Documents and Checklists

If you are buying a new flat from HDB, you are required to submit documents to HDB for verification at various stages of the purchase:
  • Registration and selection
  • Signing of Agreement for Lease
  • Collection of keys
If the documents to be submitted are in languages other than English, Chinese, Malay, or Tamil, please provide an official English translation for those documents.

Registration and selection

When you attend the appointment to select your flat, you are required to have a valid HDB Loan Eligibility Letter (HLE) if you are taking a housing loan from HDB. In addition, you must bring along the following documents, of all persons listed in the application:
  • Identity cards. If you are employed, or serving National Service under the Singapore Armed Forces/ Civil Defence/ Police Force, you must provide a certified true copy of your Singapore pink/ blue identity card from your Personnel Department
  • Passport for non-citizens
  • Birth certificates of your children
  • Your birth certificate and your parents' marriage certificate if you are buying a flat under the Multi Generation Priority Scheme or Married Child Priority Scheme
  • Marriage certificate, if you are married; or divorce certificate, if you are divorced
  • Death Certificate of spouse, if spouse is deceased
  • Student Pass or Letter from School/ College/ Institute of Learning for persons who are 18 years old and above
  • Income documents for assessment of income ceiling to buy a flat 
  • Income documents for assessment of income ceiling if taking Additional CPF Housing Grant (AHG) or Special Housing Grant (SHG)
  • Either a doctor's certification of pregnancy, or your child's birth certificate, if you have applied for a flat under the Parenthood Priority Scheme (PPS)

Signing of Agreement for Lease

When you come to sign the Agreement for Lease, you must bring the original copy of these documents, of all persons listed in the application:
  • Identity cards
  • Receipt of booking fee
  • Bank passbook and a photocopy of the page stating your name and bank account number. This is to facilitate the reimbursement of the booking fee to your account (if applicable).
  • Letter of Offer from a bank or financial institution, if taking a housing loan from a bank or financial institution
  • Power of Attorney if you are unable to attend the appointment personally (if you are overseas, the attorney representing you must bring one certified true copy by the solicitors and two photocopies)
  • Latest CPF statement(s) if you are presently a CPF Board employee
  • If your Unique Identification number (UIN) is different from your CPF account number, you are advised to call the CPF Board to update the account number before the appointment date. Otherwise, you can inform us of your CPF account number during the appointment date.

If you intend to use your CPF savings to pay for your flat purchase, please ensure that you have set-up the 2-Factor Authentication (2FA) for your SingPass. You will need to bring your mobile phone or OneKey token when you attend the appointment to submit an electronic withdrawal. The registration for SingPass and activation of 2FA will take up to 10 working days. 

Collection of keys

When you come to collect the keys to your flat, you must bring the original copy of these documents, of all persons listed in the application:
  • Identity cards
  • Marriage certificate if you are buying a flat under the Fiancé/Fiancée Scheme and applied for the Additional CPF Housing Grant (AHG)
  • Certificate of insurance
    • You must buy fire insurance from HDB's appointed insurer, ETIQA (at HDB Hub, Atrium 1st Storey, Counter 1), if you are taking an HDB loan. For more details on the HDB Fire Insurance, you can call ETIQA at 6331-9253 or visit ETIQA
  • Latest CPF statement(s) if you are presently a CPF Board employee
    • If your UIN is different from your CPF account number, you are advised to call the CPF Board to update the account number before the appointment date. Otherwise, you can inform us of the CPF account number on the appointment date
  • Power of Attorney if you are unable to attend the appointment personally (if you are overseas, the attorney representing you must bring one certified true copy by the solicitors and two photocopies)
  • Completed GIRO form if you are paying monthly loan instalments partially or fully by cash
