Members of the Board

1. (Chairman) Dr Aline Wong assumed the position of Chairman on 1 October 2003. Between 1 July 2003 and 30 September 2003, Dr Wong was the Deputy Chairman of the HDB Board.

   Dr Aline Wong, a former Senior Minister of State for Health and Education, received her PhD in Sociology from the University of California, Berkeley, in 1970. She pursued her academic career at the National University of Singapore (NUS) where she became a full Professor in 1990.

   In 1984, Dr Wong entered politics and was elected Member of Parliament at four successive General Elections. From 1990 to 1994, she was Minister of State for Health and Education, and became Senior Minister of State in 1995. She held that position until she stepped down from politics in 2001 and returned to NUS, from which she retired in 2003.

   Dr Wong is also a director of MediaCorp Pte Ltd and the Singapore Symphonia Company. She is also an Academic Advisor to the SIM University and a Past President of the International Women’s Forum (Singapore) 2003-2005.

2. (Deputy Chairman) Mr James Koh Cher Siang was appointed Deputy Chairman of the HDB Board in July 2005. Prior to his present appointment, Mr Koh was the Commissioner of Inland Revenue and Chief Executive Officer, Inland Revenue Authority of Singapore since April 1997.

   Mr Koh first worked in the Economic DevelopmentDivision (Ministry of Finance), then in the Ministry of National Development and later in the DevelopmentDivision, Ministry of Finance, and concurrently in Establishment Unit, Prime Minister’s Office. He was appointed Permanent Secretary, Ministry of National Development in 1979. In 1987, Mr Koh was appointed Permanent Secretary, Ministry of Community Development and in 1994, Permanent Secretary, Ministry of Education.

   Mr Koh is the Chairman of the Singapore DepositInsurance Corporation Ltd. He also holds directorships in several companies including CapitaLand Limited, Singapore Airlines Ltd, United Overseas Land Group Ltd, Hotel Plaza Ltd and Singapore Corporation Enterprise. He is also Deputy Chairman of the National Kidney Foundation and a director of CapitaLand Hope Foundation.

3. Mr Edmund Koh was appointed a member of the HDB Board in October 2000. He is the Managing Director and Head of the Regional Consumer Banking Group in DBS Bank Ltd, Chairman of EM Services Pte Ltd, a subsidiary of HDB, Chairman of the Network for Electronic Transfers(S) Pte Ltd and Deputy Chairman of the Singapore Sports Council. He also holds directorships in several companies including SNP Corporation Ltd, DBS Vickers Securities Holdings Pte Ltd, Hutchison DBS Card Ltd, International Medical Insurers Pte Ltd and SMRT Corporation Ltd.
4. Mdm Halimah Yacob was appointed a member of the HDB Board in January 2002. She is the Assistant Secretary General of the National Trades Union Congress. She is a Member of Parliament for the Jurong Group Representation Constituency and the Chairman of the Jurong Town Council. She is also the Chairman of the Government Parliamentary Committee for Health, and a member of the Economic Development Board, Jurong Town Corporation,National Environment Agency and the NUS Council.She has served as a member in several committees including the Ministerial Committee on Low Wage Workers, Inter Ministerial Committee on Ageing, LifeLong Learning Advisory Committee and the Tripartite Committee on the Employability of Older Workers.
5. Mr Tan Boon Huat was appointed a member of the HDB Board in January 2003. He is the Chief Executive Director of the People’s Association. He is a member of the Singapore Sports Council, Health Promotion Board and National Arts Council. He is also an Independent Director of Keppel Telecommunications & Transportation Ltd.
6. Mrs Quek Bin Hwee was appointed a member of the HDB Board in December 2005. She is a Partner of PricewaterhouseCoopers, Singapore.
7. Associate Professor Sim Loo Lee was appointed a member of the HDB Board in December 2005. She is an Associate Professor at the Departmentof Real Estate, National University of Singapore.She is also an Independent Director of the Sim Lian Group Ltd.
8. Associate Professor (Dr) Milton Tan was appointed a member of the HDB Board in December 2005. He is the MICA Fellow (Design) and Executive Director of the DesignSingapore Council in the Ministry of Information, Communications and the Arts. He is also a member of the Land Transport Authority and a director of One Marina Property Services Pte Ltd.
9. Mr Tay Kim Poh assumed the position of Chief Executive Officer of HDB and was appointed Board Member in June 2006. Prior to this, he was the 2 Deputy Secretary (National Development). Mr Tay Kim Poh was a PSC Scholar, graduating with a 1st Class Honours degree in Engineering from the University of Singapore in 1976. He began his career as a Mechanical Engineer in the Public Works Departmentin 1976 before joining HDB in 1986. In HDB, he held several senior positions and subsequently rose to be the Deputy CEO (Estates & Corporate) in 2002.
10. RADM Chew Men Leong was appointed a member of the HDB Board in October 2006. He is the Chief of the Republic of Singapore Navy. He is also a director in ST Electronics (Info-Comm Systems) Pte Ltd.
11. Mr Goh Sin Teck was appointed a member of the HDB Board in October 2006. He is the Editor of My Paper of Singapore Press Holdings. He is also a member of the Public Transport Council.
