Mr James Koh Cher Siang
Chairman, Singapore Deposit Insurance Corporation
Mr James Koh Cher Siang assumed the position of Chairman on 1 Oct 2007. Between 1 Jul 2005 to 30 Sep 2007, Mr Koh was the Deputy Chairman of the HDB Board. Prior to this, Mr Koh was the Commissioner of Inland Revenue and Chief Executive Officer, Inland Revenue Authority of Singapore since Apr 1997.
Mr Koh first worked in the Economic Development Division (Ministry of Finance), then in the Ministry of National Development and later in the Development Division, Ministry of Finance, and concurrently in the Establishment Unit, Prime Minister’s Office. He was appointed Permanent Secretary, Ministry of National Development in 1979. In 1987, Mr Koh was appointed Permanent Secretary, Ministry of Community Development and in 1994, Permanent Secretary, Ministry of Education.
Mr Koh is the Chairman of the Mechanobiology Institute, and the Singapore Island Country Club. He also holds directorships in several companies including CapitaLand Limited, United Overseas Bank Ltd, Thye Hua Kwan Moral Charities Ltd and CapitaLand Hope Foundation.
Mr Tham Kui Seng
Mr Tham Kui Seng was appointed as a member of the HDB Board in July 2008. He is a director of Sembcorp Industries Ltd, The Straits Trading Company Ltd, Global Logistics Properties Limited, Maxwell Chambers Pte Ltd
and Banyan Tree Holdings Ltd. He is also a Board Member of Singapore Land Authority.
Mrs Chng Sok Hui
Chief Financial Officer, DBS Bank Ltd
Mrs Chng Sok Hui was appointed as a member of the HDB Board in October 2009. She is the Chief Financial Officer of Singapore’s DBS Group. She serves on the Accounting Standards Council and is a Board member of the Inland Revenue Authority of Singapore
. She had previously held directorships in the Bank of the Philippine Islands and Ayala DBS Holdings Inc served on the Tax Advisory Committee under the Ministry of Finance and was the alternate Council Member of the Association of Banks.
BG Tan Wei Ming, Mervyn
BG Tan Wei Ming, Mervyn was appointed as a member of the HDB Board in March 2014. He is the Director Military Intelligence/Chief C4I, Ministry of Defence. BG Tan was awarded the Overseas Training Award in 1992 and graduated with First Class Honours from the University of Sydney, Australia. He was awarded the Singapore Armed Forces Overseas Postgraduate Scholarship in 2010 to pursue a Masters of Business Administration Degree at the Massachusetts Institute of Technology in the USA. BG Tan is also a Director of ST Aerospace Engineering Pte Ltd.
Ms Ong Toon Hui
Ministry of Social and Family Development
Ms Ong Toon Hui is Deputy Secretary, Ministry of Social and Family Development. Besides sitting on the Board of National Council of Social Service, and the Peirce Secondary School Advisory Board, Ms Ong is also a Member of the Casino Regulatory Authority Board, National Council Against Drug Abuse, as well as the Charity Council.
Ms Ong has been with the Civil Service since 1993. Previous postings included the Ministry of Health, Ministry of Education, Public Service Division and Ministry of Community Development and Sports.
Mr Matthias Yao Chih
Mr Matthias Yao was appointed as a member of the HDB Board in October 2009. He is the Chairman of EM Services Pte Ltd, a subsidiary of HDB. He is the Chairman of the Board of Trustees of NTUC Eldercare Trust.
He is also the sole director of Agmonton Pte Ltd and holds other directorship in iFAST Financial Pte Ltd as well as iFAST Corporation Pte Ltd.
He was previously the Minister of State, Ministry of Defence, Minister of State, Prime Minister’s Office and Senior Minister of State, Prime Minister’s Office. More recently, he was the Mayor of South East District for 7 years, Deputy Speaker of Parliament, and Member of Parliament for the MacPherson Single Member Constituency.
Associate Professor Yu Shi Ming
Department of Real Estate, National University of Singapore
Associate Professor Yu Shi Ming was appointed as a member of the HDB Board in October 2009, and Council for Estate Agencies in October 2010. He is currently an Associate Professor with the Department of Real Estate, National University of Singapore. He sits on the Valuation Review Board (Ministry of Finance) and Requisition of Resources Compensation Board Panel (Ministry of Defence). Assoc Prof Yu is also an Executive Committee Member of the West Coast Town Council.
Dr Cheong Koon Hean
Chief Executive Officer, Housing & Development Board
Dr Cheong Koon Hean was appointed the Chief Executive Officer (CEO) of HDB and Board Member in August 2010. She is concurrently Deputy Secretary (Special Duties) in the Ministry of National Development with the responsibility of overseeing land reclamation issues.
Prior to this, she was CEO of URA for 6 years, during which she spearheaded the major transformation of Marina Bay and development of new growth areas at Jurong Lake District, Kallang Riverside and Paya Lebar Central.
Dr Cheong is a Colombo Plan scholar and graduated with a 1st Class Honours degree in Architecture from the University of Newcastle, Australia. She also holds a Masters Degree in Urban Development Planning from University College London and has completed the Harvard Advanced Management Programme.
Dr Cheong is also a board member of Jurong Port Pte Ltd, International Federation of Housing and Planning, NUS Board of Trustees and the Civil Service College
Mr Ong Chong Tee
Deputy Managing Director (Financial Supervision), Monetary Authority of Singapore
Mr Ong Chong Tee is Deputy Managing Director (Financial Supervision) overseeing the banking and insurance, capital markets, policy, risk and surveillance groups. Mr Ong is also a Council Member of the Institute of Banking and Finance, and a Director on the ASEAN+3 Macroeconomic Research Office Pte Ltd. He is also on the Advisory Boards of SMU’s Sim Kee Boon Institute for Financial Economics and NUS’ Risk Management Institute and EDHEC - Risk Institute.
Mr Tham Sai Choy
Managing Partner, KPMG LLP
Mr Tham Sai Choy was appointed as a member of the HDB Board in October 2012. He is the Managing Partner of KPMG in Singapore and a member of KPMG’s Global Board. Outside KPMG, Mr Tham was until recently the Deputy Chairman of Singapore’s Accounting Standards Council and is currently the chairman of the Financial Reporting Committee of the Institute of Certified Public Accountants of Singapore. He has a keen interest in the development of corporate governance standards and played a key role in the drafting of the Audit Committee Guidance Committee manual. He sits on the advisory boards of the Nanyang Business School, the School of Accountancy at the National University of Singapore and the Sim Kee Boon Institute for Financial Economics of the Singapore Management University.
