HDB Launches Telok Blangah Towers and Punggol Lodge Under Build-To-Order System

           HDB is launching 2 new housing projects, namely Telok Blangah Towers in Bukit Merah town and Punggol Lodge in Punggol town, under the Build-To-Order (BTO) System today. There are altogether 916 new Premium and Standard flats, comprising Studio Apartments (SAs), 3-room and 4-room flats offered under this sales exercise.

2         The application period for this BTO exercise is from 25 Oct 2007 (Thurs) to 14 Nov 2007 (Wed). Information on the 2 projects and details of the application procedures can be found at Annexes 1 and 2 respectively.

Telok Blangah Towers

3         Telok Blangah Towers is an integrated development with 400 flats, comprising 90 SAs, 100 units of 3-room and 210 units of 4-room Premium flats. The SAs are sold with elder-friendly features such as grab bars and non-slip flooring, as well as fittings such as built-in wardrobe, kitchen cabinets and cooking facilities.

4         Telok Blangah Towers is situated at the junction of Telok Blangah Street 31 and Telok Blangah Drive. The project is adjacent to an array of shops and eateries, a supermarket, wet market and hawker centre. It is also conveniently located near the Bukit Merah Town Centre, as well as the upcoming MRT stations at Labrador Park and Telok Blangah on the Circle Line. It enjoys convenient access to retail and recreational facilities such as VivoCity, Mount Faber and Sentosa.

Punggol Lodge

5         Punggol Lodge is a Standard contract with 516 flats, comprising 52 units of 3-room and 464 units of 4-room flats.

6         Located in Punggol East along Punggol Road, the project is conveniently situated across the road from upcoming commercial facilities such as an eating-house, supermarket and shops, and is within walking distance from the Damai LRT station. The project is also located near the Punggol MRT Station, bus interchange and future Punggol Town Centre. Nearby educational institutions include Edgefield Primary, Mee Toh School, Greendale Secondary and Punggol Secondary, which will cater to the needs of families with school-going children.

Eligibility Conditions

7          The monthly household income ceiling for the purchase of the SAs, 3-room and 4-room flats in the Premium contract at Telok Blangah Towers is $8,000. For the Standard 3-room and 4-room flats at Punggol Lodge, the usual monthly household income ceiling of $3,000 and $8,000 respectively are applicable. Applicants must also satisfy the other eligibility conditions such as citizenship, family nucleus and non-ownership of private property.

8         First-timer households (except for those applying for SAs) can also apply for the Additional CPF Housing Grant (AHG) of up to $30,000. To qualify, first-timer households must have been in continuous employment over the last 24 months at the date of the flat application, and have an average gross monthly income not exceeding $4,000 over the same period.

9         HDB rental tenants who are first-timers and have lived in their rental flats for a minimum of 2 years can enjoy priority when they apply for a 3-room flat under the Tenants’ Priority Scheme, if their gross monthly income does not exceed $3,000.

Optional Component Scheme (OCS)

10          Buyers of the Standard flats in Punggol Lodge can opt for ceramic floor tiles and/or internal timber doors to be installed in their flats. Buyers of the Premium flats in Telok Blangah Towers (which already come with flooring) can opt for internal doors to be installed. The cost of the optional components (see Annex 1) will be included in the selling price of the flat.

BTO Exhibition

11          An exhibition will be held at the Habitat Forum, HDB Hub during the application period from 25 Oct 2007 to 14 Nov 2007. Interested applicants can obtain the sales brochure, as well as view the 3D models and sample finishes on display. They can also visit HDB’s e-Sales website at www.hdb.gov.sg/esales, or look out for newspaper advertisements to learn more about Telok Blangah Towers and Punggol Lodge.

Introduction of new services

12          To better cater to the needs of potential flat buyers, HDB will introduce 2 new electronic services - Home Locator and Short Message Service (SMS) Alerts. Potential flat buyers can search for their desired flat by specifying the criteria (e.g. location, completion status, flat type/price range, ethnic group etc) they are looking for in their desired flat using the “Home Locator”. This search function facilitates a potential buyer’s search by narrowing down their choices. Users will also be able to view the selling prices and access the electronic brochures.

