The market valuations of HDB resale flats are for the purpose of granting mortgage loans to buyers. At the time of submitting a resale application to HDB, there must be a valid valuation report if the buyer is obtaining a mortgage loan from HDB.
The valuations are carried out by HDB's panel of valuers who are professionally qualified and licensed by the Inland Revenue Authority of Singapore.
Request for market valuation of an HDB flat may be submitted to HDB's Resale Office either by post/hand.
Listed housing agents may submit the request via HDB-ResaleNet System.
Buyers and sellers who are handling their own resale transactions and not represented by any housing agent may also submit the request for market valuation via e-Resale.
The valuation request form can be obtained from HDB Resale Office at Atrium, 1st Storey, HDB Hub or any HDB Branch office. An administrative fee will be charged for processing the valuation request.

Upon receiving the completed request form together with the payment, HDB will assign (by random) a valuer from its panel to assess the value of the flat. The valuer will arrange with the lessee to view the flat for the purpose of assessing the value of the flat. The approved valuation report is usually ready within two weeks after the visit by the valuer.
