HDB Launches Sale Of Site At Yishun Avenue 11/ Yishun Central By Tender Under Design, Build And Sell Scheme (Dbss)

 The Housing and Development Board is launching the housing site, Yishun PH1, at Yishun Avenue 11/ Yishun Central for sale by public tender under the Design, Build and Sell Scheme (DBSS) on 31 March 2010 (Wednesday). The tender will close at 12 noon on 18 May 2010 (Tuesday).

Information on DBSS

2Under DBSS, the developer tenders for the land and enjoys flexibility in designing, pricing and selling the flats subject to the relevant legislation and rules to preserve the character of public housing. Upon completion of the building, the developer will hand over the entire development site to HDB for lease administration, and to the Town Council for maintenance of the common areas.

3DBSS flats are sold to buyers with a 99-year lease and under similar HDB eligibility conditions. Ninety-five percent of the flat supply for public applicants will be set aside for sale to first-timers.

4Several policy revisions announced recently are also applicable to the DBSS purchasers:

a) Housing Grant for First-timer families comprising Singapore Citizen (SC) / Singapore Permanent Resident (SPR)
       Eligible first-timer SC families can apply for a CPF Housing Grant of $30,000 or $40,000. First-timer families eligible for the CPF Housing Grant, but comprise of SC and SPR will have $10,000 of their subsidy withheld. The subsidy withheld will be restored when the SPR family member takes up citizenship or if the couple has an SC child.

      b) Ethnic Integration Policy (EIP)

       Sale of DBSS flats are subject to the Ethnic Integration Policy (EIP). As announced recently in Mar 2010, the ethnic limit for Indians/Others is increased by 2 percentage points to 12% and 15% at the neighbourhood and block level respectively. There are no changes to the ethnic limits for Chinese and Malays. The ethnic limits for the various ethnic groups are as follows:-

c) Second Concessionary Loan Policy
       The revised second concessionary loan policy is applicable to the purchase of DBSS flats. HDB will reduce the quantum of the second concessionary loan by the full CPF proceeds and part of the cash proceeds from the sale of the existing or immediate past HDB flats.

5Located at Yishun Avenue 11/ Yishun Central (see Annex A for location map), Yishun PH1 is a short distance away from the Yishun Town Centre, Yishun MRT station and bus interchange. Residents can look forward to a diverse range of ready amenities and services at the Northpoint Shopping Centre. A host of education institutions like Hua Min Primary School, North View Secondary School, Chung Cheng High School and Yishun Junior College are also within easy reach. The lush greenery and tranquil parks, as well as recreational options at the SAFRA country club, sports stadium and swimming complex will offer residents endless hours of fun and relaxation. 6The main terms and conditions for the tender of Yishun PH1 are available in the Tender Packets or HDB's website. Tender Packets can be purchased at $105/- each (inclusive of GST) at The Procurement Office, Basement 1 HDB Hub, 480 Lorong 6 Toa Payoh Singapore 310480 during office hours from 31 March 2010.

Upcoming Sale Launches

7HDB has offered a total of 3,653 units of new flats under the BTO in the 1Q10. In Apr 2010, flat buyers can look forward to another 1,200 BTO flats in Punggol. These launches are part of HDB's plans to offer at least 12,000 new BTO flats this year, or more if there is demand. The new BTO projects will be spread across various locations like Punggol, Sengkang, Yishun, Jurong West etc.

8HDB will continue to monitor the housing demand. More sites for DBSS development will be made available in the coming months if there is demand.

9HDB will share its technical experience and best building practices with the Successful Tenderer to facilitate the DBSS development. HDB will also provide the Successful Tenderer with training and support to screen buyers’ eligibility, as well as prepare application forms and documents for the sales launch.