13          In addition to sending an email to subscribers of the HDB eAlert Service to inform them of HDB’s new sales launches on the launch date, HDB will also send Short Message Service (SMS) alerts to announce the launch of Build-to-Order (BTO) and Balloting Exercises (BE) to interested subscribers starting from Dec 2007. The e-mail and SMS alert services are free and new and existing eAlert subscribers can log on www.hdb.gov.sg to sign-up for this service from Nov 2007 onwards.

ANNEX 2

APPLICATION PROCEDURE

Submission of Application


Households interested in buying a flat in either Telok Blangah Towers or Punggol Lodge can submit their application online at HDB’s InfoWEB at www.hdb.gov.sg between 25 Oct 07 (Thurs) and 14 Nov (Wed). The administrative fee of $10 is payable by cashcard or credit card (Master Card / Visa). Those without internet access can also visit HDB Hub or any of HDB’s Branch Offices to submit their application (via the e-Stations or Internet PCs that are available for use).

2 There are different terms and conditions for purchase of the Studio Apartments, 3-room and 4-room flats in the two BTO developments (The eligibility conditions for purchase of SAs are stated in Appendix 1). Each household is only allowed to submit one application for the Oct 07 BTO Exercise and must indicate the development and the flat type they are applying for.

Priority Schemes

3 Applicants who meet the conditions of the Third Child Priority Scheme (TCPS), Married Child Priority Scheme (MCPS) or Tenants’ Priority Scheme (for 3-room flat applicants only) can request for priority allocation under these schemes. Applications under the Resettlement/Relocation (REN/RH) and Grassroots Organisation (GRO) Schemes require recommendations from the appropriate authorities managing the schemes.

4 For the Studio Apartments at Telok Blangah Towers, which are sold under terms and conditions slightly different from normal HDB flats, priority allocation is only given to GRO, REN/RH, MCPS and First-Timer applicants.

Shortlisting of applicants

5 HDB will assess the subscription rate after the application period has closed. If the desired subscription rate is achieved, HDB will proceed to shortlist applicants for the selection of flats where all eligible applicants will be given a queue position via computer balloting. Applicants will be informed of the shortlisting results by end-Dec 2007.

6 HDB will first invite applicants up to 2 times the flat supply to select a flat, before inviting the rest of the applicants who are further down the queue (subject to the availability of units and ethnic quota).

Selection of Flats

7 The selection exercise will commence from Jan 2008. An option fee of $250, $1,000 or $2,000 is payable upon selection of a Studio Apartment, 3-room or 4-room flat respectively and may be paid by cash/cheque/NETS.

8 Selection of flats by the applicants with queue numbers exceeding the flat supply would be subject to availability of flat supply or ethnic quota when their turns are due. They can check the availability of flats on the HDB InfoWeb or via teletext before turning up at the HDB Sales Office on the appointed date for the selection.

9 After completion of the entire selection exercise, HDB will separately assess the take-up rate of Telok Blangah Towers and Punggol Lodge before deciding whether to proceed to call the building tender.


Signing The Agreement For Lease

10 Once it is confirmed that Telok Blangah Towers and/or Punggol Lodge have met the desired take-up rate and proceeds for tender, HDB will arrange for the applicants to sign the Agreement for Lease within 4 months from the date of selection of the flats.

11 For applicants who selected a Studio Apartment at Telok Blangah Towers, they must pay 5% of the selling price of the flat as downpayment at the point of signing the Agreement for Lease, by CPF and/or cash. As no loan is granted for the purchase of a Studio Apartment, applicants must pay up the balance of the selling price when they take over possession of the SA.

12 Applicants who selected a 3-room or 4-room flat at either Telok Blangah Towers or Punggol Lodge must pay 10% of the selling price of the flat as downpayment at the time of signing the Agreement for Lease, by CPF and/or cash. First-timer applicants, i.e. married couples as well as those applying under the Fiance/Fiancee Scheme, can pay the 10% downpayment in 2 instalments under the Staggered Downpayment Scheme (SDS) if at least one of the partners is aged 30 years or younger. The first 5% will be collected when the applicant signs the Agreement for Lease and the balance 5% when the buyer takes possession of his new flat.

