Pay Upgrading Cost (if applicable)

Lessees whose flats are affected by the HDB's Main Upgrading Programme have to pay for the upgrading cost when they are served the invoice informing them of the amount payable. Those in the process of selling their flat will still be required to pay for the upgrading cost if the billing date is before resale completion.

If my flat is undergoing the Main Upgrading Programme and I am in the midst of a resale transaction, who will pay for the upgrading costs?

If the upgrading invoice is rendered before the resale completion date, you as the legal owner of the flat, will have to pay for the upgrading cost. If it is rendered after the resale completion, the buyer will be liable to pay the upgrading cost.

Billing will start after the upgrading works are completed and the upgrading cost is finalised.

I received the upgrading invoice from the Branch Office before my resale completion. Must I settle the full payment of the upgrading cost before the resale completion?

Yes. You can pay at the Branch office or request to deduct the upgrading cost from the net resale proceeds.
