HDB offers a wide range of flats in four new Build-To-Order (BTO) projects

           HDB is launching four new BTO projects today, bringing the total flat supply for 2009 to 13,500 units. The four projects are Montreal Dale in Sembawang, Segar Grove in Bukit Panjang, and SkyVille @ Dawson (杜生庄) and SkyTerrace @ Dawson (杜生阁) in Queenstown, offering a total of 2,670 flats.

2         The flat supply comprises 105 units of Studio Apartments (SA), 231 units of 2-room, 643 units of 3-room, 1,489 units of 4-room and 202 units of 5-room flats. These four projects, which spread across three towns, offer homebuyers a wide range of options to suit their budgets and preferences. 95% of the supply of 2-, 3-, 4- and 5-room flats will be set aside for first-timers.

3         Flat buyers can also look forward to more BTO projects in 2010. HDB is prepared to launch at least one BTO project every month if there is sustained demand for new flats. In Jan 2010, the public can look forward to another 1,300 BTO flats in Choa Chu Kang and Hougang.


4         The rejuvenation plans for Dawson Estate were announced by Prime Minister Lee Hsien Loong in 2007 as part of HDB’s Remaking Our Heartland (ROH) initiative. They included proposals to introduce new concepts in public housing and promote sustainable and environmental-friendly features. SkyVille @ Dawson and SkyTerrace @ Dawson were designed by award-winning local architect firms with these objectives in mind. They offer 1,718 premium flats comprising 105 units of SA, 270 units of 3-room, 1,141 units of 4-room and 202 units of 5-room flats.

5         Conveniently located along Margaret Drive and Dawson Road , residents of both projects will be well served by the Queenstown MRT Station, bus services and road network. There are various amenities such as supermarket, eating places, shops, schools and park facilities, as well as communal, sports and recreational facilities nearby e.g. library, sports stadium, swimming complex and community centre.

6         HDB is piloting two schemes for the Dawson projects – the Flexi-Layout Scheme in SkyVille @ Dawson to cater to different family needs, and the Multi-Generation Living Scheme in SkyTerrace @ Dawson to facilitate multi-generational living:
      (i) The Flexi-Layout Scheme offers homebuyers 3 options in terms of layout for each flat type. All the blocks in SkyVille @ Dawson are designed with a flat floor, beam-free ceiling and structural columns located along the perimeter of the flat.
      (ii) The Multi-Generation Living Scheme allows parents and married children to buy paired flats, i.e. SA with a 4-room flat or SA with a 5-room flat. Designed as two separate units, they have connecting doors to allow families to stay close yet maintain privacy.

7         HDB expects very strong interest for the Dawson projects, and they are likely to be many times oversubscribed. Buyers who would like greater certainty in getting a new flat should apply under for BTO projects in non-mature estates.


8         Montreal Dale offers 424 standard flats comprising of 116 units of 2-room, 156 units of 3-room and 152 units of 4-room flats. Located next to Montreal Green, a neighbourhood park, Montreal Dale is bounded by Montreal Drive, Montreal Link and Sembawang Road. A minimart, eating house and some shops will be built in this new precinct. Facilities and amenities serving the residents’ needs include the Sembawang MRT station, Sembawang Community Club, Sembawang Community Library and Sun Plaza. There are also primary and secondary schools in the area.


9         Segar Grove offers 528 standard flats comprising of 115 units of 2-room, 217 units of 3-room and 196 units of 4-room flats. It is located at Segar Road and is next to the Kranji Expressway and the Bukit Timah Expressway. A minimart, eating house and some shops will be built in this new precinct. Within walking distance from Segar Grove are Segar LRT Station and the Zhenghua Community Building, which houses Zhenghua Community Club and Bukit Panjang Neighbourhood Police Centre. Residents can shop at Greenridge Shopping Centre and Fajar Shopping Centre for their daily needs. There are also primary and secondary schools in the area.


10         New HDB flats are priced with a generous market subsidy below their equivalent market price. These market prices take into account the prices of resale flats in the area, adjusted for factors such as location, flat attributes, project design and prevailing market conditions. In addition, eligible first-timers with an average monthly household income of $5,000 or less can also apply for the Additional CPF Housing Grant (AHG) of up to $40,000. The AHG can be used to offset the initial down-payment.

11         To cater to households with different incomes, HDB is offering various types of flats with a wide range of selling prices:
      (i) SkyVille @ Dawson and SkyTerrace @ Dawson are special iconic housing projects that cater to flat buyers who are prepared to pay more for a prime location, special designs and better finishes. The prices of these premium flats start from $112,000, $280,000, $373,000 and $532,000 for SA, 3-room, 4-room and 5-room flats respectively. The service and conservancy charges (S&CC) for these projects will also be higher than normal flats.
      (ii) Flat buyers looking to pay less can consider the standard flats at Segar Grove and Montreal Dale, where prices start from $72,000, $125,000 and $210,000 for 2-room, 3-room and 4-room flats respectively.
12         First-time buyers of 4-room flats in these 4 projects are expected to use 19% to 26% of their monthly household income to meet their monthly loan payments. For example, a 4-room unit at $250,000 in Montreal Dale requires a monthly mortgage instalment of about $901. A family with a household income of $4,300 can service this fully through their monthly CPF contributions without any cash outlay.     13         SkyVille @ Dawson and SkyTerrace @ Dawson need a longer construction time than other projects because the blocks are more than 40 stories high. In contrast, blocks in Montreal Dale and Segar Grove are about 15 stories high.