13 Applicants who intend to take an HDB loan must obtain an HDB Loan Eligibility letter before they exercise the Option To Purchase for the HDB flat by signing the Agreement for Lease. For the applicants who are taking a bank loan, they will have to pay a 5% cash payment to HDB. They will also have to obtain a Letter of Offer from the bank before they can exercise the Option To Purchase for the HDB flat.

14 Applicants who do not sign the Agreement for Lease or reject the flat after selection will have their applications cancelled and the option fee forfeited. If the applicant rejects the flat after signing the Agreement for Lease, the forfeiture will be 5% of the selling price of the flat.

Appendix 1

Main Eligibility Conditions for Purchase of Studio Apartments & Key Conditions of Sale/ Lease Administration


(A)Eligibility conditions

(i)Citizenship

- The main applicant, must be a Singapore Citizen (SC) and at least 55 years old at the time of application.
- If other applicant(s), if any, are the main applicant's spouse, parents, siblings or children, they must be:
* SCs or Singapore Permanent Residents (SPRs) and
* At least 21 years old at the time of application.

- If other applicant(s) are other than those above, they must be:
* SCs and
* At least 35 years old at the time of application.

(ii) Family Nucleus

- An applicant who is unmarried, divorced or widowed may apply for an SA solely
for his own occupation. If he is married, he must include his spouse in his application.

(iii)Income Ceiling

- The total gross income of all persons listed in the application must not exceed
$8,000 a month at the time of application.

(iv)Ownership/ Share in property

Owner of HDB flat

- If the applicant currently owns or has a share in an HDB flat, whether bought direct from the HDB or from the open market, he may apply or be listed as an occupier in the application. However, he will have to dispose of his share in the flat within six months from the date of taking possession of the SA. Otherwise, he will have to surrender the SA to the HDB and forfeit a sum equivalent to 5% of the purchase price and/or any other amount as determined by the HDB.

- The sale of his current flat in the open market is subject to the HDB's approval and
resale policies, rules and regulations at the time of sale.

Owner of Private Property

- If the applicant currently owns or has a share in a private property, he may still apply for an SA or be listed as an occupier in the application for an SA. However, the disposal of interest in the private property must be finalised before he takes possession of the Studio Apartment. If he fails to do so, his application will be cancelled, and the option fee and/or any other amount as determined by the HDB will be forfeited.

(V)Time Bar

- If the applicant is the current owner or ex-owner of a flat bought direct from the HDB, under the Sale of Flats to Sitting Tenants Scheme, or a resale flat under the CPF Housing Grant Scheme, he may apply to buy a SA provided he has satisfied a minimum occupation period of 5 years (excluding any period of subletting of the whole flat), computed from the date of purchase of that flat to the date of submission of SA application.

- If there are more than one applicant owning HDB flats, only the applicant who is an SC aged 55 years or above needs to have satisfied the 5-year occupation period.

(vi)Use of CPF


- An applicant aged at least 55 years old may use his CPF to buy an SA after he
has set aside the full cash component of his Minimum Sum. The Studio Apartment would then be pledged for the amount of CPF used, up to the maximum pledge allowed under the Minimum Sum Scheme.

(B)Tenure


The SA is sold on a 30-year lease from the date of taking possession with an option to extend for another 10 years, subject to the HDB’s approval.

Lease Administration Conditions

(i) The SA cannot be sold in the open market. It must be returned to HDB if the owner no longer wishes to live in it or becomes ineligible to do so. If the SA is returned to HDB, HDB will pay, at its absolute discretion, a pro-rated sum of the original selling price based on the remaining lease of the SA.

(ii) An owner or ex-owner of an SA is not eligible to apply for an SA again

(iii) An owner or ex-owner of an SA, who has previously bought a flat either direct from HDB, or under the Sale of Flats to Sitting Tenants Scheme, or bought from the open market under the CPF Housing Grant Scheme, is not allowed to apply for such flats again or rent an HDB flat.

(iv) An owner of an SA may be allowed to invest in private property if he has physically occupied the SA for at least five years. He will have to continue living in the SA after the purchase of the private property.

(v) An owner or ex-owner of an SA, who has never sold any flat bought either direct from HDB, or under the Sale of Flats to Sitting Tenants Scheme, or bought from the open market under the CPF Housing Grant Scheme, will have to fulfill the 5-year time bar from the date of purchase of the SA before he can apply for another flat from HDB.
