HDB is launching the sale of 1,037 flats in Bukit Merah, Bedok, Clementi and Sengkang under the Balloting Exercise today. The flat supply comprises 84 units of 2-room flats, 145 units of 3-room flats, 530 units of 4-room and 278 units of 5-room flats (see Annex 1 for details). Interested flat buyers can submit their applications from today, 27 February 2007 (Tuesday) to 19 March 2007 (Monday).
The 869 flats offered in Bukit Merah, Bedok and Clementi are surplus flats available from the Selective En bloc Redevelopment Scheme (SERS), which comprise a range of 3-room to 5-room flats located at Bedok North Road (Bedok N1 C19), Jalan Membina (Bukit Merah N4 RC36) and Clementi Ave 3 (Clementi N4 C7 and C7A). The flats in Bedok and Clementi have already been completed, while those at Bukit Merah will be completed around 3rd Quarter 2007.
Apart from the balance SERS flats, HDB is also offering 168 units of 2-room and 3-room flats at Block 302B Anchorvale Link in Sengkang. The flats are being converted from 84 Executive Flats under the second of two special conversion projects announced by HDB in 2006. The converted flats are expected to be ready for occupation around mid-2007.
Buyers of the converted 2-room and 3-room flats can opt for flooring to be installed under the Optional Component Scheme (at the cost of $1,300 for each 2-room flat and $2,400 for each 3-room flat). The additional cost of the optional component will be incorporated into the selling price of the flat so that it can be paid for via flat buyer’s CPF.
Households with a gross monthly income of up to $8,000 are eligible to buy the new 4-room and 5-room flats, subject to other eligibility conditions such as citizenship, family nucleus, and non-ownership of private property.
Lower income ceilings of $2,000 and $3,000 are applicable for the 2-room and 3-room flats. Eligible first-timers who are HDB tenants and have lived in their rental flats for a minimum of 2 years can apply for priority under the Tenants’ Priority Scheme when they apply for the 2-room or 3-room flats.
Eligible first-timers with household incomes of up to $3,000 can also apply for the Additional CPF Housing Grant of up to $20,000. To qualify, first-timer households must have been employed throughout the last 24 months, and have an average income of less than $3,000 over this period.
The public can collect the sales brochures at the HDB Sales Office, HDB Hub. They can also view the exhibition for this Balloting Exercise at the Habitat Forum, 3rd level BizFour, HDB Hub.
Sample 4-room and 5-room flats are available for viewing in Bedok and Clementi. To provide interested buyers with an idea of the layout of the converted 2-room and 3-room flats in Sengkang, there are also sample units open for viewing at Blk 302B Anchorvale Link. Submission of Application
Application for the flats is open from 27 February 2007 (Tuesday) until 19 March 2007 (Monday). The applicant has to indicate the flat type and town he is applying for. Each applicant (i.e. household) will only be allowed to submit one application.
2 Applications can be submitted either electronically or manually using the prescribed application forms.
a. For online applications, applicants can log on to the HDB InfoWeb "e-Sales" at www.hdb.gov.sg and follow the simple steps. A non-refundable administrative fee of $10 is payable for electronic submission.
b. For manual applications, applicants can collect the application forms at the Reception Counter (Atrium, 1st Storey, HDB Hub) and purchase coupons for the non-refundable $20 administrative fee the Payment Office (Atrium, 3rd Storey, HDB Hub). These are also available at HDB Branch Offices and Singapore Post branches.
Completed application forms affixed with the coupon can be submitted at the Registration Counter in the Sales Office during office hours. Alternatively, they can be sent by post, or deposited in the drop-box provided at the Sales Office at HDB Hub (Atrium, 1st Storey, near the Drop-Off Point), and Habitat Forum.
At the time of application, applicants can request for priority under the Third Child Priority Scheme, Married Child Priority Scheme or Tenants’ Priority Scheme if they meet the prescribed conditions of these schemes. Applications under the Resettlement/Relocation and Grassroots Organisation Schemes would require recommendations from the appropriate authorities managing the schemes.

4 A computer ballot will be conducted to determine the queue positions of eligible applicants. All applicants will be informed of the outcome of the balloting by mid May 07.
Booking of Flats
5 Shortlisted applicants can expect to book their flats around Jun/Jul 07. The option fee is $500 for a 2-room flat, $1,000 for 3-room and $2,000 for 4- or 5-room flat. This fee is payable upon booking of the flat and can be by cash/cheque/NETS.
6 Booking of flats by the applicants with queue numbers exceeding the flat supply would be subject to availability of flats and ethnic quota when their turn is due. Applicants can check the updates on the availability of flats on the HDB InfoWeb or via Teletext before calling at the HDB Sales Office on the scheduled appointment date. They need not turn up for the appointment if their preferred units are no longer available.
