The Housing and Development Board is launching the sale of land at Upper Serangoon Road for sale by public tender under the Design, Build and Sell Scheme (DBSS) on 12 Oct 2010 (Tuesday). The tender will close at 12 noon on 30 Nov 2010 (Tuesday).

3This site is located just across Punggol Park. Nearby residential developments include The Florida and Rio Vista. Residents will enjoy shopping, food and entertainment conveniences at Hougang Plaza, Hougang Mall and Kang Kar Mall. Established schools like Holy Innocents' High School, Xinmin Primary and Secondary Schools, Montfort Primary and Secondary Schools, Serangoon Secondary, as well as Serangoon Junior College are also within easy reach. 5Another DBSS site at Yuan Ching Road/Corporation Drive, with an estimated yield of 580 units, will be launched for tender in Nov 2010. More sites for DBSS development will be made available if there is sustained demand. Information on DBSS can be found in Annex 1.
1Under DBSS, the developer tenders for the land and enjoys flexibility in designing, pricing and selling the flats subject to the relevant legislation and rules to preserve the character of public housing. Upon completion of the building, the developer will hand over the entire development site to HDB for lease administration, and to the Town Council for maintenance of the common areas.
2Flats sold under DBSS come with a 99-year lease and will be offered to buyers under similar HDB eligibility conditions. First-timer households with monthly income of up to $10,000 now have the option to buy new DBSS flats with a CPF Housing Grant of $30,000. However, HDB concessionary loan will not be available to these buyers. Ninety-five percent of the flat supply for public applicants will be set aside for sale to first-timers.
3HDB will share its technical experience and best building practices with the Successful Tenderer to facilitate the DBSS development. HDB will also provide the Successful Tenderer with training and support to screen buyers’ eligibility, as well as prepare application forms and documents for the sales launch.
