professor Yu Shi Ming was appointed as a member of the HDB Board in October 2009. He is the Head of Department, Real Estate, National University of Singapore. He sits on the Valuation Review Board (Ministry of Finance) and Requisition of Resources Compensation Board Panel (Ministry of Defence) and is the Chairman of the School Advisory Committee of Kent Ridge Secondary School. Assoc Prof Yu is also an Executive Committee Member of the West Coast Town Council.
