For processing of resale applications, HDB requires you to attend the first appointment, followed by the resale completion appointment, both of which will be held at HDB Hub/Resale Office. All sellers (lessees) and buyers must be present, unless they are represented by a duly authorised Attorney, i.e. Power of Attorney.

What are the legal fees payable by resale flat sellers during 1st appointment?

The main legal fees payable by resale flat sellers are:

(a) Conveyancing Fee for Transfer (based on Selling Price)
(b) Conveyancing Fee for Total Discharge of Mortgage (if there is any outstanding loan at time of resale) (based on Flat Type)
(c) Fee for Bankruptcy Search on Sellers
(d) Stamp Fee for Total Discharge of Mortgage (if there is any outstanding loan at time of resale)

I need to change the 1st appointment date. How do I go about doing it?

All parties (buyers and sellers) must give their written consent to re-schedule the first appointment date. The first appointment will be re-scheduled to another date/time at HDB's discretion.

What must resale flat sellers do after attending the first appointment and prior to resale completion?

The resale flat sellers are required:
  • To rectify any unauthorised renovation works in the resale flat and inform the HDB Branch Office to confirm the rectification.
  • To terminate the GIRO Account for all payments pertaining to the resale flat, such as property tax, telephone bill and utilities bill.
  • NOT to pay monthly instalment towards HDB housing loan of the resale flat. The sale proceeds will be deducted to redeem housing loan.
  • To vacate the resale flat ready for the buyers to take possession on completion of resale.
  • To bring the keys of the resale flat.
  • On the day of handover of keys to buyer, to produce official receipts for full payments of:
    (a) Conservancy/service charges paid up to date of resale completion.
    (b) Property Tax paid up to date of resale completion.
