While the government works on developing modern towns to house a Singaporean population with rising aspirations, the older estates are also being given a new lease of life through the various programmes implemented under the Estate Renewal Strategy (ERS).
The key programmes under ERS include the Main Upgrading Programme, Lift Upgrading Programme, Interim Upgrading Programme Plus and Selective En bloc Redevelopment Scheme. These programmes complement each other in rejuvenating the older towns, and bringing about a higher quality of life for HDB residents.
On 21 Aug 2007, HDB introduced two new upgrading programmes, viz. the Home Improvement Programme (HIP) and the Neighbourhood Renewal Programme (NRP). This is in response to the recommendations of the Forum on HDB Heartware for greater flexibility in providing flat improvement works and precinct facilities.
